City of Morrison City Council met Feb. 27.

Here are the minutes provided by the council:

The Morrison City Council met in Regular Session on February 27, 2023, at 6:30 p.m. in the Morrison Community Room, 307 South Madison Street, Morrison, Illinois. Mayor Vandermyde called the meeting to order at 6:30 p.m. City Administrator Brian Melton recorded the minutes.

Alderpersons present on roll call were Kruse, Mahaffey, Zuidema, Welding, Tervelt, Bruckner, and Deets. Absent: West. Other City officials present were City Administrator Melton, Chief of Police Valadares, and Recreational Services Director Jacobs. City Treasurer Jones and City Clerk Hemmer were absent.

PUBLIC COMMENT

None.

REPORT OF CITY OFFICERS, DEPARTMENT HEADS, AND/OR COMMITTEES

Chief Valladares provided a written report. Rec. Director Jacobs reported to the Council that he obtained his Food Service License, has been attending various community meetings, working on a playground project and he listed several recreational events being planned for this year. City Admin. Melton reported the Library will be closed from March 20 to April 9 for the flooring project. Access for the Community Room will be sporadic depending upon the flooring contractor's activity for each day.

CONSENT AGENDA

Ald Zuidema moved to approve the Consent Agenda as presented, which included Council Meeting Minutes for February 13, 2023, Bills Payable in the amount of $174,331.78, and Financial Report - January 2023; seconded by Ald Welding. Ayes: Kruse, Mahaffey, Zuidema, Welding, Tervelt, West, Bruckner, and Deets. Nays: None. Motion passed.

ITEMS REMOVED FROM CONSENT AGENDA

None.

OTHER ITEMS FOR CONSIDERATION, DISCUSSION & INFORMATION

Ald Kruse moved to approve the purchase of a Falcon Asphalt Hot Box Machine (Used) from Bonnell Industries, pending inspection by City Staff, at a cost of $8,500.00; seconded by Ald Bruckner. Following discussion; Ayes: Kruse, Mahaffey, Zuidema, Welding, Bruckner, and Deets. Nays: Tervelt. Motion passed.

Ald Deets moved to approve final pay request to Top Roofing, Odell Public Library & Community Room Roofing Project, in the amount of $14,415.00; seconded by Ald Kruse. Following discussion; Ayes: Kruse, Mahaffey, Zuidema, Welding, Tervelt, Bruckner, and Deets. Nays: None. Motion passed.

OTHER ITEMS FOR CONSIDERATION, DISCUSSION & INFORMATION

Water Rate Presentation: CA Melton and Matt Hansen, Willett Hofmann, provided a presentation on water rates and infrastructure improvements. A copy of the presentation was available for the public at this Council meeting and part of the meeting packet for public dissemination.

Draft Ordinance to Allow Chickens: The Council continued its discussion on chickens. Following discussion, by consensus, it was determined that an ordinance would be drafted for future consideration by the Council. Regulations for the ordinance discussed included no roosters, number of chickens allowed, containment, permit & fee, setbacks and enforcement.

EXECUTIVE SESSION

Pursuant to 5 ILCS 120/2(c)(1, 2 & 5), Ald Kruse made a motion to enter Executive Session to consider "The appointment, employment, compensation, discipline, performance, or dismissal of specific employees..." and 2(c)(2) "Collective negotiating matters ..." and 2(c)(5) "To discuss the purchase or lease of real property for the use of the public body...", seconded by Ald Zuidema. All ayes. Motion passed and Executive Session began at approximately 7:46 p.m. Session was audio recorded.

Ald Zuidema moved to exit Executive Session, seconded by Ald Welding. All ayes. Motion passed and Regular Session resumed at 8:26 p.m.

Ald Kruse moved to approve the new positions of Superintendent of Utilities and Superintendent of Streets & Parks as presented; seconded by Ald Mahaffey. Ayes: Kruse, Mahaffey, Welding, Bruckner and Deets. Nays: Ald Tervelt and Zuidema. Motion passed.

Adjournment. Ald Deets moved to adjourn meeting; seconded by Ald Welding. The meeting adjourned at approximately 8:34 pm, without objection.
