City of East Dubuque Council Ordinance Committee met July 1.
Here are the minutes provided by the committee:

1. Call to Order – Chair Robey
2. Roll Call – City Clerk McCarthy

3. Presentation and Discussion – City Clerk McCarthy
a. Reading Code
City Clerk McCarthy went through the steps of reading code. She showed them how and where to go to get to the code. Told the way that we do searches when we are looking for things as in just doing a search or if you know what Title you need to go under. She also showed that they need to make sure to be specific on the words when searching. Also talked about how to read when something was amended and how to read it. Need to also watch that the search did not go into another city instead of East Dubuque.
b. Searching Code
When doing the search by words or under the Title contents. Under the Title’s are chapters that breaks down the information of what is under each title and chapter. Explained about when we have an ordinance in the packet explained where they can find the information as to where they can find the information. This can be found in the second whereas.
c. Tracking History of Code Provisions
Showed where at the end of the code you could see if they added to the original code or if it was amended. When you see multiple years it has been changed all these years. When you see a superscript number that means there is a footnote. These are hyperlinked and so you can just click on it and will take you to the footnote.
d. Process for Changing Code
When changing code it goes through the council and then once it is passed I send it to Codifiers the next day. Not sure how long it takes for them to put it into code but the ordinance is effective once it is approved by council. Then read the certificate that accompanies the ordinance. When there is an arrow by the chapter there is nothing under that code.
4. Updating Code – Where do we go from here? – Chair Robey
a. Updating, Improving, Deleting, Reorganizing, Adding
Just need to start and if you see anything write it down and add it to the list of items that need to be updated.
b. Setting Priorities
Need to select what needs to be worked on first. The Employee Handbook is the best item to start with. Has not been changed since 2016. Thinks this is a great place to start.
Need to see how our ordinance is worded.
Building codes need to be worked on also. It’s like we go against the people who want to make the changes and not the ones who do not. Building permits was last updated in 2023 which was the standard specification.
c. Dividing Work
Once we get this then will figure out how to divide the work.
Discussed that meeting on the off Monday’s would work better for these committees.
