City of Polo City Council met Sept. 5

City of Polo City Council met Sept. 5.

Here are the minutes provided by the council:

1. Invocation.

2. Pledge of Allegiance.

3. Call to order- Mayor Knapp called the meeting to order.

4. Mayor Knapp called roll call and the following members of the Council answered present: Alderman Larry Weaver, Alderman Joseph Kochsmeier, Alderman Busser, and Alderman Randy Schoon. Absent: Alderman Thomas Bardell and Alderman Keith Chesnut

5. Motion to approve the Consent Agenda

Motion made by Alderman Schoon, second by Alderman Busser to approve the following items on the Consent Agenda:

A. Minutes from the August 21, 2023 Council Meeting.

Motion carried 4-0. Yes- Weaver, Kochsmeier, Busser, Schoon.

6. Mayor Knapp opened Public Comment and the following persons provided comments: Members of the public are welcome to speak at this time but are limited to only 3 minutes. Jaci Gorzny- She went to mow her lawn and there is still a lot of pea gravel with large rocks. Deb Gorzny- Wondering what the status of the stickers are on the cars? What is the current status of the sign on Pines Rd. – County for the first one.

Dustin Finkle- He was wondering if the city would entertain giving him anymore TIF money. He is interested in putting a mural on his property.

TJ Graden- He would like to know how do we clean up the property across the way from his business? He would also like to know what rules are there about burning recreational marijuana in residential areas?

Jim Deets- He is upset that Rob Zell is making a big deal about removing semi-truck parking at the municipal lot next to Shell.

7. Committee Reports

➢ Alderman Chesnut- None.

➢ Alderman Weaver- Building permits were issued for a shed, lean to, and a fence. ➢ Alderman Bardell- None.

➢ Alderman Kochsmeier- None.

➢ Alderman Busser- None.

➢ Alderman Schoon- The milling machine is sitting over there and they will be starting tomorrow. With any good luck they should hopefully be done by next Friday. There will be a walk through for a final inspection with Martin. The well will be starting soon.

➢ Police Chief Troy Randall- None.

➢ City Clerk Bartelt- None.

➢ Public Works Director Kendall Kyker- None.

9. Old Business- Discussion/Action Items

10. New Business- Discussion/Action Items

A. Consideration & Possible Action on Employee Health, Life, and Dental Insurance. Jena Alderks from Dimond Brothers gave a presentation on employee health, life, and dental insurance rates.

Charlie Woodward & Dan Bartel from Good Circle gave a presentation on employee health, life, and dental insurance rates.

The Polo City Council wanted to review this information and make a decision at the next City Council meeting.

B. Consideration & Possible Action on ordinance 23-11, and ordinance removing §152.028(D) from the Polo Code of Ordinances. (first reading)

The Polo City Council accepted the first reading of ordinance 23-11.

C. Consideration & Possible Action on a request from the Polo Chamber of Commerce for the use of Louise D. Quick Park on September 30th, 2023 for the annual chili cook off.

The Polo Chamber of Commerce would like to change the location from Louise D. Quick Park to the empty lot next to the Shell gas station. The consensus of the council is to allow this.

Motion by Alderman Schoon, second by Alderman Busser to adjourn from regular session at 7:59 p.m. Motion carried 4-0.
