City of Dixon City Council met June 17.

Here are the minutes provided by the council:

CALL TO ORDER

The meeting was called to order by Mayor Hughes at 5:30pm.

ROLL CALL

Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes answered roll call. Absent: None.

PLEDGE OF ALLEGIANCE/INVOCATION

The Pledge of Allegiance was cited. Invocation was given by Councilman Venier.

WORK SESSION

None

VISITOR/PUBLIC COMMENT

None

APPROVAL OF MINUTES

Councilman Bishop moved that the minutes of the Regular and Executive Session Council Meetings of Monday, June 3, 2024; be accepted and placed on file. Seconded by Councilman Oros. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS

Councilman Oros moved that the Total Labor and Outside Claims in the amount of $200,090.29 be approved and ordered paid. Seconded by Councilman Bishop. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried

DEPARTMENT REPORTS

Building Department Permit List is on file.

CITY MANAGER REPORT

City Manager Langloss – Jersey Mike’s ribbon cutting was last week, opened up and has been very busy. New car wash broke ground, across the street Murphy’s USA has been demolished and will be rebuilding. A lot of work continues to happed out in the Gateway.

COUNCIL REPORTS

Mayor Hughes – None

Councilman Bishop – Chamber Main Street, Wednesdays are back and full and everyone is having a great summer to start off with, appreciate all the work that goes into that.

Councilman Considine – None

Councilman Oros – Acknowledge and thanked our first responders for the situation in Lost Nation and acknowledge the selfless service and sacrifices that our first responder community continues to make to keep our communities safe. Dixon Police & Fire Department, Rural Fire Department that assisted in that response, has the utmost respect for you and acknowledge that we are so appreciative of the first responders that we have in this community.

Councilman Venier – Wednesday nights started, weekend Pride Fest had over 1000 people in Page Park. Dixon Theatre over 1000 people this weekend, Eastman School of Dance had there 55th anniversary as well as a Phil Collins tribute. Gave a construction update of the theater, and the last show was Saturday hope to do some pop-up shows during construction and alternative venues throughout the community to maybe host some events. Dixon Arch and the new letters, really nice Saturday night all purple, comments were made on how cool it looks, thanked the Wolber Family who helped make that happen. Recognize Jackie Naylor, the wife of Mayor Bill Naylor, there was a renovation of City Hall in the late 70’s and there was a window that said Mayor’s Office. She has had that for many years, it was picked up last night get it cleaned up and find a spot for that. Discussion on Theatre construction.

ORD# 3403 – AMENDING THE LIQUOR CODE IN CONNECTION WITH THE VENETIAN NIGHT PURSUANT TO THE REQUEST OF DIXON CHAMBER OF COMMERCE AND MAIN STREET, INC.

Councilman Considine moved to approve the ordinance amending the Liquor Code in Connection with the Venetian Night Pursuant to the Request of Dixon Main Street Chamber of Commerce. Seconded by Councilman Bishop. Mayor Hughes explained the request. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried. Discussion ensued regarding fireworks.

ORD# 3404 – AMENDING THE LIQUOR CODE IN CONNECTION WITH THE DEMENT TOWN MUSIC FESTIVAL PURSUANT TO THE REQUEST OF DIXON CHAMBER OF COMMERCE AND MAIN STREET, INC

Councilman Venier moved to approve the ordinance Amending the Liquor Code in Connection with the Dement Town Music Festival Pursuant to the Request of Dixon Chamber of Commerce and Main Street. Seconded by Councilman Bishop. Mayor Hughes explained the request, discussion ensued. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried

RES# 3146-24 – APPROVAL OF REBATE OF REAL ESTATE TAXES OVERLOOK GARDENS

Councilman Bishop moved to approve the resolution approving the rebate of Real Estate Taxes with respect to Overlook Gardens. Seconded by Councilman Venier. Mayor Hughes explained the request, discussion ensued. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried

RES# 3147-24 – RE-APPOINT BOARD OF FIRE AND POLICE COMMISSION

Councilman Oros moved to re-appoint Michael Cole Sr. to the Fire and Police Commission for a term to end May 31, 2027, or until his successor is appointed and qualified. Seconded by Councilman Considine. Mayor Hughes explained the request, discussion ensued. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried

RES# 3148-24 – RE-APPOINT DIXON PUBLIC LIBRARY BOARD OF TRUSTEES

Councilman Considine moved to re-appoint Tracey Lawton, Kevin Marx, and Jonathan Connor Self to the Library Board for terms commencing July 1, 2024 and ending June 30, 2027, or until their successors are duly appointed and qualified. Seconded by Councilman Venier. Mayor Hughes explained the request, discussion ensued. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried

RES# 3149-24 – RE-APPOINT ZONING BOARD OF APPEALS

Councilman Venier moved to re-appoint Bob Mezo and Thomas Whitcombe to the City of Dixon Zoning Board of Appeals for a term commencing July 1, 2024 and ending June 30, 2029. Mayor Hughes explained the request, discussion ensued. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL TO GRANT RIGHT-OF-WAY FOR PUBLIC CONSTRUCTION FOR STATE OF ILLINOIS, DEPARTMENT OF MILITARY AFFAIRS

Councilman Bishop moved to approve the granting of Right-of-Way for public construction for State of Illinois, Department of Military Affairs. Seconded by Councilman Venier. Public Works Director /Assistant City Manager Heckman explained the request. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF US DEPARTMENT OF TRANSPORTATION GRANT AGREEMENT UNDER THE FISCAL YEAR 2021 RAISE GRANT PROGRAM PROJECT ROCK

Councilman Oros moved to approve the US Department of Transportation Grant Agreement under the Fiscal Year 2021 with respect to the Raise Grant Program. Seconded by Councilman Considine. Public Works Director /Assistant City Manager Heckman explained the request. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF A LEASE AGREEMENT WITH RESPECT TO ARIEL CROP DUSTING OPERATIONS

Councilman Considine moved to approve of a Lease Agreement with respect to Ariel Crop Dusting Operations. Seconded by Councilman Venier. Public Works Director /Assistant City Manager Heckman explained the request, discussion ensued. Voting Yea: Councilman Oros, Venier, Bishop, Considine, and Mayor Hughes. Voting Nay: None. Motion Carried

COMMENTS

City Manager Langloss stated that City Hall will be closed on Wednesday, June 19th for the Federal Holiday Juneteenth.

ADJOURMENT

Mayor Hughes declared the meeting adjourned.
