City of East Dubuque City Council met Sept. 3.

     a.  City Manager Report

Public Works is out on another water main break as we speak. It is on a street that we just repaved.

     b.  Mayor Report

Was able to attend the push-in of the new fire truck. Was a pretty neat thing.

Rock wall at the bottom of Hill St call about brush that is overgrown and not able to see down the road.

What is the update on the train silencing. Shifted from the silence of the trains to improving the intersections. Study going on now and applying for grant funding to improve the crossings. We are not proposing silencing the whistles while applying for improvement of crossings. Can not do both at the same time.

The sidewalk going up Montgomery hill with a big bush could get in touch with property owner to take care of it.

Parks on the hill really need some mowing and weeding.

Is the tuckpointing done on the Police Station. Not done estimates are being prepared.

   5.  24-0905    Discussion and Possible Action to Approve Estimate from Kluesner Construction, Inc. for Montgomery Ave Crack Sealing from Sherwood Ave to Sinsinawa Ave in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Digman, City Manager Seitz

So, they do it for themselves or they would do it for Tri-State who is the other company we go through for our roads. This is the solution for the cracks going up the hill on Montgomery. This is what both contractors recommend. Would serve the purpose of extending the life of the street. Not going to make the drive over them smoother. This is better than cutting a section then filling or even just filling with hot mix.

Is this going to be able to get done this fall? Should have it done before snow flies. Should hold up against the snowplows.

Just do not expect it to be smooth like a new road. You will hear the tires going over the road.

   6.  24-0906    Discussion and Possible Action to Approve Application for Game of Chance with East Dubuque United in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Digman, City Manager Seitz

Trying to raise funds for more Christmas decorations and for a Veteran’s Memorial. They are just in the planning stage right now. Wanted to ask if could waive the fee.

Motion by Alderperson Degenhardt to Approve Game of Chance with East Dubuque United and Waive Fee second by Alderperson Belken    ROLL CALL: Ayes – Alderperson Belken, Alderperson Burgmeier, Alderperson Degenhardt and Alderperson Fluhr    Motion carried    Abstain – Alderperson Robey    Absent – Alderperson Meier

   7.  24-0907    Discussion and Possible Action to Approve Estimates from Bonnet Property Managers or Clay’s Property Services, LLC for City Playgrounds in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Digman, City Manager Seitz

Would take care of all the landscaping issues on the playgrounds. Have two estimates while trying for a third. Issues the council might want to consider are the six-by-six timbers or if able to get railroad ties. The budget for playgrounds is $20,000 this will be about $25,000. Which is fine since have not spent money on them in many years. Could replace the mulch which will need to be done every two years with a rubberized mulch. That will last much longer. Whether to put the mat down below the mulch. Was told does no good because the mulch breaks down fast enough.

If you approve the estimate and changes you want to see done then between Bob and Tony they would be able to go forward when they get the estimate from the rubberized mulch.

Want to use the six-by-six treated lumber and rubber mulch. So, to hopefully get the playgrounds done this year Clay’s Property Services, LLC will work on 6th Street and Peach St with Bonnet Property Managers working on Clinton and Livingston.

   8.  24-0908    Discussion and Possible Action to Approve Resolution 24-0908 Authorizing Mayor Digman to Enter into Memorandum of Understanding (MOU) Between the City of East Dubuque and the Illinois Environmental Protection Agency Regarding the Use of a Local Groundwater or Water Well Ordinance as An Environmental Institutional Control in the City of East Dubuque, Jo Daviess County, Illinois / Mayor Digman, City Manager Seitz

This is the issue of contamination on the boat ramp. These tests have come back clean and would like to close this out. We just need to jump through some hurdles to close this out. Finally, it is just allowing the Mayor to sign the MOU to close it out.
