City of Galena City Council met May 22.

Here are the minutes provided by the council:

23C-0199 – CALL TO ORDER

Mayor Renner called the regular meeting to order at 6:30 p.m. in the Board Chambers at 101 Green Street on 22 May 2023.

23C-0200 – ROLL CALL

Upon roll call, the following members were present: Bernstein, Johnson, Kieffer, Tegtmeyer, Westemeier, Wienen, Renner

23C-0201 – ESTABLISHMENT OF QUORUM

Mayor Renner announced a quorum of Board members present to conduct City business.

23C-0202 – PLEDGE OF ALLEGIANCE

The Pledge was recited.

23C-0203 - REPORTS OF STANDING COMMITTEES

No reports.

23C-0204 – CITIZENS COMMENTS

Pat Smith, 712 Park Avenue – Smith spoke with regard to item 23C-0190. Smith stated she feels the city park is a special place for everyone and questions how many events per year the city should allow. Smith stated the parks should be open for small events. Smith urged the council to consider the type and size of events that should be allowed in the park. Smith noted most events held in the park are for not-for-profit groups.

Joan Murray, 706 Park Avenue – Murray stated she feels it is not appropriate to have commercial events in the park. She feels the residents who live here should have use of the park on weekends. She was opposed to any portion of the park being closed off for an event. She urged the council to move the event to Depot Park.

23C-0205 – APPROVAL OF THE MINUTES OF THE REGULAR CITY COUNCIL MEETING OF MAY 8, 2023

23C-0206 – APPROVAL OF BUDGET AMENDMENT BA23-09 FOR FISCAL YEAR 2023 YEAR-END EXPENSE ADJUSTMENTS TO THE GARBAGE, PARKS, SEWER AND POOL FUNDS

23C-0207 – APPROVAL OF A CONTRACT WITH GLOBAL REACH FOR THE REDESIGN AND IMPROVEMENT OF THE CITY OF GALENA WEBSITE

23C-0208 – APPROVAL OF A CONTRACT WITH OPENING SPECIALISTS TO INSTALL AUTOMATIC LOCKS ON THE PUBLIC RESTROOM DOORS

23C-0209 – APPROVAL OF THE PURCHASE OF NEW BENCHES FOR THE GREEN STREET PLAZA

23C-0210 – ACCEPTANCE OF APRIL 2023 FINANCIAL REPORT

Motion: Bernstein moved, seconded by Wienen, to approve Consent Agenda CA-10.

UNFINISHED BUSINESS

23C-0190 – DISCUSSION AND POSSIBLE ACTION ON A REQUEST BY THE GALENA BREWING COMPANY FOR A FESTIVAL PERMIT FOR GRANT PARK, SEPTEMBER 2, 2023, FOR GALENA BREWING SUMMERFEST

Motion: Tegtmeyer moved, seconded by Johnson, to approve the request by the Galena Brewing Company for a festival permit for Grant Park, September 2, 2023, for Galena Brewing Summerfest contingent upon it being moved to Depot Park, 23C-0190.

Discussion: Renner felt that was a fair compromise for this type of event. He felt it should be amended to say final approval once we receive commitment from the Workshop and the Galena ARC joining as not-for-profit participants.

Motion: Tegtmeyer moved, seconded by Johnson, to add final approval once the Workshop and ARC are involved as not-for-profit participants.

Discussion: Sam from the Galena Brewing Company stated they are agreeable to moving the event.

Wienen stated she would like to get a little more framework around what is allowed to go on in Grant Park. Westemeier agreed stating the city should have a list of what can and cannot be held in the parks.

Johnson noted this event was putting the restrooms behind a pay wall. By moving the event, it opens up the park for people living in town to use it.

Kieffer agrees the park should stay open to anyone who wants to use it. He feels moving it will be beneficial.

Johnson stated other large events held in the park provide additional bathrooms throughout the park, provide parking and provide an ambulance. She recommended having a list of what should be required by anyone who wants to do an event. Johnson feels visibility at Depot Park will be much better for the event.

23C-0211 – DISCUSSION AND POSSIBLE ACTION ON A REQUEST FOR A NEW LIQUOR LICENSE CLASSIFICATION FOR SERVICE, INSTRUCTION OR EXHIBITION BUSINESSES

Motion: Kieffer moved, seconded by Wienen, to approve the request for a new liquor license classification for service, instruction or exhibition businesses, 23C-0211.

Discussion: Council stated the business must be in the business district and not in a residential district.

Roll Call: AYES: Westemeier, Wienen, Bernstein, Johnson, Kieffer, Tegtmeyer, Renner

23C-0212 – DISCUSSION AND POSSIBLE ACTION ON A MEMORANDUM OF UNDERSTANDING FOR ELECTRIC VEHICLE CHARGING STATIONS GRANT

Motion: Bernstein moved, seconded by Westemeier, to approve a memorandum of understanding for Electric Vehicle Charging Stations Grant, 23C-0212.

Discussion: Westemeier recommended splitting the chargers up and installing some at the winery lot. Moran advised there are ADA requirements with spaces. With reconstruction of the Commerce Street lot, staff felt it would be more efficient to get them in one spot; however, if the council was agreeable to spreading them out, staff could study the winery lot location.

The council agreed to have staff study the lots to see if the machines could be spread out.

23C-0213 – FIRST READING OF AN ORDINANCE ABATING CERTAIN TAXES LEVIED BY THE CITY OF GALENA FOR THE GUY’S TOWING PROJECT

Motion: Kieffer moved, seconded by Westemeier, to approve the first reading of an ordinance abating certain taxes levied by the City of Galena for the Guy’s Towing Project, 23C-0213.

Discussion: Kieffer noted when the property was annexed, part of the agreement was if they put in the road, water and sewer, the city would give a 10-year abatement of the taxes.

Nack advised, should the property be sold, he believes the abatement would go to the new owner.

23C-0214 – DISCUSSION AND POSSIBLE ACTION ON AN APPLICATION FOR A FLEA MARKET PERMIT BY PURR-FECTION ANIMAL RESCUE, 937 GALENA SQUARE DRIVE, JUNE 10, 2023

Motion: Tegtmeyer moved, seconded by Bernstein, to approve the application for a flea market permit by Purr-Fection Animal Rescue, 937 Galena Square Drive, June 10, 2023, 23C-0214.

Discussion: None.

23C-0215 – WARRANTS

Motion: Wienen moved, seconded by Tegtmeyer, to approve the Warrants as presented, 23C 0215.

23C-0216 – ALDERPERSONS’ COMMENTS

Lead Line Grant – Westemeier questioned if we have heard anything on the lead service line grant. Moran advised he does not have confirmation on the actual dollars we might receive.

Light – Bernstein reported the Farmers Market vendors are ecstatic about the new light in the parking lot. They appreciate it very much as they will no longer have to set up in the dark.

Dog Park Opening – Bernstein stated she is looking forward to the dog park grand opening June 15th.

Website – Tegtmeyer stated she is excited about having a new website and making sure it is user friendly.

23C-0217 – CITY ADMINISTRATOR’S REPORT

Dog Park – Moran announced the grand opening for the dog park will be held on June 15th at 6:00 p.m.

Pool – Moran announced the pool will open on Saturday, May 27th.

23C-0218 – MAYOR’S REPORT

Mayor Renner stated he is happy to get the pool up and running. He also advised, should anyone need a dog walker, he had a very nice 11-year-old stop by his house looking for dog walking jobs. He will share the information with anyone who might be interested.

23C-0219 - MOTION FOR EXECUTIVE SESSION

Motion: Wienen moved, seconded by Westemeier, to recess to Executive Session to discuss the following:

∙ Section 2 (c) (2) – Collective negotiating matters and deliberations concerning salary schedules.

∙ Section 2 (c) (21) – Review of Executive Session Minutes.

Discussion: None.
