City of Rochelle Planning and Zoning Commission met Sept. 5.

Here are the minutes provided by the commission:

The regular meeting of the Mayor and City Council of Rock Falls, Illinois was called to order at 5:30 p.m. on September 5, 2023, in the Council Chambers by Mayor Pro Tem Alderwoman McKanna.

City Clerk Pam Martinez called the roll following the pledge of allegiance. A quorum was present including Mayor Pro Tem Aldermen McKanna, Alderman Wangelin, Snow, Dowd, Dornes, Arduini, and Sobottka. In addition, Mayor Kleckler, Attorney Matt Cole, and City Administrator Robbin Blackert were present.

Audience request:

Taylor Reyna, Senior, Rock Falls High School requested permission to hold the Rock Falls High School Homecoming Parade.

A motion was made by Alderman Snow to approve the request for the Rock Falls High School Homecoming Parade and second by Alderman Wangelin.

Vote 7 aye, motion carried.

Marshall Doane spoke to the City Council about the statue "Demise" placed on First Avenue.

Rod Kleckler, Mayor, thanked Rock Falls Tourism for having a wonderful event - The traveling Vietnam Memorial Wall and Art in the Park were very well attended events this past weekend.

Community Affairs: None

Consent Agenda:

Consent Agenda items 1 - 3 were read aloud by City Clerk Pam Martinez.

1. Approval of the minutes of the August 15, 2023, City Council Meeting.

2. Approval of bills as presented.

3. Approval to allow Rock Falls Firefighters Local 3291 to conduct their annul "Fill the Boot" Bucket Brigade on Saturday, September 30, 2023, at the corner of 1st Avenue and 3rd Street between the hours of 8:00 a.m. to 12:00 p.m. pending receipt of Certificate of Insurance.

A motion was made by Alderman Wangelin to approve the Consent Agenda and second by Alderwoman Sobottka.

Vote 7 aye, motion carried.

Ordinance 1st Reading:

1. Ordinance 2023-2619 - Amending Chapter 6, Article III of the Rock Falls Municipal Code.

A motion was made by Alderman Snow to approve Ordinance 2023-2619 - Amending Chapter 6, Article III of the Rock Falls Municipal Code and second by Alderwoman Arduini.

Vote 7 aye, motion carried.

Ordinances 2nd Reading and Adoption:

1. Ordinance 2023-2616 – Amending the Zoning Ordinance of the Rock Falls Municipal Code Relating to Minimum Ground Floor Area for Dwellings.

A motion was made by Alderman Snow to approve the 2nd reading and adoption of Ordinance 2023-2616 - Amending the Zoning Ordinance of the Rock Falls Municipal Code Relating to Minimum Ground Floor Area for Dwellings and second by Alderwoman Arduini.

Vote 7 aye, motion carried.

2. Ordinance 2023-2617 - Authorizing Disposal of Unused Fire Equipment

A motion was made by Alderman Wangelin to approve the 2nd Reading and Adoption of Ordinance 2023-2617 - Authorizing Disposal of Unused Fire Equipment and second by Alderwoman Sobottka.

Vote 7 aye, motion carried.

3. Ordinance 2023-2618 - Authorizing Disposal of Unused Police Equipment.

A motion was made by Alderman Snow to approve the 2nd reading and adoption of Ordinance 2023-2618 - Authorizing Disposal of Unused Police Equipment and second by Alderman Dowd

Vote 7 aye, motion carried.

City Administrator:

Thanked Melinda Jones, VFW and Legion for a job well done at the event this past weekend.

City Attorney:

Also thanked Melinda Jones, VFW and Legion for a job well done at the event this past weekend.

City Departments:

Melinda Jones, Rock Falls Tourism, thanked all elected officials, City employees, city Department Heads, VFW's, Legion, sponsors, and all volunteers. It took an army to help get this event completed. There were visitors from all over the region.

Dave Miller, Street Department, stated that oil and chip will be started tomorrow, September 6. 2023 on certain streets.

Alderman Reports / Committee Chairman Requests

A motion was made by Alderwoman McKanna to approve the recommendation from the ARPA Committee to approve the purchase of bicycle racks for downtown Rock Falls in the amount of approximately $2,000.00 and second by Alderwoman Sobottka.

Vote 7 aye, motion carried.

A motion was made by Alderwoman McKanna to approve the purchase of a vehicle for the Rock Falls Police Department Detective Section in the amount not to exceed $26,000.00 and second by Alderman Snow.

Vote 7 aye, motion carried.

A motion was made by Alderman Snow to approve the recommendation from the Utility Committee to waive bidding and award the Phase II - Well No. 2 Pump Repairs/Rehabilitation/Reinstallation and Start Up to Layne Christensen Company, 721 W Illinois Avenue, Aurora, IL 60506 in the amount of $43,288.00 and second by Alderman Wangelin.

Vote 7 aye, motion carried.

A motion was made by Alderman Snow to approve the recommendation from the Utility Committee to approve the purchase of a 2024 John Deere Gator XUV 835M from Sloan Implement, 18390 Waller Road, Fulton, IL 61252 in the amount of $29,635.00 and second by Alderman Dowd.

Vote 7 aye, motion carried.

A motion was made by Alderman Snow to approve the recommendation form the Utility Committee to approve the bid from Kunes Ford Sterling, 2811 Locust Streeet, Sterling, IL 61081 for a Ford Explorer or Equivalent in the amount of $49,826.00 and second by Alderman Wangelin.

Vote 7 aye, motion carried.

All Alderman thanked Melinda Jones and team for a great event over the past weekend.

Mayor's Report:

None

A motion was made by Alderwoman Sobottka to adjourn the City Council meeting and second by Alderman Snow.

Vote via voice, all approved, motion carried (6:02 pm)
