City of East Dubuque City Council met July 10.

Here are the minutes provided by the council:

1. 23-0701 Call to Order – Mayor Digman

Start Time: 6:00 p.m.

2. 23-0702 Recognition of City Attorney Kurt for Years of Service in the City of East Dubuque, Jo Daviess County, Illinois / City Manager Herrig

Recognition of 25 years working with the City of East Dubuque. Mayor Digman presented and read the plaque.

Attorney Kurt – Was September 1990 when he got the call to ask if he would represent the City of East Dubuque. He enlightened us with the story of his first meeting and as he says that was how the story began. One of his mottos is always leave it better than the way you found it.

No action required.

Wanted to thank everyone that took part in the Independence Day Celebration. Had a great turn out. Wanted to also give a shout out to public works for getting everything set up and break down for them. The Fire Department had their people present walking through the crowd and that was appreciated. Desiree gets a big shout out for coordinating with the Police Department to get the lights off since the fish flies decided it was a good night to come out. Talked with some of the business owners and they were happy with the turnout.

310 Greenwood was supposed to clean up behind garage. Knows Luke went up to let them know that they needed to clean it up. Would like to see that they get this cleaned up also.

Need to address burn ban with as dry as it is.

Chief Heim – we do not have anything this has to come from the state. The City might be able to an ordinance? The Fire Department cannot do a ban themselves.

Chief Heim – Just need to call the Fire Department. They are required to put out when there is a complaint. Regular fires there is a set back from buildings.

Will be working on pressure reducing valves next week will need to get letters out. Will talk with the ladies to get that written up. Should take a week but might be a couple.

g. Fire Chief, Joe Heim

i. Chemical Plant Donation

They are going to fund the SCVA Compressor which costs almost $50,000.00. Do have a loaner compressor and are good to go now.

In September we have Insurance Services Offices going to be here for inspections for our fire rating so working on that stuff.

Thanks to Mark and the city works for getting the hydrants tested for them.

4. 23-0704 Speakers from the Floor

Tony Keppler – St. Mary’s school will be making some changes one the daycare moves out at the end of the summer. They are going to remove the south wing, basement reception area, main will be Parish offices with top floor open.

Alderperson Degenhardt – Tony called to explain what is going on. School is not for sale but not to say for the right amount would not completely rule it out.

Mayor Digman – Will share the information of office space on the top floor.

Alderperson Belken – Rough estimate to renovate. Looking at about 2 to 2.5 million.

8. 23-0708 Discussion and Possible Action to Approve an Amendment for East Dubuque Fire Station Engineering Agreement in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Digman, City Manager Herrig

Replaces the original contract. New contract will have to do code searches with updating existing blueprints. Will pay hour for code search and then for update. IBC and Energy code have upgrades. Would like to get this all submitted before the rate changes on the first of October. Drawings do not need to go out till November.

Alderperson Robey – Reason this sat on a shelf for 2 years. Trying to reduce the cost of both stations. Also, Illinois unemployment was above 5% so would not have been able to use contractors from out of state. The chance is good to make by October 1st just need the financial feasibility information. Then out to bid by November.

The agreement is till November and would like to see other quotes from different companies.
