City of Galena Historic Preservation Commission met June 1.

23HPC-035 - CALL TO ORDER
Chairman Craig Brown called the meeting of the Galena Historic Preservation Commission to order at 6:30 PM on Thursday, June 1, 2023.
23HPC-036 - ROLL CALL
Upon roll call, the following members were present: Craig Albaugh, Matt Carroll, Jack Dennerlien, Judy Jackson, Chuck Horton, Jeremey White and Craig Brown

23HPC-039 – APPROVAL OF THE MINUTES OF THE REGULAR MEETING OF MAY 4, 2023
Motion: Albaugh moved, seconded by White to approve the minutes of the regular meeting of the Historic Preservation Commission of May 4, 2023.

NEW BUSINESS
23HPC-040 – DISCUSSION AND POSSIBLE ACTION ON REQUEST BY ST. MICHAELS CHURCH TO REMOVE AND RECONSTRUCT THE STAIRS IN FRONT OF THE CHURCH
Owner/Applicant:
Marty Johnson, speaking on behalf of Marty Johnson Architect and for St. Michaels Church, stated that the 16 steps that are existing were installed in the mid to early 70’s. The current steps have been through numerous repairs and are currently in disrepair. Johnson advised they would like to increase the landing to 10 ft wide using a stone melt system, rails and limestone to match the existing church structure.
Discussion:
Dennerlien stated Option C doesn’t state a welcoming presentation. It’s more like a castle mote. Albaugh agreed.
Albaugh stated the use of the metal handrail would fit the area.
Motion: Albaugh moved, seconded Carroll, to approve the reconstruction of the church stairs with the use of metal railing.

23HPC-041- DISCUSSION AND POSSIBLE ACTION ON A REQUEST BY OWNER OF 106 S. MAIN ST GALENA CANNING CO. TO INSTALL FLAME WINDOW DECAL IN THE FRONT WINDOW OF STORE FRONT ON MAIN ST.
Owner/Applicant:
Jeff Holder owner stated the decals are within the allowable 20 percent of the window space. Holder stated the flames help promote the fire department as well as allowing visitors to distinguish between the stores. The flames advertise that the store contains hot and spicy sauces.
Discussion:
The board feels the flames are overpowering, modern and not historically appropriate for Main Street.
Miller stated his opinion is that it is less about the flames being inappropriate and more the use of gradient color. The fading of color would not have been created 100 years ago.
Motion: Albaugh moved, seconded by White to deny the request to install decals in the front of the window,

23HPC-042- DISCUSSION AND POSSIBLE ACTION ON A REQUEST BY ARROW ENERGY SOLUTIONS AND THE OWNERS OF 510 FRANKLIN ST. TO INSTALL SOLAR ARRAY ON THE SOUTH FACING ROOF OF THE HOME.

Motion: Jackson moved, seconded by White, to deny the use of solar array.

23HPC-043- DISCUSSION AND POSSIBLE ACTION ON A REQUEST BY ARROW ENERGY SOLUTIONS AND THE OWNERS OF 107 N WEST. TO INSTALL A GROUND MOUNTED SOLAR ARRAY IN THE SOUTHERN MOST PART OF THE YARD TO THE REAR CORNER OF THE PROPERTY.

Motion: Albaugh moved, seconded by Dennerlien to approve the request for the installation of a ground mounted solar array at 107 N. West Street.

Motion: Albaugh moved, seconded by Carroll, to deny the use of brick pillars and brick knee walls on the porch at 348 Gear Street.

Miller stated that there can only be one winner of the Preservation Award; however, we can have multiple runner ups.
