City of Morrison City Council met Sept. 23.

Here are the minutes provided by the council:

CALL TO ORDER

The Morrison City Council met in Regular Session on September 23, 2024, at 6:30 p.m. in the Morrison Community Room, 307 South Madison Street, Morrison, Illinois. The meeting was called to order at 6:33 pm by Mayor Scott Vandermyde. City Clerk Michael Hemmer recorded the minutes. Meeting was offered to the public via Zoom and video recording to be available at https://www.youtube.com/@CityofMorrisonIL

ROLL CALL

Alderpersons present on roll call were Kevin Bruckner, Greg Kruse, Todd Schlegel, Vernon Tervelt, Josh West, and Harvey Zuidema. Absent: Sidonna Mahaffey and Matt Tichler. Other city officials present were Police Chief Kevin Soenksen and Treasurer Margaret Jones.

PLEDGE OF ALLEGIANCE - Cited.

PUBLIC HEARING

At 6:35 p.m., the public hearing was opened. City Administrator Melton provided an updated presentation of the IDOT Illinois Transportation Enhancement Program grant application for a multi-use path connecting North Jackson Street (Kimmel Drive) to Morrison Sports Complex.

CA Melton is preparing and will submit the required application and documentation before the September 30 deadline. Discussion followed. No public feedback was received during the hearing. The public hearing closed at 6:39 p.m.

PUBLIC COMMENT - None.

REPORT OF CITY OFFICERS, DEPARTMENT HEADS AND/OR COMMITTEES

Chief Soenksen reported to Council that Paint the Town and Harvest Hammer were successful. Also, the department is rolling out their new dispatch software with Whiteside County.

CA Melton informed the council that the library parking lot project was completed on Saturday, September 21, he was still in discussion with the subcontractors over the sidewalk on Academic Drive and paving will start on September 30 for the IDOT Rt 78 project.

CONSENT AGENDA

Ald Schlegel moved to approve Council Meeting Minutes for September 9, 2024; Bills Payable - $93,603.32; Treasurer’s Report – August 2024 (FY 04, CY 08); Parade Permit – Homecoming, October 4; seconded by Ald Zuidema. Ayes: Bruckner, Kruse, Mahaffey, Schlegel, Tichler, and Zuidema. Nays: None. Absent: Mahaffey and Tichler. Motion passed.

ITEMS FOR CONSIDERATION AND POSSIBLE ACTION

Ald Schlegel moved to approve Color Star’s bid for Public Works Buildings Exterior Painting; seconded by Ald West. An amendment was moved by Ald Zuidema to limit the Color Star bid award to “not exceed $105,015”, seconded by Ald Tervelt. Ayes: Bruckner, Kruse, Tervelt, West, and Zuidema. Nays: Schlegel. Absent: Mahaffey and Tichler. Motion failed. Discussion continued. Returning to the original motion, Ayes: Schlegel and West. Nays: Bruckner, Kruse, Tervelt, and Zuidema. Absent: Mahaffey and Tichler. Motion failed.

Ald West moved to award the Larch & Wall Street Watermain Project (ARPA Funding) to Miller Trucking and Excavating as submitted for $572,899.40; seconded by Ald Zuidema. Ayes: Bruckner, Kruse, Schlegel, Tervelt, West, and Zuidema. Nays: none. Absent: Mahaffey and Tichler. Motion passed.

Ald Tervelt moved to approve Ordinance 24-09 Vacant Buildings; seconded by Ald Zuidema. After discussions with legal, CA Melton split out the fees for the ordinance to a separate ordinance for allowing easier changes in the future. Discussion followed. Ayes: Bruckner, Kruse, Schlegel, Tervelt, West, and Zuidema. Nays: none. Absent: Mahaffey and Tichler. Motion passed.

Ald Zuidema moved to approve Ordinance 24-11 Amending Ch. 20 Fees, Penalties, Bonds, and Other Charges; seconded by Ald Schlegel. Discussion followed. Ayes: Bruckner, Kruse, Schlegel, Tervelt, West, and Zuidema. Nays: none. Absent: Mahaffey and Tichler. Motion passed.

Ald Zuidema moved to approve purchasing a Club Car Carryall 500 Utility Cart from Cambridge Cars for $13,938; seconded by Ald Tervelt. Ayes: Bruckner, Schlegel, Tervelt, West, and Zuidema. Nays: none. Abstain: Kruse. Absent: Mahaffey and Tichler. Motion passed.

Ald West moved to approve Resolution 24-06 Supporting Morrison: Our Path Forward – ITEP Grant Application; seconded by Ald Bruckner. Discussion followed. Ayes: Bruckner, Kruse, Schlegel, Tervelt, West, and Zuidema. Nays: none. Absent: Mahaffey and Tichler. Motion passed.

Ald West moved to approve Engineering Services Proposal, Fehr Graham, Multi-Use Path Project, Pending ITEP Grant Award as proposed for $63,200; seconded by Ald Bruckner. Discussion followed. Ayes: Bruckner, Kruse, Schlegel, Tervelt, West, and Zuidema. Nays: none. Absent: Mahaffey and Tichler. Motion passed.

Ald Bruckner moved to approve Ordinance 24-10 Quit Claim Deed to Real Property (Recreation Easement); seconded by Ald Zuidema. Approved by voice vote. No objection. Absent: Mahaffey and Tichler. Motion passed.

ITEMS FOR DISCUSSION & INFORMATION

CA Melton discussed Capital Improvement Plan for Streets. Several projects were reviewed and discussed for short-, medium- and long-term projects. Priorities and schedules will be set at a future council meeting.

ADJOURNMENT

Ald Tervelt moved to adjourn the meeting; seconded by Ald Kruse. The meeting adjourned at approximately 7:32 pm with no objection, Mahaffey and Tichler absent.
