City of Dixon City Council met met April 15.

Here are the minutes provided by the council:

CALL TO ORDER

The meeting was called to order by Mayor Hughes at 5:30pm.

ROLL CALL

Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes answered roll call. Absent: None.

PLEDGE OF ALLEGIANCE/INVOCATION

The Pledge of Allegiance was cited. Invocation was given by Reverend Cocar, First Baptist Church.

RETIREMENT

Fire Chief Buskohl spoke about Firefighter/Paramedic David Boucher’s background and career, he presented him with a retirement gift. Dixon City Firefighters Local 1943 presented him with the ceremonial axe.

PROCLAMATION

SMALL BUSINESS WEEK

Mayor spoke about Small Business Week, read the Proclamation, and proclaimed April 28 through May 4, 2024 as National Small Business Week.

APPROVAL OF MINUTES

Councilman Bishop moved that the minutes of the Regular Session Council Meeting of Monday, April 1, 2024; be accepted and placed on file. Seconded by Councilman Oros. Voting Yea: Councilman Oros, Venier, Bishop Considine, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS

Councilman Oros moved that the Total Labor and Outside Claims in the amount of $277,000.96 be approved and ordered paid. Seconded by Councilman Considine. Voting Yea: Councilman Oros, Venier, Bishop Considine, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVE YEAR-TO-DATE FINANCIALS

Councilman Considine moved that the year-to-date Financial Summary through March 2024 be accepted. Seconded by Councilman Venier. Voting Yea: Councilman Oros, Venier, Bishop Considine, and Mayor Hughes. Voting Nay: None. Motion Carried

DEPARTMENT REPORTS

On File: Building Department Permit Report

CITY MANAGER REPORT

City Manager Langloss – Gave credit to the group who revitalized the Timber Creek Golf Course.

COUNCIL REPORTS

Mayor Hughes – Added additional comments regarding the proclamation and supporting small businesses all year round.

Councilman Bishop – Seconded Mayor’s remarks.

Councilman Considine – In complete agreement, look locally before outside the community. New dog and pet grooming in downtown.

Councilman Oros – At a recent meeting with small business owners, there were conversations about the downtown small businesses.

Councilman Venier – As a small business owner he appreciates the proclamation and comments, shop local, shop smart. Small businesses support events, festivals and fundraisers.

ORD# 3393 – AUTHORIZING APPROVAL OF THE FY 2024/2025 BUDGET FOR THE CITY OF DIXON, ILLINOIS

Councilman Venier moved to approve the Budget for the City of Dixon, Illinois for the fiscal year beginning May 1, 2024 and ending April 30, 2025. Seconded by Councilman Bishop. Finance Director Leslie explained the request and the changes that took place since placed on file. Voting Yea: Councilman Oros, Venier, Bishop Considine, and Mayor Hughes. Voting Nay: None. Motion Carried

RES# 3129-24 – AMENDING 2023-2024 BUDGET

PUBLIC WORKS

Councilman Bishop moved to approve the resolution amending the FY24 Budget with respect to the Street, Public Properties, and Cemetery Departments. Seconded by Councilman Oros. Wastewater Manager McNitt explained the request. Voting Yea: Councilman Oros, Venier, Bishop Considine, and Mayor Hughes. Voting Nay: None. Motion Carried

RES# 3130-24 – AMENDING 2023-2024 BUDGET

WASTEWATER

Councilman Oros moved to approve the resolution amending the FY 2023/2024 budget with respect to the Wastewater Department. Seconded by Councilman Considine. Wastewater Manager McNitt explained the request, discussion ensued. Voting Yea: Councilman Oros, Venier, Bishop Considine, and Mayor Hughes. Voting Nay: None. Motion Carried

RES# 3131-24 – APPOINTMENT TO THE VETERANS MEMORIAL PARK COMMISSION

Councilman Considine moved to appoint Mike McMahon to the Veterans Memorial Commission for a term ending September 30, 2024, or until his successor is duly appointed and qualified. Seconded by Councilman Venier. Mayor Hughes explained the request. Voting Yea: Councilman Oros, Venier, Bishop Considine, and Mayor Hughes. Voting Nay: None. Motion Carried

RES# 3132-24 – REQUESTING TEMPORARY CLOSURE OF ILLINOIS ROUTE 26 IN CONNECTION WITH DIXON PETUNIA FESTIVAL

Councilman Venier moved to approve the resolution requesting temporary closure of Illinois Route 26 in connection with the Dixon Petunia Fest. Seconded by Councilman Bishop. City Clerk Kunde explained the request. Voting Yea: Councilman Oros, Venier, Bishop Considine, and Mayor Hughes. Voting Nay: None. Motion Carried

RES# 3133-24 – AUTHORIZIATION OF A LOAN APPLICANTS AUTHORIZED REPRESENTTIVE TO SIGN PWSLP LOAN APPLICATION DOCUMENTS

Councilman Bishop moved to approve the resolution authorizing the Mayor to sign all Public Water Supply Loan forms and supporting documents for loan numbers L175647, L175648, and L175649. Seconded by Councilman Venier. Mayor Hughes explained the request. Voting Yea: Councilman Oros, Venier, Bishop Considine, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF A PROFESSIONAL SERVICES AGREEMENT BETWEEN THE CITY OF DIXON AND WILLETT HOFMANN & ASSOCIATES WITH RESPECT TO CONSTRUCTION ENGINEERING OF PHASE 4 IEPA PUBLIC WATER SUPPLY LOAN PROGRAM PROJECT #IL5649

Councilman Oros moved to approve the agreement with Willett Hofmann and Associates, Inc. for construction engineering services related to the Phase 4 IEPA Loan Project. Seconded by Councilman Considine. City Manager Langloss explained the request. Voting Yea: Councilman Oros, Venier, Bishop Considine, and Mayor Hughes. Voting Nay: None. Motion Carried

COMMENTS

Councilman Oros wished Mayor Hughes a Happy Birthday.

ADJOURMENT

Mayor Hughes asked if there were any more discussion or business, hearing none he declared the meeting adjourned.

The meeting adjourned at 6:02pm.
