City of Lanark City Council met July 16.

Here are the minutes provided by the council:

MEETING CALLED TO ORDER/ROLL CALL-Lanark City Council met in regular session at the Lanark City Hall at 7 p.m. Roll call taken by Marilyn Heller, City Clerk, showed Alderpersons present were Alderpersons Bryan Hardacre, Haley Grim, and Lynn Collins. Alderpersons Brad Knutti, and Ed Stern were absent.

Mayor Mark Macomber was present and presiding.

Others present were: Maintenance Manager Jason Alvarado, Treasurer Debra Throop, Chief Troy Randall, Attorney Ed Mitchell and Clerk Marilyn Heller.

PLEDGE OF ALLEGIANCE-was led by Alderperson Chief Troy Randall.

APPROVAL OF MINUTES-MOTION-was made by Alderperson Lynn Collins and seconded by Alderperson Haley Grim to accept the minutes of the July 2, 2024 meeting as presented. Motion carried by 4 aye votes. Aye votes: Alderpersons Bryan Hardacre, Haley Grim, Mark Macomber, and Lynn Collins. Alderpersons Brad Knutti, and Ed Stern were absent.

PUBLIC COMMENTS- None

DELINQUENT UTILITIES – POSSIBLE ACTION – Clerk shared the updated list of properties that received shut off letters with their utility bills this month, totaling 20. Five properties have paid in full and three made payments per the plan set up previously. Two additional properties made partial payments with no communications for a payment plan and the council discussed these three will need to set up a payment plan by next meeting if they cannot pay in full by shut off date. A Motion was made by Alderperson Lynn Collins to proceed with shut offs of # 1 through # 11 except #1 and #4 with further communication to be made. Motion carried by 4 aye votes. Aye votes: Alderpersons Bryan Hardacre, Haley Grim, Mark Macomber, and Lynn Collins. Alderpersons Brad Knutti, and Ed Stern were absent.

ZONING ORDINANCE – POSSIBLE ACTION – A Motion was made by Alderperson Lynn Collins and seconded by Alderperson Mark Macomber to approve Ord. # 1005, an ordinance amending the Lanark Zoning Code. Motion defeated by 2 Aye and 2 nay votes. Aye votes; Alderpersons Lynn Collins and Mark Macomber. Nay votes; Alderpersons Haley Grim and Bryan Hardacre. Alderperson Bryan was not present at the last meeting and did not receive a copy of the presented ordinance and would like to review further. Tabled.

105 % TRUTH IN TAXATION – POSSIBLE ACTION – Completed at the council meeting on June 18th, 2024.

STANDING COMMITTEES AND BOARDS-POSSIBLE ACTION- None

REPORTS-EMPLOYEES, ATTORNEY, CLERK, TREASURER, ALDERPERSONS AND MAYOR Maintenance Manager Jason Alvarado - did get a quote from Helm for $3575.00 as requested for the patch work and they are coming out tomorrow. Next, the back hoe has been down for a month and half and getting looked at tomorrow morning with repairs possibly being $4747.00. Jason had to rent a portable generator for the North lift station and the price is between $3000 to $5000 depending on how long. Council discussed the possibility of buying a generator and working it into this year or next year budget. The city has rented a generator 3 times in the time Jason has been here. He also mentioned additional ways he could use this generator like when working concrete. Chief Troy Randall – shared that Zachary Plum has stated riding along with him and is confirmed to start the academy September 2nd. Attorney Ed Mitchell - shared that he running late tonight due to a prior obligation. He just wanted to bring up that Alderpersons Ed mentioned that the minimum dollar amount of $1000 should be raised to $2000. The council discussed that this should have been brought up sooner. Alderperson Bryan – asked is there is a permit time limit? The council discussed that there is a one-year limit and they would have to reapply and if plans are changed, they would have to contact city to update. He then asked about Daehler’s property and the council discussed that commercials properties take longer with insurances in these situations. Lastly, he informed Chief Randall of a fox running round the west side of town. Chief Randall will contact animal control. Haley Grim – shared that Chief Randall took care of the rooster in her ward. She then informed the council that she will not be able to attend the Aug. 6 meeting and Attorney Ed shared that he will not either. Mayor Mark – shared that he received communications that the power is expected to be back on by 7/18 at 9:15am. Mark has communicated with Fire Chief that if the city has the Heritage Center available for cooling and charging if needed. Mark then thanked and complemented the maintenance crew and police for the hard work following this last storm.

ADJOURNMENT-MOTION-was made by Alderperson Mark Macomber and seconded by Alderperson Lynn Collins to adjourn at 7:40 p.m. Motion carried by 4 voiced aye votes.
