City of Morrison City Council met May 22.

Here are the minutes provided by the council:

The Morrison City Council met in Regular Session on May 22, 2023, at 6:30 p.m. in the Morrison Community Room, 307 South Madison Street, Morrison, Illinois. The meeting was called to order at 6:30 p.m. by Mayor Vandermyde. City Clerk Hemmer recorded the minutes.

Alderpersons present on roll call were Kruse, Mahaffey, Schlegel, Zuidema, Tervelt, West, Bruckner and Tichler. Absent: none. Other City officials present were City Administrator Melton, Police Chief Valladares, City Treasurer Jones and Recreational Services Director Jacobs.

DECLARATION OF INTEREST TO RECORD

None.

PUBLIC COMMENT

John Prange voiced his opposition to the location of US Cellular planned cell tower north of the city near the dog park. He felt a better location should be at the perimeter of the city rather than a location that can be seen throughout town.

Laini Houzenga reported to council an incident during a little league game on May 11. A non- official vehicle was driven on the pedestrian pathways and to the concession stand. With so many kids running around, she felt this was unsafe and should not be allowed.

REPORT OF CITY OFFICERS, DEPARTMENT HEADS, AND/OR COMMITTEES

Police Chief Valladares reported that the police department was still looking at CAD systems, its features, costs and implementation; they would start the summer bicycle helmet program; fishing at Rock Wood State Park with Officer Simmons; the Main Street Glow Parade; a new officer was starting (Corey Dawns) and it is National Police Week.

Recreational Services Director Jacobs reported on several park events: Outdoor Park Adventure, T-ball and Bootcamp. All programs were at or near capacity.

PRESENTATION – RECOGNITION FOR A LIFESAVING EVENT

Chief Valladares reported on an emergency call where a resident was found unresponsible. Officers Spencer and Shepard administered CPR and used the AED to successfully revive the patient before the EMTs arrived. The Chief recognized both officers for this life saving event.

PRESENTATION – TAX INCREMENT FINANCE DISTRICTS / BUSINESS DEVELOPMENT DISTRICTS

Robert LeSage of Ward, Murray, Pace & Johnson P.C. and City Attorney of Dixon, informed council on TIF and BD districts, their rules, requirements, and presented several situations and examples.

CONSENT AGENDA

Ald Zuidema moved to approve the Consent Agenda as presented, which included approval of Council Meeting Minutes for 8 May 2023, Bills Payable, Financial Report - April 2023, appointment of Judy Deter to complete the 3-year term of Deb Hauptman (2025) (Odell Library Board of Trustees), and Street Closure for Car Show - June 17, 2023; seconded by Ald West. Ayes: Kruse, Mahaffey, Schlegel, Zuidema, Tervelt, West, Bruckner and Tichler. Nays: None. Motion passed.

ITEMS REMOVED FROM CONSENT AGENDA

None.

OTHER ITEMS FOR CONSIDERATION, DISCUSSION & INFORMATION

Ald Zuidema moved to approve the sealcoating of the Sports Complex Parking Lot & Paths to Specialized Sealcoating (Fulton) - $32,541.88; seconded by Ald Schlegel. After discussion, ayes: Kruse, Mahaffey, Schlegel, Zuidema, Tervelt, West, Bruckner and Tichler. Nays: None. Motion passed.

OTHER ITEMS FOR CONSIDERATION, DISCUSSION & INFORMATION

Council discussed Overnight Parking on Main Street which city ordinance currently prohibits with conflicting signs. Direction given to the City Administrator to prepare a change in ordinance to reflect current practice and signage.

Council discussed regulating motor vehicles in parks & sports complex excluding official and authorized vehicles. Direction given to the City Administrator to prepare the necessary ordinance to regulate such vehicles.

City Administrator Melton updated Council on the city's 2006 designation as being a "Quiet Zone" with Union Pacific Railway & Federal Railroad Administration. Recent review and inspection showed several non-conforming areas in the city's implementation regarding signage, road markings and curbs. The city is working with FRA to address those non-conforming areas.

Council discussed the recent Site Plan proposed by Wireless Group Consultants on behalf of US Cellular for a cellular tower in Kiwanis Park (near the dog park). Such discussion included the proposed site plan, other options and even opposing a cellular tower altogether.

EXECUTIVE SESSION

Pursuant to Open Meetings Act / Exceptions, 5 ILCS 120/2(c)(2) “Collective negotiating matters ." and 2(c)(5) "To discuss the purchase or lease of real property for the use of the public body ..." Ald Tervelt made a motion to enter Executive Session; seconded by Ald Zuidema. All ayes. Motion passed and Executive Session began at approximately 8:15 pm. The session was audio recorded.

Ald Kruse moved to exit Executive Session, seconded by Ald Zuidema. Ayes: Kruse, Mahaffey, Schlegel, Zuidema, Tervelt, West, Bruckner and Tichler. Nays: None.

Motion passed and Regular Session resumed at 8:39 p.m.

Ald Kruse moved to direct City Administrator to Prepare and Present Offer to Purchase Real Property; motion seconded by Ald Zuidema. Ayes: Ayes: Kruse, Mahaffey, Schlegel, Zuidema, Tervelt, West, Bruckner and Tichler. Nays: None. Motion passed.

Adjournment. Ald Zuidema moved to adjourn the meeting; seconded by Ald Schlegel. The meeting adjourned at approximately 8:45 pm, without objection.
