City of Dixon City Council met May 1.

Here are the minutes provided by the council:

CALL TO ORDER

The meeting was called to order by Mayor Arellano at 5:30pm.

ROLL CALL

Councilman Bishop, Considine, Oros, Venier, and Mayor Arellano answered roll call. Absent: None

PLEDGE OF ALLEGIANCE/INVOCATION

The Pledge of Allegiance was cited. Invocation was given by Reverend Mike Sutcliffe from Three Tree Ministries.

OATH OF OFFICE

City Clerk Kunde administered the Oath of Office for the Office of Mayor to Glen Hughes. They signed the oath, and paused for pictures.

Mayor Hughes administered the Oath of Office for the Office of Councilman to Mary Oros, they signed the oath.

APPROVAL OF MINUTES

Councilman Bishop moved that the minutes of the Regular Session Meeting of Monday, April 17, 2023, be accepted and placed on file. Seconded by Councilman Oros. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS

Councilman Oros moved that the Total Labor and Outside Claims in the amount of $393,421.71 be approved and ordered paid. Seconded by Councilman Considine. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

DEPARTMENT REPORTS

Public Works Director/Assistant City Manager Heckman gave an update on the watermain break at Everett and Peoria, discussion ensued.

CITY MANAGER REPORT

City Manager Langloss – on behalf of the staff he congratulated and thanked Councilman Oros and Venier for their prior service. Thanked Councilman Bishop and Considine for their continued service. Reported on the ground-breaking in the ITEP area this week and thanked everyone for their help. Update on Union Negotiations, three of the four are finalized, hope to have an executive session prior to next meeting. Retirement celebration at the Park District for retiring of Jim Canterbury, 35 years, Curt Phillips, 37 years and Marti Swegle, 16 years. Update on the Midwest Summit on Leadership. Have posted three positions in the wastewater and streets department and explained the process of selecting for positions. Sober Home update, no problems, no police interaction, no neighborhood complaints.

COUNCIL REPORTS

Mayor Hughes – Thanked everyone who have been working with him in the transition. No one hundred day plan, plenty going on now, and hopes to be of assistance moving forward. Would like a comprehensive plan moving forward. Thanked all for welcoming him.

Councilman Bishop – Since he wasn’t at the last meeting he addressed previous Mayor Arellano and thanked him for his service, his family’s service to the city and his active duty. Welcomed Mayor Hughes.

Councilman Considine – Welcomed the new mayor and looking forward to working as a team with him and Councilman Oros and Venier.

Councilman Oros – Welcomed Mayor Hughes to the team, excited and looking forward to what is to come. Congratulated and thanked the team and all who served on countless committees, for the ground-breaking at ITEP. Dixon Chamber of Commerce and Main Streets first event, Ladies

Night Out, was last week. It was great to see people downtown. Thanks for having me back, happy to be here.

Councilman Venier – Welcomed Mayor Hughes, we have a solid foundation and positive momentum with four committed teammates, lean on us. Good luck and God bless. Motorcycle Awareness Month, reminder to not mow your grass into the street; it is a City Ordinance and it is like going over ice when you are on a motorcycle. Nameplate and gavel for previous Mayor Arellano – he spoke with Mayor Dixon who stated that if the council agrees, give to Mayor as he leaves. Discussion ensued.

Comments –

Mayor Hughes thanked Tim, Matt and Allen for all they did to get the meeting going with the power outage this afternoon.

City Manager Langloss stated that there will be a ground-breaking ceremony for Tru by Hilton on Wednesday at Noon.

ORD# 3348 – AMENDING THE LIQUOR CODE IN CONNECTION WITH THE COUNTRY CONCERT PURSUANT TO THE REQUEST OF DIXON CHAMBER OF COMMERCE AND MAIN STREET, INC.

Councilman Considine moved to approve the ordinance amending the Liquor Code in connection with the Country Concert pursuant the request from Dixon Chamber of Commerce and Main Street. Seconded by Councilman Venier. Discussion ensued. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

ORD# 3349 – AMENDING THE LIQUOR CODE IN CONNECTION WITH THE CITY MARKET PURSUANT TO THE REQUEST OF DIXON CHAMBER OF COMMERCE AND MAIN STREET, INC.

Councilman Venier moved to approve the ordinance amending the Liquor Code in connection with the City Market 2023 pursuant the request from Dixon Chamber of Commerce and Main Street. Seconded by Councilman Bishop. Discussion ensued. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

ORD# 3350 – AMENDING THE LIQUOR CODE IN CONNECTION WITH THE VENETIAN NIGHT PURSUANT TO THE REQUEST OF DIXON CHAMBER OF COMMERCE AND MAIN STREET, INC.

Councilman Bishop moved to approve the ordinance amending the Liquor Code in connection with the Venetian Night pursuant the request from Dixon Chamber of Commerce and Main Street. Seconded by Councilman Venier. Discussion ensued. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

RES# 3076-23 – AMENDING 2022-2023 BUDGET – CEMETERY & PROPERTIES

Councilman Oros moved to approve the FY22/23 budget resolution with respect to the Cemetery and Properties budgets. Seconded by Councilman Considine. Public Works Director/Assistant City Manager Heckman explained the request. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

RES# 3077-23 – AMENDING 2022-2023 BUDGET – FIRE DEPARTMENT

Councilman Considine moved to approve the FY22/23 budget resolution with respect to the Fire Department’s budget. Seconded by Councilman Venier. Chief Buskohl explained the request, discussion ensued. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

RES# 3078-23 – AUTHORIZING AN INTER-FUND LOAN FROM THE GENERAL FUND TO THE GATEWAY TIF FUND

Councilman Venier moved to approve the resolution authorizing the Inter-Fund Loan from the General Fund to the Gateway TIF Fund. Seconded by Councilman Oros. City Manager Langloss explained the request, discussion ensued. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF DIXON CHAMBER OF COMMERCE AND MAIN STREET, INC. STREET CLOSURES REQUEST

Councilman Bishop moved to approve the street closures pursuant the request from Dixon Chamber and Main Street for 2023. Seconded by Councilman Venier. Discussion ensued. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL INDEPENDENT CONTRACTOR AGREEMENT WITH SYNCONN SOLUTIONS FOR GRANT WRITING

Councilman Oros moved to approve the Independent Contractor Agreement with SynConn Solutions for grant writing. Seconded by Councilman Venier. City Manager Langloss explained the request, discussion ensued. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL TO PURCHASE POLICE VEHICLES

Councilman Considine moved to approve the purchase of two (2) 2023 Chevrolet Tahoe’s from Karl Chevrolet for $82,814.00. Seconded by Councilman Bishop. Police Chief Howell explained the request, discussion ensued. Voting Yea: Councilman Bishop, Oros, Venier, and Mayor Hughes. Voting Nay: Councilman Considine. Motion Carried

APPROVAL OF TERMINATION OF INTERGOVERNMENTAL AGREEMENT BETWEEN THE CITY OF DIXON AND LEE COUNTY WITH RESPECT TO HOTEL OPERATOR’S OCCUPATION TAXES

Councilman Oros moved to terminate the Intergovernmental Agreement between the City of Dixon and Lee County with respect to the Hotel Operator’s Occupation Taxes. Seconded by Councilman Considine. City Manager Langloss and Attorney LeSage explained the request,

discussion ensued. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

ADJOURMENT

Councilman Considine moved that the Regular Council Meeting of Monday, May 1, 2023 be adjourned to meet in Regular Session on Monday, May 15, 2023 at 5:30pm in the Council Chambers at the City Hall. Seconded by Councilman Bishop. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

The meeting adjourned at 6:33pm.
