City of Dixon City Council met Aug. 5.

Here are the minutes provided by the council:

CALL TO ORDER

The meeting was called to order by Mayor Hughes at 5:30pm.

ROLL CALL

Councilman Considine, Oros, Venier, Bishop, and Mayor Hughes answered roll call. Absent: None.

PLEDGE OF ALLEGIANCE/INVOCATION

The Pledge of Allegiance was cited. Invocation was given by Reverend Steve Young with Greater Life Church.

RETIREMENT

Deputy Chief Richards spoke regarding Sergeant Matt Coppotelli’s career history and accomplishments with the Dixon Police Department. He retired January 18, 2024 when he was selected to be the Chief of Police for the Polo Police Department. Thank Matt for his 27 years of dedicated service. City Manager Langloss spoke regarding Matt’s career and thanked him. It was great to serve with him, congratulations. Deputy Chief Lehman presented him with a shadow box of his badges and a shadow box of his uniform. Paused for pictures, he thanked everyone.

OATH OF OFFICE

Fire Chief Buskohl spoke regarding the recent retirement of Deputy Chief Lohse opened up two promotions. Lieutenant Adam Arnould is being promoted to Deputy Chief. Chief Buskohl spoke about his career history, qualifications, and accomplishments. Mayor Hughes gave the Oath of Office of Deputy Fire Chief. He was pinned by his wife Caroline. Paused for pictures.

Fire Chief Buskohl spoke regarding the promotion of Nathan McCoy to Lieutenant, his career history, qualifications, and accomplishments. Mayor Hughes gave the Oath of Office of Fire Lieutenant/Paramedic. He was pinned by his wife Skyler. Paused for pictures.

VISITOR/PUBLIC COMMENT

Kyle Ferrebee from Young Americans Foundation, which takes care of President Reagan’s properties, spoke about an event they are hosting. A red carpet screening of the movie Reagan, starring Dennis Quade, processional, and reception on Thursday, August 22nd.

APPROVAL OF MINUTES

Councilman Bishop moved that the minutes of the Regular Session Council Meeting of Monday, July 15, 2024; be accepted and placed on file. Seconded by Councilman Oros. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS

Councilman Oros moved that the Total Labor and Outside Claims in the amount of $1,505,263.94 be approved and ordered paid. Seconded by Councilman Considine. Mayor Hughes noted larger expenses. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried

DEPARTMENT REPORTS

None

CITY MANAGER REPORT

City Manager Langloss – Officer Kammerer has worked to bring back National Night Out. It will be at the Park District having police cars, fire trucks, dump trucks, chopper, etc. This is an opportunity for community members to interact with our team and for kids to see the equipment. Thanked the City departments for the amount of work to go above and beyond to connect to the community. Tuesday, August 6th from 5-8pm at the Dixon Park District Facility on Washington.

COUNCIL REPORTS

Mayor Hughes – Display on the table: Stag, road sign, & plaque from Herzberg Germany, black smith, Sister Cities International, and an actual residential street named Dixon Drive. Everyone was able to make it to town and visited businesses, the police & fire department, Northwest Historic Center, and several other places. Thanked Sergeant Matt Coppotelli for his years of service. Congratulated Deputy Chief Adam Arnould and Lieutenant Nate McCoy.

Councilman Bishop – Congratulated those just mentioned, exciting news for the Reagan Home and the Theatre and that attraction coming in.

Councilman Considine – Well with all the promotions it shows the fine departments we have in the community. Personal note about an article in the paper and the election.

Councilman Oros – Congratulated Matthew Coppotelli and Deputy Chief Adam Arnould and Lieutenant Nathan McCoy for their decades of service to the community. Spoke about a personal experience with Deputy Chief Adam Arnould. Remind everyone that this Friday at 10am at the riverfront pavilion, there will be a dedication to John Groshans for his years of service. Thanked him for his service.

Councilman Venier – Excited about the presentation to John Groshans. Congratulations to our three gentlemen here tonight. Thanked Kyle Ferrebee for being here tonight for the presentation regarding the movie. Thursday night at 7:30pm the City’s Municipal Band will have their last concert of the season.

ORD 3407 – AUTHORIZE THE SALE OF CERTAIN PERSONAL PROPERTY OWNED BY THE CITY OF DIXON – POLICE DEPARTMENT DUTY WEAPONS

Councilman Considine moved to authorize the Ordinance authorizing the sale of certain personal property owned by the City of Dixon – police department duty weapons. Seconded by Councilman Venier. Deputy Chief Richards explained the request, discussion ensued. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried

RES 3150-24 – CONFIRMING APPOINTMENT TO THE CITY OF DIXON PLAN COMMISSION

Councilman Venier moved to appoint Teresa Tucker to the City of Dixon Plan Commission for a term ending August 31, 2026; or until her successor is duly appointed and qualified. Seconded by Councilman Bishop. Mayor Hughes explained the request. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried

RES 3151-24 – RESOLUTION OF SUPPORT AND ENCOURAGEMENT FOR EXTINGUISHMENT OF ORIGINAL CHARITABLE GIFT CONDITIONS OF JUDGE SOLOMON BETHEA

Councilman Bishop moved to approve the Resolution of Support and Encouragement for Extinguishment of Original Charitable Gift Conditions of Judge Solomon Bethea. Seconded by Councilman Venier. City Manager Langloss & City Attorney LeSage explained the request, discussion ensued. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried

RES 3152-24 – RESOLUTION TO APPROPRIATE $788,000 LOCAL INFRASTRUCTURE FUNDS FOR THE RAISE GRANT PROJECT SECTION NUMBER 22-00183-00-BR

Councilman Oros moved to approve the resolution to appropriate Local Infrastructure Funds local match of $788,000 with respect to the construction of bike path and bridge through Dixon, project number 5LY7 916. Seconded by Councilman Considine. Public Works Director/ Assistant City Manager Heckman explained this and the next request, discussion ensued. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF A JOINT FUNDING AGREEMENT WITH ILLINOIS DEPARTMENT OF TRANSPORTATION WITH RESPECT TO THE RAISE GRANT PROJECT SECTION NUMBER 22-00183-00-BR FOR STATE LET CONSTRUCTION WORK

Councilman Considine moved to approve the Joint Agreement between the City of Dixon and the Illinois Department of Transportation with respect to the RAISE Grant Project Section Number 22-00183-00-BR for State Let Construction Work. Seconded by Councilman Venier. Discussion ensued. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried

COMMENTS

Councilman Venier reminded citizens about mowing grass into the streets, discussion ensued.

ADJOURMENT

Mayor Hughes declared the meeting adjourned.
