City of Lanark City Council met Aug. 6.

Here are the minutes provided by the council:

MEETING CALLED TO ORDER/ROLL CALL-Lanark City Council met in regular session at the Lanark City Hall at 7:00 p.m. Roll call taken by Marilyn Heller, City Clerk, showed Alderpersons present were Bryan Hardacre, Brad Knutti, Ed Stern, and Lynn Collins. Alderperson Haley Grim were absent.

Mayor Mark Macomber was present and presiding.

Others present were: Trevor Knutti, Mariah Kozicki, Ethan Lartz, Clerk Marilyn Heller, Treasurer Deb Throop, Chief Troy Randall, and Officer Zachary Plum.

PLEDGE OF ALLEGIANCE-was led by Officer Zachary Plum.

APPROVAL OF MINUTES-MOTION-was made by Alderperson Lynn Collins and seconded by Alderperson Bryan Hardacre to accept the minutes of the July 16, 2024 meeting as presented. Motion carried by 4 aye and 1 abstain votes. Aye votes: Alderpersons Bryan Hardacre, Ed Stern, and Lynn Collins. Alderperson Brad Knutti abstained and Alderperson Haley Grim was absent.

PUBLIC COMMENTS- Mariah Kozicki was present to ask for an extension on her utility bill until next month with a partial payment tonight. A Motion was made by Alderperson Brad Knutti and seconded by Alderperson Mark Macomber to approve the extension with a partial payment tonight and paid in full by 20th of next month. Motion carried by 5 aye votes. Aye votes: Alderpersons Bryan Hardacre, Brad Knutti, Ed Stern, and Lynn Collins. Alderperson Haley Grim was absent.

DELINQUENT UTILITIES – POSSIBLE ACTION – Clerk went over the new list of residents that were sent shut off letters, showing eight and two on payment plans. She also handed out the updated list from last month and the templet of the shut off letters that are sent out. Clerk went over the issues with contacting line # 11 as she has no direct contact for the apartment building and has left multiple messages but will continue to try to make contact. The council discussed line # 13 had called last week and is now noted as contacting the township for assistance. There has been no more contact and no type of payment so council decided extend the date until the 20th of this month, Alderperson Brad will contact her and clerk will mail the letter stating the extension date. Council asked for copy of resources for utility help we give out.

ZONING ORDINANCE – POSSIBLE ACTION – A Motin was made by Alderperson Brad and seconded by Alderperson Bryan Hardacre to approve Ordinance # 1005, an Ordinance Amending the Lanark Zoning Code. Motion carried by 5 aye votes. Aye votes: Alderpersons Bryan Hardacre, Brad Knutti, Ed Stern, and Lynn Collins. Alderperson Haley Grim was absent.

STANDING COMMITTEES AND BOARDS-POSSIBLE ACTION- None

REPORTS-EMPLOYEES, ATTORNEY, CLERK, TREASURER, ALDERPERSONS AND MAYOR- Chief Randall - shared that Officer Plum passed his power test today consisting of 40 sit ups in a minute, 1.5 mile run in 14 minutes and benching 88% of his body weight. Clerk Marilyn – shared that Bill Piper fixed leaking refrigerator at the Heritage Center. She sent to notice of election to the paper for the 3 Aldermen four-year term, 1 Aldermen two-year term, Clerk four - year term, and Mayor four-year term. Petitions packets can be given out starting August 20, 2024 and last day to turn them in is November 18, 2024. She will also be going to an election meeting in Mt. Carroll Aug. 8th. Alderperson Ed Stern shared that he will be giving his official resignation at the next meeting. The council discussed that this year the petitions are going out and turned in a month earlier. Treasurer Deb- The auditor will be here next week and she gave out the financial reports. Alderperson Lynn - is going to talk to Maintenance Manager Jason about trimming a tree at the intersection on E. Locust going out of town, as it blocks the visibility of the stop sign and it is believed to be a city tee. Alderperson Ed – noticed that the agenda for the IML Conferences is in the ILM book this month and asked clerk what classes she will be taking? Clerk was unsure of the exact classes that she will be taking but they are the ones assigned to Clerks. He also asked for an update on the roosted that was discussed at previous meetings and Chief Randall confirmed that it is gone. Mayor Mark – does plan on trying to attend the IML Conferences in the future. Alderperson Brad - started a discussion on the non-profit that held a meeting at the Heritage Center last week about stray cats. Alderperson Lynn and Chief Randall attend gave a brief overview of the information they went over their recommended process to catch the stray cats to be spayed and neutered. They were told to go through animal control and to attend the council meeting for any approval needed. Alderperson Lynn will talk with Attorney Ed Mitchell further on next steps for unpaid fines for ordinances such as feeding cats, etc.

ADJOURNMENT-MOTION-was made by Alderperson Brad Knutti and seconded by Alderperson Mark Macomber to adjourn at 7:52 p.m. Motion carried by 5 voiced aye votes.
