City of East Dubuque City Council met Aug. 19.

Here are the minutes provided by the council:

1. 24-0812 Call to Order – Mayor Digman

Start Time: 6:00 pm

2. 24-0813 Staff Reports

a. City Manager Report

We have finished the first quarter of the budget which is 25%. This is going to the end of July 31 if we have spent more then 25% then we are over or less than 25% we are under budget. He went through and let the council know what is happening with the budget as of now. Some we only take in once a year or we get them only for 5 to 6 months or every month. Fire Department has received a $400,000 donation and then purchased a $650,000 Fire Truck.

Expenditures Administration is 19.2%. Police overtime is 29.2% Chief has been working some of the overtime hours to keep this down. Overall, it is 21.6%. Fire is over with the purchase of Truck and then equipment needed purchased with donation money. Public Works we had a retirement and then Tony moving to the Public Works Director put these together. With retirement there are pay outs of time off at the end of the term. Also have insurance paid for the retiree and an IMRF payment because of all the overtime in the last few years of a retiree. This is a onetime expense. The department heads are taking responsibility for their budgets.

b. Mayor Report

Thanked everyone for the wonderful job of staying within the budget.

Reminder people can pick up petition papers tomorrow for the April 1, 2025 election for all

3 Wards.

Fire Department is having a push in ceremony for the new Fire Truck on August 25th at 1 pm.

Wingfest wants to thank Public Works, Police, Fire and dozens of volunteers truly made the day a success. Thank you everybody.

Just want to know about all the streets to be worked on. Still need to be done is Menominee, Mortimer and Hyacinth (different contractor).

Want to thank Chief Kovacic for keeping his overtime down. Thank Tony and Public Works with the job they did with the water main breaks over the weekend.

Do we know when the Oxford and Hyacinth projects are going to start. Hyacinth is just the matter of contractor coming on scene and doing it. Might be starting next week. Just waiting for the mill to come in. Oxford is just waiting for the state’s final signature. Verbal ok but need signature.

Just had the grates redone at the entrance by Ahva Living. Received numerous calls that they were falling in. Had someone come in and redo that area only.

6. 24-0817 Discussion and Possible Action to Approve An Ordinance Approving a Use of TIF Funds Within a TIF Area to Extend City Water and Sewer Services in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Digman, City Manager Seitz

This does the TIF projects to be able to run city utilities to the property line. The city does for development. This is an allowable expenditure under TIF funds.

7. 24-0818 Discussion and Possible Action to Approve an Amendment to WHKS Water Main Replacement Project of Hiawatha, Montgomery and Arrowhead Court in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Digman, City Manager Seitz

Just needed to add a completion date to the project.

These are in the budget. Had WHKS to look and see that it was better than thought.

Continuation of the Lead Service Line Replacement which still falls under the contract.
