City of Dixon City Council met July 15.

Here are the minutes provided by the council:

CALL TO ORDER

The meeting was called to order by Mayor Hughes at 5:30pm.

ROLL CALL

Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes answered roll call. Absent: None.

PLEDGE OF ALLEGIANCE/INVOCATION

The Pledge of Allegiance was cited. Invocation was given by Councilman Venier.

PROCLAMATION

Mayor Hughes read the proclamation and proclaimed the week of July 21-27, 2024 as Herzberg (Elster) Germany Sister City Week in the City of Dixon, and in so doing Welcome the Herzberg Delegation.

VISITOR/PUBLIC COMMENT

Edward Gasser – Brought concerns to the Council regarding the speeding of autos on West First Street between Lincoln and the wastewater treatment plant. He requested a stop sign be installed at Sherman and maybe another halfway between there and the treatment plant. Discussion ensued regarding looking into the traffic and evaluating the situation.

APPROVAL OF MINUTES

Councilman Bishop moved that the minutes of the Regular Session Council Meeting of Monday, July 1, 2024; be accepted and placed on file. Seconded by Councilman Considine. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS

Councilman Oros moved that the Total Labor and Outside Claims in the amount of $1,244,019.98 be approved and ordered paid. Seconded by Councilman Considine. Mayor Hughes noted larger expenses. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

YEAR-TO-DATE FINANCIALS

Councilman Considine moved that the year-to-date Financial Summary through June 2024 be accepted. Seconded by Councilman Venier. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

DEPARTMENT REPORTS

None

CITY MANAGER REPORT

Public Works Director /Assistant City Manager Heckman – Severe weather is headed our way went over specifics, if you come across a flooded road turn around, and avoid downed powerlines. Stay safe tonight.

COUNCIL REPORTS

Mayor Hughes – None

Councilman Bishop – Thanked everyone who helped make Petunia Festival what it was. All that has happened since has been good, looking forward moving through the summer.

Councilman Considine – None

Councilman Oros – Congratulated the Petunia Festival Board. Over 30,000 visitors over the duration of the fest. Spoke with a business who is looking to move to the community, reasons for looking here was how beautiful it is, the resources, arts & culture. Thanked people who continue to make the City beautiful.

Councilman Venier – Agreed with everything that has been said. Debbie Bay, President, and each of the Petunia staff and City staff for how much work they do. Maybe in the future we could consider having a liaison on the board.

ORD 3405 – AUTHORIZE THE SALE OF CERTAIN PERSONAL PROPERTY OWNED BY THE CITY OF DIXON – COMPUTING DEVICES

Councilman Venier moved to authorize the Ordinance authorizing the sale of certain personal property owned by the City of Dixon – computing devices. Seconded by Councilman Oros. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

ORD 3406 – APPROVING THE PETITION OF HVARRE HOLDINGS LLC FOR APPROVAL OF FINAL PLAT OF SUBDIVISION, RE-ZONING AND PLANNED UNIT DEVELOPMENT IN CONNECTION WITH PHASE I OF PIRUPS LANDING

Councilman Bishop moved to approve the Petition of Hvarre Holdings LLC for approval of Final Plat of Subdivision, Re-Zoning and Planned Unit Development in connection with Phase I of Pirups Landing. Seconded by Councilman Venier. Public Works Director /Assistant City Manager Heckman explained the request, discussion ensued. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF A DONATION TO DIXON STAGE LEFT

Councilman Oros moved to approve the donation of $5,000 to Dixon Stage Left. Seconded by Councilman Considine. Mayor Hughes explained the request, discussion ensued. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF AN AGREEMENT BETWEEN THE CITY OF DIXON AND MONA DAUM WITH RESPECT TO THE FARGO CREEK RETAINING WALL

Councilman Oros moved to approve of an agreement between the City of Dixon and Mona Daum with respect to the Fargo Creek Retaining Wall. Seconded by Councilman Considine. Public Works Director /Assistant City Manager Heckman explained the request, discussion ensued. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF AWARDING BID FOR

FARGO CREEK MODULAR BLOCK RETAINING WALL

Councilman Considine moved to award the Bid for Fargo Creek Modular Block Retaining Wall to O’Brien Civil Works Inc. for their low bid in the amount of $81,172.00. Seconded by Councilman Bishop. Public Works Director /Assistant City Manager Heckman explained the request. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF AN INTERGOVERNMENTAL AGREEMENT BETWEEN THE CITY OF DIXON AND THE DIXON PARK DISTRICT FOR THE MAINTENANCE OF PROJECT ROCK RAISE GRANT FUNDED PROJECT AREA

Councilman Venier moved to approve an Intergovernmental Agreement between the City of Dixon and the Dixon Park District for the Maintenance of Project Rock Raise Grant Funded Project Area. Seconded by Councilman Venier. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL TO WAIVE THE FORMAL BIDDING PROCESS FOR LOWER BEARING ASSEMBLY PURCHASE

Councilman Bishop moved to waive the formal bidding process for the purchase of the Lower Bearing Assembly. Seconded by Councilman Oros. Wastewater Manager McNitt explained this request and the next request, discussion ensued. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL FOR THE PURCHASE OF LOWER BEARING ASSEMBLY FROM LAKESIDE EQUIPMENT

Councilman Oros moved the purchase of two Lower Bearing Renovation Assembly from Lakeside Equipment Corporation for the total price of $55,820.00. Seconded by Councilman Considine. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF A REDEVELOPMENT AGREEMENT BETWEEN THE CITY OF DIXON AND DIXON 1661 REAL ESTATE, LLC

Councilman Venier moved to approve the Redevelopment Agreement between the City of Dixon and Dixon 1661 Real Estate, LLC with respect of a car wash facility within the Dixon Gateway Project. Seconded by Councilman Bishop. Public Works Director /Assistant City Manager Heckman explained the request. Voting Yea: Councilman Bishop, Oros, Venier, and Mayor Hughes. Voting Nay: Councilman Considine. Motion Carried

COMMENTS

Councilman Venier stated that the Dixon Historic Theatre has two major announcements coming in the very near future, stay tuned.
