City of Byron Community Services Committee met Aug. 2.

Here are the minutes provided by the committee:

Alderman Gerdes called the meeting to order at 5:30 pm.

1. ROLL CALL:

MEMBERS PRESENT: Chairman Alderman Emily Gerdes, Alderman Jessica Nehring, Alderman Mike Gyorkos, Alderman Christy Hanlin (by phone)

MEMBERS ABSENT: None

OTHERS PRESENT: Mayor John Rickard, Engineer Jason Stoll, Director Aaron Vincer, City Administrator Brian Brooks, City Attorney Aaron Szeto, City Clerk Caryn Huber, Police Chief Todd Murray, Alderman Todd Isaacs, Alderman Mittzi Fulrath, Alderman Ron Boyer

2. APPROVAL OF AGENDA – AUGUST 2, 2023 –Alderman Hanlin motioned to approve, as presented, the August 2, 2023, Community Services Committee meeting agenda. Seconded by Alderman Gyorkos. Roll call vote: Nehring, AYE; Gyorkos, AYE; Hanlin, AYE; Gerdes, AYE. Motion passed: AYE, 4; NAY, 0; ABS, 0.

3. PUBLIC COMMENT – None

4. APPROVAL OF MINUTES – JUNE 7, 2023 REGULAR MEETING –Alderman Hanlin motioned to approve, as presented, the June 7, 2023, Community Services Committee meeting minutes. Seconded by Alderman Gyorkos. Roll call vote: Gyorkos, AYE; Hanlin, AYE; Gerdes, AYE; Nehring, AYE. Motion passed: AYE, 4; NAY, 0; ABS, 0.

5. FEHR GRAHAM 221 N. WALNUT ST. SIDEWALK ENGINEERING PROPOSAL– Administrator Brooks stated that we are still exploring options with the building owner.

6. PUBLIC WORKS UPDATE

a. Public Works Building Update – Director Vincer stated that he has re-engaged with CORD and Larson & Darby regarding the design of the building. He hopes to have earthwork started this fall. Ken Norup has determined we need more septic field than expected. Director Vincer stated that the Forest Preserve has indicated they will let us use additional land for septic provided that it will return to prairie.

b. Wastewater Treatment Plant – Director Vincer reported that the mussel survey is done and TEST has sent it to IEPA as part of our discharge permit application. Matt from Fehr Graham is planning to hold a coordination meeting with the city in September regarding the design of the new plant. The IEPA has sent us the PEAD (Preliminary Environmental Assessment). The city will publish a public notice and residents have the ability to comment for 10 days after publication. The planning approval will follow. Engineer Stoll reminded council that all engineering charges can be reimbursed through the loan. 

c. 2023 Streets Program Update – Director Vincer reported that the slurry seal looks good. In the future, he hopes to coordinate contractors better if more than one is working in the same area. Engineer Stoll reported that the first course of paving on Colfax/Tower will begin Friday, August 4. The contractor plans to finish once the railroad flaggers are scheduled.

d. Other – Director Vincer stated that hydrant flushing will begin next week. • Benesh was at 412 E. 2nd St. to disconnect services. ComEd initially said there has been no power to the building for six years, but the line is still live. ComEd will need to disconnect. • Director Vincer reported that he has been dealing with elevator repairs. Administrator Brooks stated that the elevator is now operational.

7. CITY ADMINISTRATOR UPDATE – Administrator Brooks reported that the process for the Comprehensive Plan will begin soon. One of the first tasks is to form the Executive Committee of approximately 15 people that will be the driving force behind the plan. It would be ideal to have representatives from government agencies sit on the committee as well as representatives from various professions (banking, real estate, etc.). The group will meet 4-6 times over the next year. He asked that anyone with suggestions contact him. He is also looking for 1-2 people from council to sit on the committee.

8. ADJOURN – Alderman Nehring motioned to adjourn the Community Services Committee meeting. Seconded by Alderman Gyorkos. Roll call vote: Gyorkos, AYE; Hanlin, AYE; Gerdes, AYE; Nehring, AYE. Motion passed: AYE, 4; NAY, 0; ABS, 0. Alderman Gerdes adjourned the meeting at 5:47pm. The next regular Community Services meeting is September 6, 2023, at 5:30pm.
