City of Dixon City Council met Dec. 4.

CALL TO ORDER

The meeting was called to order by Mayor Hughes at 5:30pm.

ROLL CALL

Councilman Oros, Venier, Bishop, and Mayor Hughes answered roll call. Absent: Councilman Considine.

PLEDGE OF ALLEGIANCE/INVOCATION

The Pledge of Allegiance was cited. Invocation was given by Reverend Bunyan Cocar, First Baptist Church.

PUBLIC HEARING

LEE OGLE ENTERPRISE ZONE

Mayor Hughes opened the Public Hearing at 5:32pm.

Andy Shaw, Lee Ogle Enterprise Zone Administrator, explained how this public hearing was advertised and requirements of the Enterprise Zone Act. He presented on the proposed changes to the map to allow additional sites access to the zone tax incentives, and explained the incentives. Adding of areas identified as industrial or large scale development and commercial scale apartments, in and around Rochelle and Dixon. Explained the real-estate tax abatement policies and what types of developments it affects. A map was distributed and explained. He explained the number of acers that are being included and excluded, and total acers available. An ordinance will be brought to the council at a later date, no action taken tonight. Public Comments – No written comments were submitted. No in-person public comments. Can contact Andy Shaw with any comments or concerns.

Mayor Hughes closed the Public Hearing at 5:35pm.

APPROVAL OF MINUTES

Councilman Bishop moved that the minutes of the Regular Session Council Meeting of Monday, November 20, 2023, be accepted and placed on file. Seconded by Councilman Oros. Voting Yea: Councilman Oros, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS

Councilman Oros moved that the Total Labor and Outside Claims in the amount of $868,862.11 be approved and ordered paid. Seconded by Councilman Venier. Discussion ensued noting large payments. Voting Yea: Councilman Oros, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried

DEPARTMENT REPORTS

None

CITY MANAGER REPORT

City Manager Langloss – YMCA ground breaking ceremony last week. RFP is out for the Comprehensive Plan, due in January 10th.

COUNCIL REPORTS

Mayor Hughes – Commented on the Y and the good for the community. Christmas Walk, weather not favorable but a reasonable amount of people attended. Municipal Band Holiday Concert on December 2nd, feedback very positive.

Councilman Bishop – Most of his comments were covered already. Meeting last week on Project Rock was well attended, great job walking everyone through that, great project for the City of Dixon.

Councilman Considine – None

Councilman Oros – Echo Christmas walk. Shop Small on Saturday great to see our downtown business reaping the benefits, good turnout. Relaying a message for supporting our local food bank, it is struggling for donations to keep their shelves stocked. As holidays are closer, putting a call out to everyone to help support them.

Councilman Venier – Shared sentiments of Christmas Walk, quite a few vendors and food trucks, well attended nice job of the City staff setting up and tearing down. Shop Local, reiterate the importance of shopping local for the businesses and the City, shop local this holiday season.

BOARDS AND COMMISSION REPORTS

ORD# 3386 – ORDINANCE FOR THE LEVY AND ASSESSMENT OF TAXES FOR THE CITY OF DIXON, LEE COUNTY, ILLINOIS FOR THE FISCAL YEAR BEGINNING MAY 1, 2023 AND ENDING APRIL 30, 2024

Councilman Venier move to approve the Ordinance for the Levy and Assessment of Taxes for the City of Dixon, Lee County, Illinois for the Fiscal Year Beginning May 1, 2023 and Ending April 30, 2024. Seconded by Councilman Bishop. Mayor Hughes stated that there was already a presentation and public hearing, no other questions or discussion. Voting Yea: Councilman Oros, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried

ORD# 3387 – ORDINANCE ABATING THE TAX HERETOFORE LEVIED FOR THE YEAR 2023 TO PAY DEBT SERVICE ON $22,750,000

TAXABLE GENERAL OBLIGATION BONDS (ALTERNATE REVENUE SOURCE), SERIES 2023, OF THE CITY OF DIXON, LEE COUNTY, ILLINOIS

Councilman Bishop moved said ordinance as presented, An Ordinance abating the tax heretofore levied for the year 2023 to pay debt service on $22,750,000 Taxable General Obligation, Series 2023, of the City of Dixon, Lee County, Illinois, be adopted. Seconded by Councilman Venier. Voting Yea: Councilman Oros, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL TO WAIVE THE FORMAL BIDDING PROCESS FOR THE PURCHASE OF A PLC/HMI UPGRADE

Councilman Oros moved to waive the formal bidding process for WasteWater Kompress PLC/HMI Upgrade. Seconded by Councilman Venier. WasteWater Manager McNitt explained the request. Voting Yea: Councilman Oros, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF PURCHASE OF PLC/HMI UPGRADE FROM KOMLINE-SANDERSON

Councilman Venier moved to approve Kompress Process Learning Controlls/Human Machine Interface (PLC/HMI) upgrade from Komline Sanderson, not to exceed $48,800. Seconded by Councilman Bishop. Voting Yea: Councilman Oros, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried

ADJOURMENT

Mayor Hughes asked if there were any more discussion or business, hearing none he declared the meeting adjourned.

The meeting adjourned at 5:52pm.
