City of Morrison City Council met Oct. 23.

Here is the agenda provided by the council:

The Morrison City Council met in Regular Session on October 23, 2023, at 6:30 p.m. in the Morrison Community Room, 307 South Madison Street, Morrison, Illinois. The meeting was called to order at 6:30 p.m. by City Administrator Melton. Mayor Vandermyde was absent. City Clerk Michael Hemmer recorded the minutes. 

Alderpersons present on roll call were Mahaffey, Kruse, Schlegel, Zuidema, West, Tervelt, Bruckner and Tichler. Absent: Mayor Vandermyde, and Recreational Services Director Jacobs. Other city officials present were Police Chief Valladares, City Treasurer Jones, and City Administrator Melton. 

Ald Kruse moved to elect Ald Tervelt Mayor Pro Tempore; seconded by Ald Schlegel. All by voice vote.

PUBLIC COMMENT 

None. 

REPORT OF CITY OFFICERS, DEPARTMENT HEADS AND/OR COMMITTEES 

ayes 

Chief Valladares submitted a written report and reviewed its contents with Council. Ald Schlegel discussed candidate response and Ald West suggested that the Chief look to the graduating law enforcement classes at Saulk for potential candidates to fill its vacant slots. 

Administrator Melton discussed upcoming Ordinance 23-13 and discussed the risk options to the city and history in evaluating whether to have the city share some of the insurance risk as well. 

CONSENT AGENDA 

Ald Zuidema moved to approve Council Meeting Minutes for October 10, 2023; Bills Payable - $268,963.51; Treasurer's Report - September; and Mayoral Appointments to Library Board of Trustees, Historic Preservation Commission, and Planning & Zoning Commission; seconded by Ald Mahaffey. Ayes: Mahaffey, Kruse, Schlegel, Zuidema, West, Tervelt, Bruckner and Tichler. Nays: None. Absent: None. Motion passed. 

ITEMS REMOVED FROM CONSENT AGENDA 

None. 

ITEMS FOR CONSIDERATION AND POSSIBLE ACTION 

Ald West moved to approve Ordinance 23-13 Agreement with IML - Minimum/Maximum Contribution; seconded by Ald Schlegel. All Ayes by voice vote. Absent: None. Motion passed. 

Ald Schlegel moved to approve Renewal of Illinois Municipal League Risk Management Program for 2024 [$90,624]; seconded by Ald West. Ayes: Mahaffey, Kruse, Schlegel, Zuidema, West, Tervelt, Bruckner, and Tichler. Nays: None. Absent: None. Motion passed. 

Ald Bruckner moved to approve Engineering Agreement Proposal - Water System Improvements Phase 4 [$132,000]; seconded by Ald Zuidema. Ayes: Mahaffey, Kruse, Schlegel, Zuidema, West, Tervelt, Bruckner, and Tichler. Nays: None. Absent: None. Motion passed. 

OTHER ITEMS FOR CONSIDERATION, DISCUSSION & INFORMATION 

Administrator Melton discussed that the city has not done a comprehensive strategic plan for several years and if there was one done, he has not been able to find it. Melton submitted a proposal by the NIU Center for Governmental Studies along with several options. Ald Zuidema said there was a study done but it was only on a specific topic and did not review the city overall. Ald West said Augustana did one for Waterworks Park and Ald Schlegel said MIT did a mapping project for the city. CA Melton said the council and community would need to be involved. 

Administrator Melton reviewed the Capital Plan and Streets & Water Infrastructure projects noting that nothing much was new. Revenues from motor fuel tax and 1% sales tax were discussed. 

Administrator Melton discussed that the city was now looking at making improvements to the Genesee Street & Lincolnway intersection sidewalks, drainage and maintenance on signal lights. 

ADJOURNMENT 

Ald Zuidema moved to adjourn the meeting; seconded by Ald Kruse. The meeting adjourned at approximately 7:10 pm without objection.
