City of Fulton City Council met Sept. 11.

Here are the minutes provided by the council:

Meeting was called to order by Mayor Wendy Ottens at 5:30 p.m. On roll call, Alderpersons King, VanKampen, Boonstra, Burggraaf, Banker, Wilkin, Mask, and Brondyke were present.  Police Chief Neblung, Public Works Director Sikkema, City Attorney Huizenga and City Clerk Wade were also in attendance.

The Pledge of Allegiance was recited.

New Appointments by Mayor Wendy -None

Recognition of Volunteers – None

Communications from Visitors – Adim and Senala Dzeladini spoke of their plans for opening the old Fulton Oil Mart at 1615 4th St. as a convenience store.

Presentations – None

Mayor Wendy asked for a motion to approve the Consent Agenda.

Motion to approve the City Council Meeting Minutes from August 14, 2023, the bill list and the Treasurer’s Report all in one motion.

Motion to approve with corrections to the August 14, 2023, minutes Alderperson Mask, seconded by Alderperson VanKampen.

On Roll Call, all yes.

Motion passed.

Business

Mayor Wendy asked for a motion to approve shirts with the City logo on them for the Council member and City Administrator.

Alderperson King made the motion, Alderperson VanKampen seconded.

Motion approved.

Upon roll call vote, all are in favor. Motion approved.

Mayor Wendy asked for a motion to extend the existing contract for another 5 years for the Fulton Historical Society’s revised ordinance. (Adding that City Administrators should walk-through the Martin House Museum on an annual basis.)

Alderperson VanKampen made a motion, Alderperson Brondyke seconded.

Mayor Wendy asked for a motion to approve an A-1 Liquor License to Ambysure Wholesale, Inc. (1510 10th Avenue, Fulton. Vicki Grewal)

Alderperson King, asked to table the motion. Alderperson Mask seconded.

Council agreed to put on the next agenda (Sept. 25, 2023) for discussion to grant an A-1 Liquor License to Ambysure Wholesale, Inc.

Motion tabled.

Committee of the Whole - Discussion items:

Dan Dolan closing date? City Attorney, Huizenga, said we still do not have a closing date. There is a delay because of the Title search.  In 2018, Geronimo Energy needed to sign off on the property. Sunvest did sign off. We need to extend the closing date and put it on the next agenda.

Discussion was held on the Ordinance change for No Parking on one side of the roadway at various stated intersections and roadways. It was decided that this will require more study and possible other areas needing attention. It will be put on the next agenda for the Committee of the Whole discussion with more detailed recommendations.

Discussion was held on the progress of the new bandshell and restroom at Drives Park. Public Works Director Sikkema stated that the foundation and footings have been poured for the bandshell. Building supplies have been ordered from Frary Lumber and should be here in October. Peterson Plumbing will get back to Sikkema with the update on the new restroom.

The bids for the Lift Station quotes will be on the agenda for a motion at the next council meeting.

Discussion was held on what date/time the City will hold Trick or Treat. It will be on the agenda as an action item for the Sept. 25, 2023, Council meeting.

Committee reports were discussed

Parks and Rec Committee reported on the proposed plan for the School Park on 10th Avenue, showing the architect’s drawing. Stating it is all handicap compliant. The present park equipment that is still in good condition, will be moved to Cattail Park.

Aldermen Report: Alderperson Mask asked to have as a discussion item on the next agenda, the role of each of the City’s committees.

Chief of Police, Neblung, was congratulated on the success of the annual National Night Out that was held in August. He stated that plans are already in the works for next year’s event.

Adeem asked that he would like to add before leaving for closed session, that he is also planning to add multiple electric plug-in stations for electric cars at his business on 4th Street.

Mayor Wendy asked for a motion to go into closed session for purposes of personnel, litigation, or sale of property.

Motion to move into closed session Alderperson Mask. Second by Alderperson King.

Motion approved.

Council went into closed session at 6:22 p.m.

Council adjourned closed session at 6:33 p.m.

Mayor Wendy asked to make a motion to adjourn the regular meeting, all present were in favor.

Meeting adjourned. 6:35 p.m.
