City of Lanark City Council met Oct. 1.

Here are the minutes provided by the council:

MEETING CALLED TO ORDER/ROLL CALL-Lanark City Council met in regular session at the Lanark City Hall at 7:00 p.m. Roll call taken by Marilyn Heller, City Clerk, showed Alderpersons present were Brad Knutti, Ethan Lartz, Haley Grim, and Lynn Collins. Alderperson Bryan Hardacre was absent.

Mayor Mark Macomber was present and presiding.

Others present were: Nick Mosca, Clerk Marilyn Heller, Treasurer Deb Throop, Attorney Ed Mitchell and Chief Troy Randall.

PLEDGE OF ALLEGIANCE-was led by Alderperson Brad Knutti.

APPROVAL OF MINUTES-MOTION-was made by Alderperson Haley Grim and seconded by Alderperson Brad Knutti to accept the minutes of the September 17th, 2024 meeting as presented. Motin carried by 4 aye votes. Aye votes: Alderpersons Lynn Collins, Haley Grim, Brad Knutti, and Mark Macomber. Alderperson Bryan Hardacre was absent.

PUBLIC COMMENTS- None

APPOINTMENT FOR ALDERPERSON WARD II – POSSIBILE ACTION - A Motion was made by Alderperson Mark Macomber and seconded by Alderperson Lynn Collins to appoint Ethan Lartz to the Alderperson Ward II position. Motin carried by 4 aye votes. Aye votes: Alderpersons Mark Macomber, Lynn Collins, Haley Grim, and Brad Knutti. Alderperson Bryan Hardacre was absent.

DELINQUANT UTILITIES – POSSIBLE ACTION – Clerk presented the list of 9 shut off letters sent out this with this month’s water bills for Oct. 31. No action taken.

LEVY – POSSIBLE ACTION – Attorney Ed Mitchell passed out the ordinance levying the annual taxes for Lanark for the fiscal year starting on April 1, 2024 and ending March 31, 2025. Stating that no changes needed to be made after speaking to the auditor. A Motion was made by Alderperson Brad Knutti and seconded by Alderperson Haley Grim to pass Ordinance number 1007, An Ordinance Levying the Annual Taxes for the City of Lanark for the Fiscal Year Beginning April 1, 2024 and Ending March 31, 2025. Motin carried by 4 aye votes and 1 abstain. Aye votes: Alderpersons Mark Macomber, Lynn Collins, Haley Grim, and Brad Knutti. Abstain vote: Alderperson Ethan Lartz. Alderperson Bryan Hardacre was absent.

STANDING COMMITTEES AND BOARDS-POSSIBLE ACTION- Streets and Property - Alderperson Brad will hold a committee meeting to discuss water main replacement project locations, back flow inspection for the Dollar General, and water rates. Darin of Fehr Graham needs to get the locations for Sorensen Funds water main replacement project. Also, Jason had informed Brad that the Dollar General has not turned in a backflow inspection. The IEPA require the properties owner to turn in the backflow certification annually. City Ordinance does state that the water operator has the authority to disconnect services if not in compliance but must give a reasonable time to complete before disconnection. Date of meeting to come.

REPORTS-EMPLOYEES, ATTORNEY, CLERK, TREASURER, ALDERPERSONS AND MAYOR- Chief Troy Randall – applied for a Less Lethal Alternative Grant and heard today that he was awarded $9,411.60 for tasers. Also, Officer Zack is doing good at the academy. Clerk Marilyn- handed out a list of the classes she attended at the IML Conferences in Chicago with a brief description she put together and some takeaway actions she will implement in her duties. Noted that she had learned a lot and appreciated the opportunity to go. Treasurer Deb - council asked to email Dan for an update on the audit. Alderperson Haley Grim – Homecoming is this week; the parade is this Thursday and Haley will be serving hotdogs/brats with the Chambers. Alderperson Ethan – he appreciates the opportunity and council welcomed him. Alderperson Brad Knutti – shared that we received the no dogs’ signs for the park. Then he started a discussion on the process of changing the city to a village or city/village hybrid as the city is having a hard time finding residents to fill alderpersons seats in ward 1. Council Asked Attorney Ed to look into process. Mayor Mark Mcomber – the 4-H will be decorating the Lanark City Signs for fall.

ADJOURNMENT-MOTION-was made by Alderperson Brad Knutti and seconded by Alderperson Mark Macomber to adjourn at 7:27 p.m. Motion carried by 5 voiced aye votes.
