CALL TO ORDER
The meeting was called to order by Mayor Hughes at 5:30pm.
ROLL CALL
Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes answered roll call.
PLEDGE OF ALLEGIANCE/INVOCATION
The Pledge of Allegiance was cited. Invocation was given by Pastor Mike Sutcliffe, Corner Fringe Ministries.

APPROVAL OF MINUTES
Councilman Bishop moved that the minutes of the Special Session/Council Retreat of October 10, 2023, the Regular Session Council Meeting of Monday, October 16, 2023, and the Special Session Council Meeting of Thursday, October 19, 2023 be accepted and placed on file. Seconded by Councilman Considine. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried
APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS
Councilman Oros moved that the Total Labor and Outside Claims in the amount of $1,026,934.17 be approved and ordered paid. Seconded by Councilman Considine. Discussion ensued. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

CITY MANAGER REPORT
City Manager Langloss – Government Day at Reagan Middle School with Bishop and Oros. Residential Development: meeting with realtors, family owned property, grants, concepts created in the TIF to start accelerating movement. Fargo Creek detention area complete concept plan for the area.
COUNCIL REPORTS
Councilman Bishop – Government Day, in the school and talk about the government in the city with the 8th graders and spoke on the importance of the day.
Councilman Considine – None
Councilman Oros – Government Day, great to see the kids engaged, interested and excited about city government. Discover Dixon Team, Scarecrow Festival, tourism draw, layout, tremendous event, can’t give enough accolades.
Councilman Venier – Echo Dixon Chambers Mainstreet, approximately 9,000 people at Scarecrow Fest and 120 vendors, Dixon Theatre event also had a good turnout, this Saturday it will be showing more movies. Chamber Mainstreet & Petunia Fest working together on the 60th year needs that they will bring to council.
Mayor Hughes – Appreciates the efforts of the chamber, and government day. Wiggins Solar, LLC as a special use permit in Lee County, explained the Council’s lack of authority to object, discussion ensued with input from Attorney LeSage.

ORD# 3375 – AUTHORIZING THE EXECUTION OF THE ILLINOIS MUNICIPAL LEAGUE RISK MANAGEMENT ASSOCIATION MINIMUM/MAXIMUM CONTRIBUTION AGREEMENT
Councilman Bishop move to approve the ordinance authorizing the execution of the Illinois Municipal League Risk Management Association Minimum/Maximum Contribution Agreement. Seconded by Councilman Venier. Finance Director Leslie explained the request. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

ORD# 3376 – AUTHORIZING THE SALE OF CERTAIN PROPERTY OWNED BY THE CITY OF DIXON PUBLIC WORKS EQUIPMENT
Councilman Venier moved to approve the ordinance authorizing the sale of certain personal property owned by the City of Dixon – Public Works Equipment. Seconded by Councilman Bishop. Public Works Director/Assistant City Manager Heckman explained the request. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried
RES# 3101-23 – CONFIRMING APPOINTMENT TO THE CITY OF DIXON PLAN COMMISSION
Councilman Oros moved to appoint Kevin Marx to the City of Dixon Plan Commission for a term commencing November 6, 2023 ending August 31, 2027; or until his successor is duly appointed and qualified. Mayor Hughes explained the request. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried
RES# 3102-23 – CITY OF DIXON BANKING RESOLUTION
Councilman Bishop moved to approved the City of Dixon Banking Resolution. Seconded by Councilman Oros. Finance Director Leslie explained the request. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried
PLACE ON FILE THE 2023 TAX LEVY ORDINANCE
Councilman Oros moved that an Ordinance for the Levy and Assessment of Taxes for the Corporate Purposes of the City Dixon, Lee County, Illinois for the Fiscal Year 2023/2024 be placed on file. Seconded by Councilman Considine. Finance Director Leslie explained the request. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried
AUTHORIZE THE APPROVAL OF ABANDONMENT AND RELEASE OF EASEMENT
Councilman Venier moved to authorize the approval and execution of abandonment and release of easement as per the petition from Tamsin and Thomas Shaw for the easement with the property commonly known as 306 N Jefferson Avenue. Seconded by Councilman Bishop. Building Official Shipman explained the request. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried
APPROVAL TO SUPPORT THE COALITION OF THE ARTS BIKE POSTS PROJECT WITH THE PURCHASE OF SUPPLIES AT $3,600.00
Councilman Venier moved to approve the supporting of the Coalition of the Arts Bike Posts project of the purchase of supplies not to exceed $3,600.00. Seconded by Councilman Bishop. Councilman Venier explained the request, discussion ensued. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried
APPROVAL TO AWARD BID FOR WATERMAIN MATERIALS FOR FACTORY STREET AND NINTH STREET WATERMAIN PROJECT
Councilman Oros moved to award the bid of $160,417.32 to Core and Main for watermain supplies related to the Factory Street and W 9th Street Watermain Replacement Project. Seconded by Councilman Considine. Water Manager Huyett explained the request, discussion ensued. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried
APPROVAL OF AN INTERGOVERNMENTAL AGREEMENT WITH THE STATE OF ILLINOIS, DEPARTMENT OF TRANSPORTATION AND THE CITY OF DIXON, AGREEMENT NO. 24-2547-44892
Councilman Venier moved to Approve the Intergovernmental Agreement number 24-2547- 44892 between the State of Illinois, Department of Transportation and the City of Dixon. Seconded by Councilman Bishop. Public Works Director/Assistant City Manager Heckman explained the request. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried
REFER PETITION FOR VARIANCE OF SET-BACK AT 1025 IDELWILD DRIVE TO THE ZONING BOARD OF APPEALS
Councilman Oros moved to refer the petition for a variance on behalf of petitioner Tom Dvorak 1025 Idlewild Drive to the Zoning Board of Appeals. Seconded by Councilman Venier. Mayor Hughes explained the request. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried
