City of East Dubuque City Council met Aug. 7.

Pledge of Allegiance

1. 23-0801 Call to Order – Mayor Digman

Start Time: 6:00 p.m.

Alderperson Belken, Alderperson Degenhardt, Alderperson Fluhr, Alderperson Meier, Alderperson Robey, Mayor Digman and Attorney Hess Absent – Alderperson Burgmeier

2. 23-0802 Staff Reports

a. City Manager Report

Getting financials done had the auditors were in for two days. Need to complete the financial reporting before they can complete their work. In order to get infrastructure loans and move the Fire Station ahead we are developing a plan to improve our fiscal condition. Need to know where we are before we can do that. Asking all department heads to freeze all non-critical spending and Interim City Manager Seitz will be preapproving all expenditures going forward until further notice. Have approved some staff overtime to bring the books up to date.

As attended Interim City Manager Seitz has been full-time and tried cutting back where he could. Will be trimming back in order to maintain the contacted hours going forward.

b. Mayor Report

Want to invite everyone out to Wingfest this Saturday and the middle block will be closed 8 am till 9 pm. The event starts at noon and ends at six. Wing tasting starts at two until they are gone.

i. Fehr Graham Emergency Main Replacement on Sinsinawa

Aware of the amount of water main breaks on Sinsinawa. Looking into seeing if we can get an emergency replacement for the main. After talking with the Interim City Manager, we are going to monitor it for now.

ii. Family Beer Lift Station for Sewer

Been having problems with the lift station. Put in a new electric pump in. Last week pulled the pump but it seems to be fine. What it comes down to is electrical as of right now the pump is running. It had not called them out at all last week. Wonder if they jarred something when they pulled the pump. Hopefully that took care of it also.

g. Fire Chief, Joe Heim

3. 23-0803 Speakers from the Floor

Tim Althaus and his wife Mary Althaus from Family Beer and Liquor own the property 20170 US Hwy 20 W which is on the east side of Family Beer and Liquor. As you are aware the Zoning Board Thursday evening voted unanimously to approve the rezoning of the property from residential to business. Just asking the council’s support in doing the same again this evening. Thinks it would be a good tax generator for the city if they can develop a business on that property.

NEW BUSINESS:

5. 23-0805 Discussion and Possible Action to Approve Rezoning Application for Mary Althaus and Tim Althaus at 20170 US Hwy 20 W in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Digman, Interim City Manager Seitz

Interim City Manager Seitz – In his capacity as Zoning Administrator had recommended it which passed on a 5-0 vote.

Alderperson Belken – What do they aim to do with that property.

Interim City Manager Seitz – What we have before us is the motion to change it from residential to business. Just dealing with the issue that is in front of now. We don’t have any documentation of anything else. Don’t have anything else to go on really.

Motion by Alderperson Degenhardt to Approve IEPA Loan 17-4205 Disbursement #15 in theamount of $223,585.80 Including Caldwell Tanks Pay Application #9 and Origin Design Invoices #79018 & 79192 second by Alderperson Fluhr ROLL CALL: Ayes – Alderperson Belken, Alderperson Degenhardt, Alderperson Fluhr, Alderperson Meier and Alderperson Robey Motion carried Absent – Alderperson Burgmeier
