City of Dixon City Council met May 20.

Here are the minutes provided by the council:

CALL TO ORDER

The meeting was called to order by Mayor Hughes at 5:30pm.

ROLL CALL

Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes answered roll call. Absent: None.

PLEDGE OF ALLEGIANCE/INVOCATION

The Pledge of Allegiance was cited. Invocation was given by Reverend Ron West, Bethel Church.

OATH OF OFFICE

Police Chief Howell introduced Sergeant Christopher Scott, spoke about his background and accomplishments. Mayor Hughes gave the Oath of Office, paused for pictures.

APPROVAL OF MINUTES

Councilman Bishop moved that the minutes of the Regular Session Council Meeting of Monday, May 6, 2024; be accepted and placed on file. Seconded by Councilman Oros. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS

Councilman Oros moved that the Total Labor and Outside Claims in the amount of $1,125,429.40 be approved and ordered paid. Seconded by Councilman Considine. Mayor noted larger expenses. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

YEAR-TO-DATE FINANCIALS

Councilman Considine moved to approve the year-to-date Financials Summary through April 2024 be accepted. Seconded by Councilman Venier. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

COUNCIL REPORTS

Mayor Hughes –Congratulated the retirement of Deputy Chief Lohse on May 15th, 26 years of hard work and dedication. Last Friday Next Picture Show had a sold-out show.

Councilman Oros – Congratulations to Deputy Chief Lohse on his retirement and his many years of service, enjoy retirement.

Councilman Venier – Leadership conference put on by Dixon Chamber of Commerce and Main Street, hosted by Dixon Theatre, had around 400 participants who filled the downtown business district at lunch and after the conference. So cool to be sworn in as Sergeant and your dad did the invocation.

ORD# 3399 – AUTHORIZING THE SALE OF CERTAIN PERSONAL PROPERTY OWNED BY THE CITY OF DIXON

CEMETERY BACKHOE

Councilman Venier moved to approve the ordinance authorizing the disposal of the Cemetery’s 1987 backhoe. Seconded by Councilman Bishop. Streets and Properties Manager Venier explained the request. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

ORD# 3400 – AUTHORIZING THE SALE OF CERTAIN PERSONAL PROPERTY OWNED BY THE CITY OF DIXON

POLICE DEPARTMENT VEHICLES

Councilman Bishop moved to approve the ordinance authorizing the sale of certain personal property owned by the City of Dixon – Police Department Vehicles. Seconded by Councilman Venier. Deputy Chief Richards explained the request, discussion ensued. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

RES# 3137-24 – AMENDING 2023-2024 BUDGET

CEMETERY

Councilman Oros moved to approve the resolution amending the FY24 budget with respect to the Cemetery’s Operating Supplies Budget. Seconded by Councilman Considine. Streets and Properties Manager Venier explained the request, discussion ensued. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

RES# 3138-24 – AMENDING 2023-2024 BUDGET

DOWNTOWN MAINTENANCE

Councilman Oros moved to approve the resolution amending the FY24 budget with respect to the Downtown Maintenance Budget. Seconded by Councilman Venier. Finance Director Leslie explained the request. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

RES# 3139-24 – AMENDING 2023-2024 BUDGET

WASTEWATER DEPARMENT

Councilman Considine moved to approve the FY 23/24 budget resolution with respect to the Wastewater Department Budget. Seconded by Councilman Venier. Wastewater Manager McNitt explained the request, discussion ensued. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

RES# 3140-24 – AMENDING 2023-2024 BUDGET

WATER DEPARTMENT

Councilman Considine moved to approve the resolution amending the FY 23/24 budget with respect to the Water Department’s Budget. Seconded by Councilman Venier. Public Works Director /Assistant City Manager Heckman explained the request. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

RES# 3141-24 – RE-APPOINTMENT TO THE BOARD OF TRUSTEES OF THE POLICE PENSION FUND

Councilman Venier moved to re-appoint Rebecca Leslie to the Board of Trustees of the Police Pension Fund for a term to end April 30, 2026, or until her successor is duly appointed and qualified. Seconded by Councilman Bishop. Mayor Hughes explained the request. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

RES# 3142-24 – TEMPORARY CONSTRUCTION EASEMENT FOR THE BENEFIT OF ILLINOIS DEPARTMENT OF TRANSPORTATION

Councilman Bishop moved to approve the resolution for Temporary Construction Easement for the Benefit of Illinois Department of Transportation. Seconded by Councilman Oros. Public Works Director /Assistant City Manager Heckman explained the request. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

RES# 3143-24 – RESOLUTION FOR IMPROVEMENT UNDER ILLINOIS HIGHWAY CODE WITH RESPECT TO RBI FUNDS FOR 2024 STREET RESURFACING PROGRAM

Councilman Oros moved to approve the resolution appropriating $595,000 of RBI Funds for street resurfacing. Seconded by Councilman Considine. Public Works Director /Assistant City Manager Heckman explained the request. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

RES 3144-24 – RESOLUTION FOR MAINTENANCE UNDER THE ILLINOIS HIGHWAY CODE WITH RESPECT TO MOTOR FUEL TAX FUNDS FOR 2024 STREET RESURFACING PROGRAM

Councilman Considine moved to approve the resolution appropriating $600,000 of Motor Fuel Tax funds for street resurfacing. Seconded by Councilman Venier. Public Works Director/ Assistant City Manager Heckman explained the request. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

RES# 3145-24 – RESOLUTION AUTHORIZING THE CITY MANAGER TO SIGN A COMPETITIVELY BID CONTRACT FOR THE RETAIL SUPPLY OF ELECTRIC SERVICES FOR RESIDENTIAL AND SMALL BUSINESS CUSTOMERS IN THE CITY OF DIXON

Councilman Venier moved to approve the Resolution Authorizing the City Manager to Sign a Competitively Bid Contract for the retail supply of electric services for residential and small business customers in the City of Dixon. Seconded by Councilman Bishop. Public Works Director /Assistant City Manager Heckman explained the request. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF AN ENGINEERING AGREEMENT BETWEEN THE CITY OF DIXON AND CRAWFORD, MURPHY & TILLY, INC. WITH RESPECT TO REHABILITATION OF RUNWAY 12/30

Councilman Bishop moved to approve the agreement with Crawford, Murphy & Tilly, Inc. for construction phase services related to the Rehabilitation of Runway 12/30, total cost not to exceed $107,400. Seconded by Councilman Oros. Public Works Director /Assistant City Manager Heckman explained the request, discussion ensued. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF INTERGOVERNMENTAL AGREEMENT BETWEEN THE CITY OF DIXON AND LEE COUNTY WITH RESPECT TO THE GIS GEODATABASE

Councilman Oros moved to approve the Intergovernmental Services Agreement between Lee County, Illinois and the City of Dixon, Illinois for GIS Geodatabase hosting and related services. Seconded by Councilman Considine. IT Manager Philhower explained the request. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL TO PURCHASE A 2024 CASE 590SN BACKHOE FROM MILLER-BRADFORD & RISEBERG INC

Councilman Considine moved to approve the purchase of a 2024 Case 590SN backhoe from Miller-Bradford & Riseberg Inc, for the amount of $144,092.00. Seconded by Councilman Venier. Streets and Properties Manager Venier explained the request. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL TO PURCHASE A 2024 CASE ST270B SKID LOADER, COLD PLANER, POWER TILT TACH ATTACHMENT AND EQUIPMENT TRAILER

Councilman Venier moved to approval the purchase a 2024 Case ST270B Skid Loader and Simex 40” road planer, from Miller-Bradford, Riseberg, Inc. for the amount of $111,723.00, Tilt attachment from Skid Steer Solutions for the amount of $4,196.44, and trailer from 3D Trailer & Auto Sales for $18,523.00. Seconded by Councilman Bishop. Streets and Properties Manager Venier explained the request, discussion ensued. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL TO PURCHASE THREE POLICE VEHICLES FROM KEN NELSON

Councilman Bishop moved to approve the purchase three (3) Police Vehicles through Ken Nelson not to exceed $131,757.00. Seconded by Councilman Venier. Police Chief Howell spoke about the promotions earlier in the meeting are due to the retirement of Sergeant Ragan who is becoming a NTU1 Trainer and Sergeant Coppotelli who is now the Police Chief in Polo, Illinois. He then explained the request, discussion ensued. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF THE DONATION TO THE SISTER CITIES

Councilman Oros moved to approve the donation of $6,000 to Sister Cities. Seconded by Councilman Considine. Finance Director Leslie explained the request, discussion ensued. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF DONATION TO THE WHITESIDE AREA CAREER CENTER CEO PROGRAM

Councilman Considine moved to approve the donation of $2,500 to the WACC CEO program. Seconded by Councilman Venier. Finance Director Leslie explained the request. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF DONATION TO THE THEATRE DONATION

Councilman Venier moved to approve the donation of $350,000 to the Dixon Historic Theatre. Seconded by Councilman Oros. Finance Director Leslie explained the request, discussion ensued. Voting Yea: Councilman Considine, Oros, Venier, and Mayor Hughes. Voting Nay: Councilman Bishop. Motion Carried

COMMENTS

Councilman Venier thanked IT Manager Philhower for all his help with the Leadership Conference.

EXECUTIVE SESSION

Councilman Bishop moved that the Regular Council Meeting of Monday, May 20, 2024, meet in Executive Session to discuss probable or imminent litigation pursuant to Section 2(c)(11) of the Open Meetings Act. Seconded by Councilman Considine. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

RECONVENE

Councilman Oros moved that the Regular Session Council Meeting of Monday, May 20, 2024, reconvene into Open Session. Seconded by Councilman Considine. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

ADJOURNMENT

Mayor Hughes declared the meeting adjourned.
