City of Morrison City Council met Aug. 14.

The Morrison City Council met in Regular Session on August 14, 2023, at 6:30 p.m. in the Morrison Community Room, 307 South Madison Street, Morrison, Illinois. The meeting was called to order at 6:30 p.m. by Mayor Vandermyde. City Clerk Michael Hemmer recorded the minutes.
Alderpersons present on roll call were Kruse, Schlegel, Zuidema, West, Tervelt, Bruckner and Tichler. Absent: Mahaffey. Other city officials present were Police Chief Valladares, City Administrator Melton, Recreational Services Director Jacobs, and City Treasurer Jones.

PUBLIC COMMENT
Christopher Morris addressed Council regarding his opposition to the closure of Genesee. Jennifer Vander Molen requested that Council meetings be streamed. Ben Adolph updated Council on his company's biodiversity work and their interest in building additional natural habitats in the city's open spaces.
Mayor Vandermyde informed Council on the Food Pantry's recent soft opening in their new location. The new location is without stairs and allows for drive-up disbursements.
REPORT OF CITY OFFICERS, DEPARTMENT HEADS AND/OR COMMITTEES
CA Melton discussed the $1.27 million Community Development Block Grant that the city was awarded, with the help of Fehr Graham, for sewer linings which is to be completed in 2024. Also, the city is looking at its options to repair/replace the water treatment '96 855 tractor since its rear axle went out.
Chief Valladares reported that his officers will be working at the Whiteside County Fairgrounds and will be installing new security measures, Officer Terry Spencer has resigned and will work through the end of the week.
Recreational Services Director Jacobs reported on the summer programs that were ending and the fall programs that were starting (flag football, wiffle ball).
CONSENT AGENDA
Ald Zuidema requested that the Treasurer's Report - June 2023 be removed from Consent Agenda.
Ald Bruckner moved to approve Council Meeting Minutes for July 24, 2023 and
Bills Payable - $76,232.03; seconded by Ald West. Ayes: Kruse, Schlegel, Zuidema, West, Tervelt, Bruckner and Tichler. Nays: None. Absent: Mahaffey. Motion passed.
ITEMS REMOVED FROM CONSENT AGENDA
Ald Zuidema requested that the Treasurer's Report - June 2023 be tabled until the report could be reviewed. Ald West moved to table; seconded by Bruckner. Ayes: Kruse, Schlegel, Zuidema, West, Tervelt, Bruckner and Tichler. Nays: None. Absent: Mahaffey. Motion passed.
ITEMS FOR CONSIDERATION AND POSSIBLE ACTION
Ald Zuidema moved to approve Street Closure Request - Paint the Town, September 16-17, 2023; seconded by Ald Tichler. All Ayes by voice vote. Absent: Mahaffey. Motion passed.
Ald Kruse moved to approve DNR Resolution of Support - Grant Application for Sports Complex Playground Project; seconded by Ald Mahaffey. Jill Pepin, Community Funding & Planning Services discussed the grant and procedures. Ayes: Kruse, Schlegel, Zuidema, West, Tervelt, Bruckner and Tichler. Nays: None. Absent: Mahaffey. Motion passed.
Ald Zuidema moved to approve FY23 Audit Report; seconded by Ald Bruckner. Council discussed. Ayes: Kruse, Schlegel, Zuidema, West, Tervelt, Bruckner and Tichler. Nays: None. Absent: Mahaffey. Motion passed.
Ald Bruckner moved to approve Pay Request No. 1 (Rt 78 Watermain Project) - Fischer Excavating, Inc., $327,066.97; seconded by Ald West. Council discussed. Ayes: Kruse, Schlegel, Zuidema, West, Tervelt, Bruckner and Tichler. Nays: None. Absent: Mahaffey. Motion passed.
Ald West moved to approve Change Order No. 1 (Rt 78 Watermain Project) - Fischer Excavating, Inc., $73,605.02; seconded by Ald Tichler. Council discussed. Concern was voiced as to whether this was an IDOT expense or city expense. Ald Kruse called the question; seconded by Ald West. No objection voice vote. On original motion: Ayes: Kruse, Schlegel, West, Bruckner and Tichler. Nays: Zuidema, and Tervelt. Absent: Mahaffey. Motion passed.
OTHER ITEMS FOR CONSIDERATION, DISCUSSION & INFORMATION
Genesee Street / Lincolnway Intersection Project - Some discussion on the options of this project. No formal project has been presented yet to the City Council for their consideration and action. Such project will be presented in the near future.

Ald Tervelt moved to adjourn the meeting; seconded by Ald Kruse. The meeting adjourned at approximately 7:32 pm. without objection.
