City of Polo City Council met Aug. 7

City of Polo City Council met Aug. 7.

Here are the minutes provided by the council:

1. Invocation.

2. Pledge of Allegiance.

3. Call to order- Mayor Knapp called the meeting to order.

4. Mayor Knapp called roll call and the following members of the Council answered present: Alderman Keith Chesnut, Alderman Larry Weaver, Alderman Thomas Bardell, Alderman Joseph Kochsmeier, Alderman Busser, and Alderman Randy Schoon.

Absent: None.

5. Motion to approve the Consent Agenda

Motion made by Alderman Schoon, second by Alderman Bardell to approve the following items on the Consent Agenda:

A. Minutes from the July 17, 2023 Council Meeting.

Motion carried 6-0. Yes- Chesnut, Weaver, Bardell, Kochsmeier, Busser, Schoon.

6. Mayor Knapp opened Public Comment and the following persons provided comments: Members of the public are welcome to speak at this time but are limited to only 3 minutes. Tyler Humphrey was present from Midwest Disposal. He wanted to introduce himself and his family’s garbage disposal company. They would be interested in giving a proposal for garbage services in Polo when our contract is up.

7. Committee Reports

➢ Alderman Chesnut-Alderman Chesnut stated that the Polo Police Department is doing their job. They are making themselves visible. If anyone has a compliant about the police department, they need to approach Police Chief Randall first.

➢ Alderman Weaver- None.

➢ Alderman Bardell- Thank you to the public works department for cleaning up the storm damage last week.

➢ Alderman Kochsmeier- None.

➢ Alderman Busser- None.

➢ Alderman Schoon- Martin & Co. did not pave the IL Route 26 today like they were supposed to. He has called Matt Hansen to inquire about this. Matt said he would get in contact with Pat Drew about the specifics. Alderman Schoon was directed by the council to contact IDOT to inquire about IL Route 26.

➢ Police Chief Troy Randall- None.

➢ City Clerk Bartelt- None.

➢ Public Works Director Kendall Kyker- The village of Milledgeville public works department came over and helped us last Monday with picking up storm damage. It has been a week since we had a bad storm. Kendall would like letters to be sent to several citizens for their trees that have fallen down and have not been picked up yet.

8. Items Removed from Consent Agenda

NONE

9. Old Business- Discussion/Action Items

A. Consideration & Possible Action on purchasing congress school located at 208 N. Congress Ave. Consensus of the council is to pursue purchasing congress school for the listing price of $15,000. Alderman Chesnut made a motion to proceed with negotiations up to $15,000 for purchase price and $2,500, seconded by Thomas Bardell. Motion carried 6-0. Yes- Weaver, Bardell, Kochsmeier, Busser, Schoon, Chesnut.

10. New Business- Discussion/Action Items

A. Consideration & Possible Action on Ordinance 23-10, water and sewer rates. (First reading) The Polo City Council accepted the first reading of ordinance 23-10.

B. Consideration & Possible Action on PACT using Louise Quick Park on July 12-14, 2024. The consensus of the council is to allow this.

C. Consideration & Possible Action on vacating W. Cranbrook Ln in the Meadows Subdivision. The city does not want to vacate the property.

11. Other Items for Discussion & Information

Alderman Schoon brought up Mr. Farraj’s other properties in town. They are just as dilapidated as the property at 611 S. Division Ave. Alderman Schoon would like our police officers to start enforcing our code of ordinances. Attorney Suits suggested a part time code enforcement officer.

12. Adjournment

Motion by Alderman Busser, second by Alderman Kochsmeier to adjourn from regular session at 8:1 p.m. Motion carried 6-0.
