24C-0079 – CALL TO ORDER

Mayor Renner called the regular meeting to order at 6:30 p.m. in the Board Chambers at 101 Green Street on 11 March 2024.

24C-0080 – ROLL CALL

Upon roll call, the following members were present: Bernstein, Johnson, Kieffer, Tegtmeyer, Westemeier, Wienen, Renner.

24C-0081 – ESTABLISHMENT OF QUORUM

Mayor Renner announced a quorum of Board members present to conduct City business.

24C-0082 – PLEDGE OF ALLEGIANCE

The Pledge was recited.

24C-0083 - REPORTS OF STANDING COMMITTEES

No reports.

No comments.

Motion: Wienen moved, seconded by Kieffer, to adjourn as the City Council and reconvene as the Liquor Commission.

Discussion: None.

24C-0085 – DISCUSSION AND POSSIBLE ACTION ON A REQUEST BY STONEY CREEK INN FOR A MANAGER LIQUOR LICENSE FOR LEXUS SCHROEDER, 940 GALENA SQUARE DRIVE

Motion: Kieffer moved, seconded by Bernstein, to approve the request by Stoney Creek Inn for a Manager Liquor License for Lexus Schroeder, 940 Galena Square Drive, 24C-0067

Discussion: None.

24C-0087 – APPROVAL OF THE PURCHASE OF TWELVE COMMERCIAL WATER METERS FROM CORE AND MAIN FOR $19,470

24C-0088 – APPROVAL OF ILLINOIS EPA PUBLIC WATER SUPPLY LOAN #17-6109 LEAD SERVICE LINE REPLACEMENT PROJECT REQUEST #4 IN THE AMOUNT OF $216,344.47, INCLUDING ORIGIN DESIGN AND CFPS, INC. INVOICES AND PAY APPLICATION #4 AND CHANGE ORDER #2 FROM FIVE STAR ENERGY SERVICES

24C-0089 – FIRST READING OF AN ORDINANCE AMENDING CHAPTER 111, ALCOHOLIC BEVERAGES, OF THE CODE OF ORDINANCES TO CHANGE THE AGE LIMIT FOR ATTENDING BAR AND DRAWING OR MIXING ALCOHOLIC BEVERAGES

Motion: Bernstein moved, seconded by Tegtmeyer, to approve the first reading of an Ordinance amending Chapter 111, Alcoholic Beverages, of the Code of Ordinances to change the age limit for attending bar and drawing or mixing alcoholic beverages, 24C-0089 amended to include waiving the second reading.

Discussion: A suggestion was made to waive the second reading.

Motion: Westemeier moved, seconded by Wienen, to approve the first reading, waive the second reading of an ordinance enacting and adopting a supplement to the Code of Ordinances for the City of Galena, 24C-0072.

24C-0092 – ALDERPERSONS’ COMMENTS

Reminder – Johnson reminded all citizens to remember to take their keys when leaving home. One of the biggest emergency calls for the Police Department is for retrieving keys.

Gear Street – Tegtmeyer reminded everyone it would appear that the one-way traffic on Gear Street is about to happen so be on the lookout for it.

Galena Poet Laureate – Tagtmeyer advised they are down to three individuals. A reveal ceremony is tentatively scheduled for April 17th.

24C-0093 – CITY ADMINISTRATOR’S REPORT

Lead Service Line Replacement – Five Star will be returning this week to replace sidewalks and turf and to clean things up. The staff is currently doing a complete inventory of properties that were not included in the first-year project. Citizens may receive a knock on the door asking for permission to inspect. If no one is available, a flyer is left. Citizens can also go online and fill out the survey form located on the website. The survey should be completed by mid-April.

24C-0094 – MAYOR’S REPORT

Town has been quiet. Waiting for more good weather and more visitors.

24C-0095 - MOTION FOR EXECUTIVE SESSION

Motion: Wienen moved, seconded by Kieffer, to recess to Executive Session to discuss the following:

∙ Section 2 (c) (2) – Collective negotiating matters and deliberations concerning salary schedules.

∙ Section 2 (c) (21) – Review of Executive Session Minutes.

Discussion: None.

The motion carried.

The meeting recessed at 6:41 p.m.
