City of Polo City Council met June 3.

Here are the minutes provided by the council:

1. Invocation.

2. Pledge of Allegiance.

3. Call to order- Mayor Knapp called the meeting to order.

4. Mayor Knapp called roll call and the following members of the Council answered present: Alderman Keith Chesnut, Alderman Larry Weaver, Alderman Thomas Bardell, Alderman James Busser, and Alderman Randy Schoon.

Absent: Alderman Joseph Kochsmeier.

Alderman Kochsmeier arrived at 7:10 PM.

5. Motion to approve the Consent Agenda

Motion made by Alderman Schoon second by Alderman Busser to approve the following items on the Consent Agenda:

A. Minutes from the May 20, 2024 Council Meeting.

Motion carried 5-0. Yes- Chesnut, Weaver, Bardell, Busser, and Schoon.

6. Mayor Knapp opened Public Comment and the following persons provided comments: Members of the public are welcome to speak at this time but are limited to only 3 minutes.

Richard Jacks stated that he has noticed a lot of houses don’t have house numbers. This is a City Ordinance and he would like that enforced.

7. Committee Reports

➢ Alderman Chesnut- Chief has been very busy and keeping the department up to date.

➢ Alderman Weaver- None.

➢ Alderman Bardell- Painting has been finished. Astroven has delivered some food. Lizzy is hoping to open the pool on Wednesday.

➢ Alderman Schoon- CGI will be here next Friday from 9AM-3PM. Pavilion will be delivered sometime this month.

➢ Alderman Busser- None.

➢ Alderman Kochsmeier- None.

➢ Police Chief Matt Coppotelli- This week Kendall and Chief rode around and looked at some areas that were of concern.

➢ City Clerk Bartelt- None.

➢ Public Works Director Kendall Kyker- Joey got ahold of him and he is going to be getting some mulch for the little playground at Keator Park. There has been some wind damage. Storm damage is big stuff that people can’t handle. Small stuff that is dumped on the ground is not yard waste and will not be picked up.

8. Items Removed from Consent Agenda

9. Old Business- Discussion/Action Items

A. Consideration & Possible Action on ordinance 24-05, an ordinance approving and adopting the Polo BDD Commercial grant program for the Polo business development district I. (second reading) Alderman Bardell made a motion to approve ordinance 24-05, seconded by Alderman Schoon. Motion carried 6-0. Yes- Weaver, Bardell, Kochsmeier, Busser, Schoon, Chesnut.

B. Consideration & Possible Action on professional services with Fehr Graham for the grant application preparation and submittal for FY24 Congressionally Directed Spending Project through US EPA. Alderman Kochsmeier made a motion to authorize the Mayor to sign the agreement with Fehr Graham for professional services, seconded by Alderman Chesnut. Motion carried 6-0. Yes- Bardell, Kochsmeier, Busser, Schoon, Chesnut, Weaver.

10. New Business- Discussion/Action Items

A. Consideration & Possible Action on the City of Polo’s Capital Improvement Plan.

Alderman Bardell made a motion to approve the City of Polo’s Capital Improvement Plan, seconded by Alderman Weaver. Motion carried 6-0. Yes- Kochsmeier, Busser, Schoon, Chesnut, Weaver, Bardell.

B. Consideration & Possible Action on hiring a part-time police officer for the City of Polo.

Alderman Schoon made a motion to approve hiring Rebecca Masters at $26.00 and Terry Spencer at $26.50, seconded by Alderman Chesnut. Motion carried 6-0. Yes- Busser, Schoon, Chesnut, Weaver, Bardell, Kochsmeier.

C. Consideration & Possible Action on changing yield signs to stop signs, installing stop signs, and creating a no parking zone within the City limits.

The consensus of the council is to move forward with the recommendations except for the stop sign at Jackson Avenue at Buffalo Street.

D. Presentation of Certificate of Appreciation from the Ogle County Economic Development Corporation. Charlene Columbe presented a certificate to the City of Polo.

E. Consideration & Possible Action on ordinance 24-06, an ordinance authorizing the execution of the Illinois Public Works Mutual Aid Network Agreement (IPWMAN) (first reading)

The Polo City Council accepted the first reading of ordinance 24-06.

11. Other Items for Discussion & Information

Official papers are on the way for the lead services forgiveness program. After the papers are signed, Five Star Energy Services will be able to start.

Motion made by Alderman Bardell to go into closed session at 7:56 PM, seconded by Alderman Schoon. Motion carried 6-0. Yes- Schoon, Chesnut, Weaver, Bardell, Kochsmeier, Busser.

12. Adjournment

Motion by Alderman Bardell, second by Alderman Schoon to adjourn from regular and closed session at 8:07 p.m. Motion carried 6-0.
