City of Morrison City Council met April 24.

Here are the minutes provided by the council:

The Morrison City Council met in Regular Session on April 24, 2023, at 6:30 p.m. in the Morrison Community Room, 307 South Madison Street, Morrison, Illinois. The meeting was called to order at 6:30 p.m. by Mayor Vandermyde. City Clerk Hemmer recorded the minutes.

Alderpersons present on roll call were Kruse, Mahaffey, Welding, Zuidema, Tervelt, Bruckner and Deets. Absent: West. Other City officials present were City Administrator Melton, Police Sergeant Soenksen, and City Treasurer Jones.

PUBLIC HEARING - FISCAL YEAR 2024 BUDGET PLAN

At approximately 6:33 p.m., Mayor Vandermyde opened the public hearing and the Fiscal Year 2024 Budget Plan was presented. There were no public comments. Mayor Vandermyde closed the public hearing at approximately 6:35 p.m.

PUBLIC COMMENT

None.

REPORT OF CITY OFFICERS, DEPARTMENT HEADS, AND/OR COMMITTEES

Two reports were submitted to council: the Morrison Police Department's "Monthly Activity Report" and the Morrison Parks and Recreation's "Council Meeting Report".

CONSENT AGENDA

Ald Deets moved to approve the Consent Agenda as presented, which included to approve Council Meeting Minutes for April 10, 2023, approve Bills Payable, approve Financial Report – March, appoint Nora Wenzel to complete 3-year term of Jan Horberg (2023), Odell Library Board of Trustees, approve Proclamation - National Skilled Nursing Care Week, May 14-20, 2023, and approve Parade Permit - American Legion Post 328, Memorial Day Parade; seconded by Ald Zuidema. Ayes: Kruse, Mahaffey, Welding, Zuidema, Tervelt, Bruckner and Deets. Nays: None. Absent: West. Motion passed.

ITEMS REMOVED FROM CONSENT AGENDA

None.

OTHER ITEMS FOR CONSIDERATION, DISCUSSION & INFORMATION

Ald Zuidema moved to approve Ordinance 23-06 Fiscal Year 2024 Budget Plan; seconded by Ald Bruckner. CA Melton asked council to consider amending ordinance to include the Library Budget. Ald Kruse moved to amend the ordinance; Ald Mahaffey seconded. Ayes: Kruse, Mahaffey, Welding, Zuidema, Tervelt, Bruckner and Deets. Nays: None. Absent: West.

Amending Motion passed. On the original motion with amendment; Ayes: Kruse, Mahaffey, Welding, Zuidema, Tervelt, Bruckner and Deets. Nays: None. Absent: West. Motion passed.

Ald Kruse moved to approve to support and direct City Administrator to request and work with IDOT (Region 2) to immediately reconsider US RT 30 Improvements/Reconstruction in Morrison; seconded by Ald Deets. Following discussion; approved by voice vote; no nays. Motion passed.

OTHER ITEMS FOR CONSIDERATION, DISCUSSION & INFORMATION

None.

EXECUTIVE SESSION

Pursuant to Open Meetings Act / Exceptions, Open Meetings Act / Exceptions, 5 ILCS 120/2(c)(1) "The appointment, employment, compensation, discipline, performance, or dismissal of specific employees..." and 2(c)(2) “Collective negotiating matters ..." and 2(c)(5) “To discuss the purchase or lease of real property for the use of the public body ...", Ald Tervelt made a motion to enter Executive Session to consider "Collective negotiating matters..." and 2(c)(5) "To discuss the purchase or lease of real property for the use of the public body..."; seconded by Ald Kruse. All ayes. Motion passed and Executive Session began at approximately 6:42 pm. The session was audio recorded.

Ald Welding moved to exit Executive Session, seconded by Ald Zuidema. All ayes. Motion passed and Regular Session resumed at 7:09 p.m.

Ald Kruse moved to approve Agreement between City of Morrison and Illinois Fraternal Order of Police Labor Council, May 1, 2023 - April 30, 2026; seconded by Ald Deets. Ayes: Kruse, Mahaffey, Welding, Zuidema, Tervelt, Bruckner and Deets. Nays: None. Absent: West. Motion passed.

Adjournment. Ald Zuidema moved to adjourn the meeting; seconded by Ald Deets. The meeting adjourned at approximately 7:12 pm, without objection.
