City of Dixon City Council met Sept. 5.

CALL TO ORDER
The meeting was called to order by Mayor Hughes at 5:30pm.
ROLL CALL
Councilman Bishop, Considine, Venier, and Mayor Hughes answered roll call. Absent: Councilman Oros.
PLEDGE OF ALLEGIANCE/INVOCATION
The Pledge of Allegiance was cited. Invocation was given by Pastor Ray Peterson, Corner Fringe Ministries.

None
APPROVAL OF MINUTES
Councilman Bishop moved that the minutes of Regular Session Council Meeting of Monday, August 21, 2023, be accepted and placed on file. Seconded by Councilman Considine. Voting Yea: Councilman Bishop, Considine, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried
APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS
Councilman Considine moved that the Total Labor and Outside Claims in the amount of $1,930,247.62 be approved and ordered paid. Seconded by Councilman Venier. Discussion regarding movement of money into short-term CDs. Voting Yea: Councilman Bishop, Considine, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried
DEPARTMENT REPORTS
Public Works Director /Assistant City Manager Heckman gave a project update on Safe Routes to School Project, Gateway Project, GM Resurfacing, ITEP Project. Showed a mockup of potential lettering on the arch.
CITY MANAGER REPORT
City Manager Langloss – Spoke about Bonnell Industries ground breaking and their investment in the community. Thanked DCCMS for the incredible event in Dement Town, good turnout. Committee meeting for a welcome sign at the Gateway project.
Councilman Oros arrived at the meeting at 5:44pm
COUNCIL REPORTS
Mayor Hughes – Sister Cities tentative visit date of Herzberg is July 19-28, 2024. He is contacting Castlebar Ireland to advance the relationship. Sent a letter to the Dixon Rural Protection District Board Members furthering working with the two fire departments, has reviewed the study and MOU and believes it is the appropriate time to reopen talks about better coordination for servicing, training, cost savings, and better service to the citizens.
Councilman Bishop – The streets by the school are looking great, Bonnells ground breaking and DCCMS Wednesday night market days have finished, appreciates all the people who enjoyed themselves.
Councilman Considine – None
Councilman Oros – Echoed sentiments on the city markets great events for the community. Dement Town Music Fest was a great opportunity to highlight the business district, congratulations and thanks Discover Dixon.
Councilman Venier – DCCMS’s level of coordination between their staff and city staff with providing public safety for events is making Dixon a destination community, great events and thankful for them. And Bonnell’s family commitment to our community, so thankful for so many good things that are happening in our community.

RES# 3096-23 – CONFIRMING RE-APPOINTMENT TO THE CITY OF DIXON PLAN COMMISSION
Councilman Oros moved to re-appoint Josie Whaley and Spencer Aurand to the City of Dixon Plan Commission for a term ending August 31, 2027; or until their successors are duly appointed and qualified. Seconded by Councilman Venier. Mayor Hughes explained the request. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried
RES# 3097-23 – APPOINTMENT TO THE DIXON HISTORIC THEATRE GROUP
Councilman Venier moved to appoint Jennifer Sarno to the Dixon Historic Theatre Group for a term commencing September 5, 2023 and ending March 18, 2025. Seconded by Councilman Bishop. Mayor Hughes explained the request, discussion ensued. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

Mayor Hughes asked if there were any more discussion or business, hearing none he declared the meeting adjourned.
