City of Dixon City Council met Sept. 13.

CALL TO ORDER

The meeting was called to order by Glen Hughes at 9:00am.

ROLL CALL

Councilman Bishop, Oros, Venier, and Mayor Hughes answered roll call. Absent: Councilman Considine

PUBLIC COMMENT

DISCUSSION

Dr. Mandrell Vice President of Student Services at SVCC lead an overview of the day, Impact Program and an update on the SVCC Police Academy; recap of Council Priorities from 2020, infrastructure, Economic Development and Public Safety. John Phillips from the Illinois City

Manager Association presented on the Council Manager form of government, processes, structure, roles, discussion ensued.

DISCUSSION

Public Works Director/Assistant City Manager Heckman and the Public Works Team, Water Manager Huyett, Wastewater Manager McNitt, and Streets & Properties Manager Venier reported on the Public Works reorganization and staffing, core duties and the states of each department. Wastewater: capital improvements and operations. Water: capital improvements, operations, future projects. Streets & Properties: resurfacing history. Major public works capital projects: Gateway project, RAISE Grant. Discussion ensued throughout. Building Official Shipment reported on the building department, permits issued and costs, inspections, property maintenance, violations, administrative hearing citations, upcoming projects, Washington Point, Pirups Landing, Gateway and annexations, discussion ensued throughout.

IT Manager Philhower gave an overview of information technology, programs, devices, fire walls, anti-hacking, network security, security scans, discussion ensued throughout. Office Manager Fassler gave an overview of the City Hall Support Team, calls, accounts payable, accounts receivable, water, sewer, building, streets support, discussion ensued throughout. Finance Director Fredericks gave an overview of the general fund revenues, sales tax overview and estimates, general fund expenses, water and wastewater revenues and expenses, capital expenses, MFT, pensions, recovery fund and policies, discussion ensued throughout.

LUNCH BREAK

30 Minute Break

Finished discussion regarding Finance department. Fire Chief Buskohl presented their strategic plan, goals and progress, and future plans, discussion ensued throughout. Police Chief Howell gave an overview of staffing, squad cars, camera systems (body & car), police social worker, first responder resilience program, pretrial fairness act, flock cameras, and remodel of the second floor at the public safety building, discussion ensued throughout. City Manager Langloss praised the departments and individuals, gave an overview on economic development, marketing, residential fiber, grants, and human resources, discussion ensued throughout.

Jon Mandrell gave a recap of meeting with quotes of the day. Mayor Hughes spoke on the gaming situation and liquor licenses, discussion ensued throughout. Discussion on another date for another retreat to continue, tentative date is October 10, 2023.

ADJOURMENT

Councilman Oros moved to adjourn the meeting and reconvene the retreat on October 10, 2023. Seconded by Councilman Venier. Mayor called the meeting as adjourned.

The meeting adjourned at 2:59pm.
