Alderman Jody Wolber rang the bell to announce the start of the meeting.
Mayor Carl Bates called the meeting to order at 7:31 p.m.

Alderman Risko led the Pledge of Allegiance.
Jeff Davis gave the Invocation
Alderman Elliott made a motion to approve the minutes from the May 14, 2024 Regular City Council meeting Alderman Risko seconded the motion. Roll Call Vote Alderman Elliott, yes, Alderman Risko, yes, Alderman Bergren, yes, Alderman Kaczmarski, Alderman Soenksen, yes, Alderman Wolber, yes. Vote: 6 yeses and 0 nos. Motion carried.
Alderman Kaczmarski made a motion to authorize the payments of 24 claims for $31,381.28 Alderman Elliott seconded. Roll Call Vote: Alderman Kaczmarski, yes, Alderman Elliott, yes, Alderman Bergren, yes, Alderman Risko, yes, Alderman Soenksen, yes, Alderman Wolber Vote: 6 yeses, and 0 nos. Motion carried.
Mayor Bates reported the bank account balances were totaling $3,921,300.46 as of May 24, 2024.
BDD
Chairman Risko made a recommendation from the BDD Committe for the Façade Program Grant: The Copper Cow, $13,750.00, Grant and Nancy Bandemer, $13,750.00, The Sewing Room and Workshop, $13,750.00, Doug Sherf and Lori Mostad, $13,750.00, Mt. Carroll Pub and Gaming, $1,000.00, Joe and Mary Cummins, $4,000.00, total of $60,000.00. Alderman Risko made a motion to approve the recommendation and Alderman Kaczmarski seconded. Roll Call Vote: Alderman Risko, yes, Alderman Kaczmarski, yes, Alderman Elliott, yes, Alderman Bergren, yes, Alderman Soenksen, yes, Alderman Wolber Vote: 6 yeses, and 0 nos. Motion carried.
Water/Sewer
Superintendent Jonathan Armstrong reported they had a watermain break on Benton Street that took all day to fix until they found the crack. New hire Dillion Sipe is catching on very well and will be starting to work weekends. Going to need a new scale on Well #2. Pool is up and running, the pump rebuild only cost $230.00. Materials are on site for the Shimer Square project, hope to start next week and will take about 2 weeks to complete. Route 78/Clay Street State of Illinois project is going well and working with us on fixing the tops at no cost to the City.
Finance
Recommendation to pay accounts 24 payables for a total of $31,381.28.

1. Discussion and Possible Action to Approve Russell Construction Change Order #004 GMP Recconciliation: Mayor Bates said he spoke with Aubrey from Russell and approving this does not affect final punch list. Alderman Kaczmarski made a motion to approve the change order with Alderman Risko seconded. Roll Call Vote: Alderman Kaczmarski, yes, Alderman Risko, yes, Alderman Elliott, yes, Alderman Bergren, yes, Alderman Soenksen, yes, Alderman Wolber Vote: 6 yeses, and 0 nos. Motion carried.

1. Discussion and Possible Action to Approve a Road Block Application for Mt. Carroll District Library: Alderman Elliott made a motion to approve the Road Block Application and Alderman Kaczmarski seconded. Discussion and Possible Action for Handicapped Parking Space and Temporary Parking from 9:00 am to 5:00 pm: Alderman Elliott made a motion to approve proceed with a Parking Ordinance for next meeting for the Mt. Carroll District Library and Alderman Risko seconded. 3. Discussion and Possible Action to Hire Life Guards at the Pool: Alderman Kaczmarski made at motion to approve 2024 Pool season: Stephanie Hughes, Manager, Natalie Hughes, Ast. Manager, Annbrielle Young, Ast. Manager, Lifeguards: Victoria Moshure, Alyson Knutti, Addyson Hartman Kussmaul, Brody Leitzen, Hannah Nemple, Jackson Bess, Hanna Graham and Alderman Soenksen seconded. Discussion and Possible Action on Garbage, Water and Sewer Rate Increases: Alderman Risko said to use the figures presented to the Council from the Budget Meeting of $8.00 a gallon for Water and Sewer with Garbage going to $14.25, but would like to revisit the numbers in 6 months. Alderman Elliott made a motion to approve the increases and Alderman Kaczmarski seconded. Roll Call Vote: Alderman Elliott, yes, Alderman Kaczmarski, yes, Alderman Bergren, yes, Alderman Risko, yes, Alderman Soenksen, yes, Alderman Wolber, yes Vote: 6 yeses and 0 nos. Motion carried.
5. Discussion and Possible on Job Description for Part-Time Summer Administration Help: Alderman Elliott made a motion to approve the job discription for Part-Time Summer Administration help and Alderman Bergren seconded. Discussion and Possible Action to Hire Kadina Atherton as a Seasonal Davis Community Center Employee: Davis Director Nancy Bandemer said Kadina will be doing the summer camp program and she would also like to hire Lily Swiech for the summer also. Alderman Soenksen made a motion to hire Kadina Atherton and Lily Swiech as Seasonal Help and Alderman Kaczmarski seconded. Bill and Ronda Bumphrey spoke to the Council opposing the Percy Park Basketball League on Monday nights. It is very disruptive to our residential neighborhood with all the traffic, parking and late hours.
