City of East Dubuque City Council met Sept. 18.

2. 23-0913 Staff Reports
a. City Manager Report
Getting close to closing the books. Thinking the audit work should be able to start in the next two weeks.
Have the ordinance that have heard a lot about from Cascade, IA on abandoned/unoccupied buildings. Wrote a memo on a potential ordinance for nuisance properties. Asking for a couple of volunteers to help with these. Alderpersons Robey and Degenhardt volunteered to help with these ordinances.
Memo went out to all the DACRA communities about sharing the cost. Letting them know that the November court date will be the last date we will cover everything. If we share in the cost program has the potential to break even. There are other benefits to DACRA besides the financial. There is a lot of value that it brings to the communities.
Preparing the old Police Station for appraisal. Learned that it involves surveying a new lot because it now consists of 6 lots. So will need to make sure that the Police Station, Fire Station and Well are on separate lots. Will be able to have appraisals done on the properties that were passed at the last meeting.

Frontier complaints that have come up at a couple of meetings will hopefully be making some progress. If anything, it will increase the heat of them taking care of their property.
The new Water Tower will be coming online tomorrow. It has passed its two water tests. Will be making sure there are no breaks once it is online. Have a good plan in place.
Was going to close out Louie’s Trenching tonight but need to hold off until the October 9th meeting. Will know the final payment by the end of September to finish off the project.
The Wastewater collection had a meeting with the people who needed to give easement ok to Origin. Origin was the one who originated the meeting. From the list of people about half of them at the meeting and were positive with verbal agreement. Marc will be reaching out to the other half of the list to let them know and see how they feel. One’s that made the meeting said that they will also reach out to their neighbors. This is about the Indian Hills gravity flow sewer system which is a good opportunity for them. Mark Fluhr says this is a win/win for everyone.
b. Mayor Report
i. Transparency Report
Read his transparency report to the public. He pointed out things that need to be worked on. The report was available at the end of the meeting for anyone interested and then also placed on the website.
c. Alderperson Report

Daycare was moved into the new building and then started.
Handed out instructions to file complaints with Frontier. Hope this will get them here to take care of their property.
Can anything be done about the Mark Quade properties.
Can we get gaming reports.

Anticipate at the next meeting to provide a report about request to return to committee’s structure.
Paul Hinkle property that at some point next week Jan Shimkus will be meeting with me to discuss a plan for the property.

Working on monthly report to present to council. I will present it at the second meeting of the month so that we can have a full count for you.
ATV’s and UTV’s are forbidden in the State of Illinois and within the city limits. ATV’s, side by sides, golf carts or anything of that nature is not allowed on city streets.

4. 23-0904 Speakers from the Floor
Chas McDermott – Had talked with Janis Shimkus and had a price set. He had talked with Alderperson Degenhardt and found out that she owed the City money. So came in and talked about what needed to be done. Once he found out he called her back and let her know what it would take for him to purchase the properties. He is still interested in the properties once everything has been taken care of.
Was asked if we can still go through condemnation.
