City of Lanark City Council met July 2.

Here are the minutes provided by the council:

MEETING CALLED TO ORDER/ROLL CALL-Lanark City Council met in regular session at the Lanark City Hall at 7 p.m. Roll call taken by Marilyn Heller, City Clerk, showed Alderpersons present were Haley Grim, Lynn Collins, Brad Knutti, and Ed Stern. Alderperson Bryan Hardacre was absent.

Mayor Mark Macomber was present and presiding.

Others present were: Trevor Knutti, Zachary Plum, Stacy Plum, Melinda Randecker, Todd Randecker, Shawn Bettner, Cynthia Plum, Dylan Plum, Michaela Plum, Brody Plum, Aubrey Plum, Ethan Lartz, Maintenance Manager Jason Alvarado, Treasurer Debra Throop, Chief Troy Randall, Attorney Ed Mitchell and Clerk Marilyn Heller.

PLEDGE OF ALLEGIANCE-was led by Alderperson Zach Plum.

APPROVAL OF MINUTES-MOTION-was made by Alderperson Brad Knutti and seconded by Alderperson Haley Grim to accept the minutes of the June 4th and 18th, 2024 meeting as presented. Motion carried by 5 aye votes. Aye Votes; Alderpersons Haley Grim, Lynn Collins, Brad Knutti, Mark Macomber, and Ed Stern. Alderperson Bryan Hardacre was absent.

PUBLIC COMMENTS- None

DELINQUENT UTILITIES – POSSIBLE ACTION – Clerk went over the shut off list from last month as two were shut off and all others either set up payment plans or PIF. She then went over the new shut off list for this month, noting there were 19, of them 5 are missed payments on a payment plan. No action taken.

SWARE IN ZACH PLUM – ACTION REQUIRED – Attorney Ed Mitchelle swore in Zach Plum to the Lanark Police Department.

ZONING ORDINANCE – POSSIBLE ACTION – Alderperson Lynn handed out the completed updated ordinance with the changes discussed at previous meetings to included; noting how variances are not to be used, solar panels will need permits if they will alter the dimensional foot print, and removing the zoning board to split the duties to the council, city clerk, and police chief. The council wanted time to read through before passing so this will be tabled for the next meeting.

STANDING COMMITTEES AND BOARDS-POSSIBLE ACTION- None

REPORTS-EMPLOYEES, ATTORNEY, CLERK, TREASURER, ALDERPERSONS AND MAYOR - Maintenance Manger Jason – the gravel area by the rail road will fixed mid-August by Helms Jason will call next months the get actual dates. Jason has arranged for Aaron Hubbard to look at the plaza lights at the end of July as they are still out. The 750 truck has been delayed from Feb./ March to July/ August and we have received the bill for the remaining balance. Jason talked with Les to discuss the watermain replacement project to figure out the locations with most frequent main breaks during his time and Jason’s time together; 8 breaks on E. Franklin and 7 on W. Pearl. He will be meeting with Les again in 2 or 3 weeks to discuss the location of lined sewer line over the years. The council then discussed expanding the street repairs during the lead line replacements as it will only include 10ft of road at lead service line replacement location. Jason will discuss this further with Darin at Fehr Graham to find out the options. Lastly, the original plan to remove the tree on Bingner’s property feel through but Greenscapes was able to come take it down and remove it today. The city will be billed. Chief Randall – Old Settlers Day went off without a hitch and only had one issue that was taken care of. He is still working with animal control for the animals on Locust. Attorney Ed Mitchell - asked to have 105% Truth in Taxation Resolution put on the next meeting agenda. Alderperson Lynn - shared she had a stray cat in her kitchen the other night. Alderperson Haley – received the email from Lee Reese on a grant for the empty lot the farmers market uses. The council discussed their recollections of conversations with her at previous council meetings. Alderperson Haley will invite Lee to come back to a council meeting the follow up. Haley then informed Chief Randall that there is a rooster by her house and she will get Troy the address the look into. Lastly, Haley called and left June a voicemail explaining the changes for the Heritage Center from the last meeting. She will try to reach out to June again. Alderperson Ed - asked for the number of paid rentals last quarter. Clerk will get him that information. He also commented on how this Mays end of month balance look better then last years. Alderperson Brad – Thanked Chief Troy and maintenance crew for their work on Old Settlers Days and commented on how great the park looked. They did have to remove a stop sign for the tent but it has been put back. Mayor Mark – also commented on a successful Old Settlers Day and lots of thanks to those who work it.

ADJOURNMENT-MOTION-was made by Alderperson Brad Knutti and seconded by Alderperson Haley Grim to adjourn at 7:36 p.m. Motion carried by 5 voiced aye votes.
