City of Dixon City Council met March 4.

Here are the minutes provided by the council:

CALL TO ORDER

The meeting was called to order by Mayor Hughes at 5:30pm.

ROLL CALL

Councilman Venier, Bishop, Considine, Oros, and Mayor Hughes answered roll call.

PLEDGE OF ALLEGIANCE/INVOCATION

The Pledge of Allegiance was cited. Invocation was given by Reverend Ray Peterson, Corner Fringe Ministries.

OATH OF OFFICE

Police Chief Howell introduced Officer Garrett Morhardt explaining his background, military, experience, start date, field training, and patrol. Mayor Hughes gave the Oath of Office. Paused for pictures.

PRESENTATION

Gira Patel spoke on behalf of Mike and Mina Patel. Hometown Pantry & Liquor is a family owned business since 2001 and has adapted the business model throughout the years. Current business is 70% or more of adult type purchases, liquor, tobacco and lottery. They have lost business and would like to adapt to the needs of the community. Proposing to a more tavern style business with consumption on premise along with carryout. They are working on remodeling to accommodate a 6-8 person seating. Discussion ensued.

APPROVAL OF MINUTES

Councilman Bishop moved that the minutes of the Special and Regular Session Council Meetings of Tuesday, February 20, 2024; be accepted and placed on file. Seconded by Councilman Oros. Voting Yea: Councilman Venier, Bishop, Considine, Oros and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS

Councilman Oros moved that the Total Labor and Outside Claims in the amount of $1,296,662.64 be approved and ordered paid. Seconded by Councilman Considine. Discussion ensued noting large payments. Voting Yea: Councilman Venier, Bishop, Considine, Oros and Mayor Hughes. Voting Nay: None. Motion Carried

DEPARTMENT REPORTS

None

CITY MANAGER REPORT

City Manager Langloss – is proud of the work of the department heads and praised everyone who has worked on the budget to hold the line and getting caught up on some capital items.

COUNCIL REPORTS

Mayor Hughes – Congratulations to the two new police officers, and appreciate the opportunity to swear them into office.

Councilman Bishop – Reiterated the sentiments to the new officers.

Councilman Considine – Agreed

Councilman Oros – Happy Birthday to Attorney LeSage. Congratulations to the two new officers who have joined our family.

Councilman Venier – Shared the sentiments of the rest of the council for our new officers, hometown and from far away. Pastor’s words resonated well tonight. Dixon Historic Theatre, March 8th Elvis movie, March 9th Doug Allen Nash.

ORD# 3391 – AUTHORIZING A SPECIAL USE PURSUANT TO THE PETITION OF DIXON FAMILY YMCA

Councilman Considine moved to approve the ordinance authorizing a special use to allow a child care center at 1675 Fulfs Lane, pursuant to the petition of the Dixon Family YMCA. Seconded by Councilman Venier. Building Official Shipman explained the request, discussion ensued. Voting Yea: Councilman Venier, Bishop, Considine, Oros and Mayor Hughes. Voting Nay: None. Motion Carried

RES# 3119-24 – AMENDING 2023-2024 BUDGET – COUNCIL

Councilman Venier moved to approve the resolution amending the FY23/24 budget with respect to the Council Budget. Seconded by Councilman Bishop. City Clerk Kunde explained the request. Voting Yea: Councilman Venier, Bishop, Considine, Oros and Mayor Hughes. Voting Nay: None. Motion Carried

RES# 3120-24 – AMENDING 2023-2024 BUDGET – INFORMATION TECHNOLOGY

Councilman Bishop moved to approve the resolution amending the FY23/24 budget with respect to the Information Technology Budget. Seconded by Councilman Venier. IT Manager Philhower explained the request. Voting Yea: Councilman Venier, Bishop, Considine, Oros and Mayor Hughes. Voting Nay: None. Motion Carried

RES# 3121-24 – APPOINTMENT TO THE MUNICIPAL BAND BOARD

Councilman Oros moved to appoint Brad W. Huffman to the Municipal Band Board for a term commencing May 1, 2024 and ending April 30, 2026, or until his respective successor is duly appointed and qualified. Seconded by Councilman Considine. Mayor Hughes explained the request, discussion ensued. Voting Yea: Councilman Venier, Bishop, Considine, Oros and Mayor Hughes. Voting Nay: None. Motion Carried

RES# 3122-24 – APPOINTMENT TO THE MUNICIPAL BAND BOARD

Councilman Considine moved to appoint Peggy M. Kingry to the Municipal Band Board for a term commencing May 1, 2024 and ending April 30, 2025, or until her respective successor is duly appointed and qualified. Seconded by Councilman Venier. Voting Yea: Councilman Venier, Bishop, Considine, Oros and Mayor Hughes. Voting Nay: None. Motion Carried

RESOLUTION OBJECTING TO THE PETITION OF DAVID DEWEY AND LISA DEWEY FOR MAP AMENDMENT

Councilman Venier moved to approve the resolution objecting to the petition of David Dewey and Lisa Dewey for map amendment. Seconded by Councilman Bishop. Building Official Shipman explained the request, discussion ensued. Voting Yea: Councilman Venier. Voting Nay: Councilman Bishop, Considine, Oros, and Mayor Hughes. Motion Failed

APPROVAL OF AN INTERGOVERNMENTAL AGREEMENT BETWEEN THE CITY OF DIXON AND THE CITY OF POLO

Councilman Bishop moved to approve the approve the intergovernmental agreement between the City of Dixon and the City of Polo with respect to the sale of ammunition. Seconded by Councilman Oros. City Manager Langloss explained the request, discussion ensued. Voting Yea: Councilman Venier, Bishop, Considine, Oros and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF AN ENGINEERING AGREEMENT BETWEEN THE CITY OF DIXON AND FEHR GRAHAM FOR DEMOLITION PLANNING ON VIADUCT POINT

Councilman Oros moved to approve the engineering agreement between the City of Dixon and Fehr Graham for demolition planning on viaduct point. Seconded by Councilman Considine. Public Works Director/Assistant City Manager Heckman explained the request, discussion ensued. Voting Yea: Councilman Venier, Bishop, Considine, Oros and Mayor Hughes. Voting Nay: None. Motion Carried

WORK SESSION

FY 2024/2025 BUDGET

City Manager Langloss talked about the remaining budget presentations, then we will decide if we need to have the scheduled meeting for Wednesday. Public Works Director/Assistant City Manager Heckman gave a brief recap of grant funded projects, Water Manager Huyett presented the Capital Improvement requests for Water. Wastewater Manager McNitt presented the Capital Improvement requests for Wastewater. City Manager Langloss spoke on the Arts and Culture Fund and Community Development Fund. Discussion ensued throughout the presentations. It was decided there was still a need for the budget meeting on Wednesday.

EXECUTIVE SESSION

Councilman Venier moved that the Regular Council Meeting of Monday, March 4, 2024 meet in Executive Session to consider the appointment, employment, compensation, discipline, performance or dismissal of specific employees pursuant to Section 2(c)(1) of the Open Meetings Act. Seconded by Councilman Oros. Voting Yea: Councilman Venier, Bishop, Considine, Oros and Mayor Hughes. Voting Nay: None. Motion Carried

RECONVENE

Councilman Oros moved that the Regular Session Council Meeting of Monday, March 4, 2024, reconvene into open session. Seconded Councilman Considine. Voting Yea: Councilman Venier, Bishop, Considine, Oros and Mayor Hughes. Voting Nay: None. Motion Carried

ADJOURMENT

Mayor Hughes asked if there were any more discussion or business, hearing none he declared the meeting adjourned.

The meeting adjourned at 7:57pm.
