City of East Dubuque City Council met April 9.

Here are the minutes provided by the council:

   1.  24-0413    Call to Order – Mayor Digman

Resignation letter from Mark Fluhr with his last day being April 30, 2024.

NEW BUSINESS:

   3.  24-0415    Discussion and Possible Action to Approve Variance Application for NuMed Partners, LLC at 20170 US Hwy 20 W in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Digman, City Manager Seitz

This went to the Zoning Board last week and thought it was an excellent meeting. The Board had asked a lot of questions going from the economic impact, employment and safety. City Manager Seitz went through the code as it relates to this type of business checking off all the points. The last thing is the building which will go through the City Manager by making sure it complies with the state code. Zoning Board vote was unanimous.

Pat from NuMed came and gave a presentation and then answered questions from the council. They have been in business in Illinois for ten years now. They have stores in Peoria, Champaign and the Chicago area. They love this location and think it is a fantastic place to bring their business. Love the alignment with Family Beer local business that brings out of state traffic which they are looking to tap into and grow from there. Security is a big factor in that they have 24-hour video that the State Police have access to and then have a third-party security service. This should create twenty or more jobs for the local economy.

They work with the community when it is appropriate and the best that they can. Would like to do a tour before they open. Yes, they would like to have the council tour.

Says parking lot so are you just planning on using Family Beer’s parking lot or will you have your own? Yes, to both. They are planning to take the hedge out and combine the lots together.

The Zoning Board asked a lot of good questions and Pat from NuMed gave a great presentation. Was happy with the board because they were very thorough with their questions.

Were there very many people from that area here for the meeting? No one from the public spoke.

When do you plan on opening? Hopes to open by Labor Day but by the fall for sure. Once they get the approvals, they are planning on getting to work.

   4.  24-0416    Discussion and Possible Action to Approve Special Event Permit Application from EDGE Group for Cruisin’ Thursdays Nights Car Show from May 2, 2024 through September 26, 2024 Starting at 4:00 pm until 10:00 pm with Street Closure from 7 Sinsinawa Avenue to 198 Sinsinawa Avenue in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Digman, City Manager Seitz

Motion by Alderperson Degenhardt to Approve Special Event Permit Application from

EDGE Group for Cruisin’ Thursdays Nights Car Show from May 2, 2024 through September 26, 2024 Starting at 4:00 pm until 10:00 pm with Street Closure from 7 Sinsinawa Avenue to
