CALL TO ORDER
The meeting was called to order by Mayor Hughes at 5:30pm.

Councilman Considine, Oros, Venier, Bishop, and Mayor Hughes answered roll call. Absent: None.
PLEDGE OF ALLEGIANCE/INVOCATION
The Pledge of Allegiance was cited. Invocation was given by Councilman Venier
PROCLAMATION
DOMESTIC VIOLENCE AWARENESS MONTH
Mayor Hughes read the proclamation and declared October 2024 as Domestic Violence Awareness Month. A representative from the YWCA of the Sauk Valley received the proclamation.
WORK SESSION
None
VISITOR/PUBLIC COMMENT
Robert Bowser addressed the council regarding the property that was part of the old railroad on Palmyra across from the Armory. There is a vacant home since 2015, that he would like torn down, asked why has taken almost 10 years to take care of. Discussion ensued.
APPROVAL OF MINUTES
Councilman Bishop moved that the minutes of the Special Session Council Meetings of Monday, September 23, 2024; be accepted and placed on file. Seconded by Councilman Considine. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried
APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS
Councilman Oros moved that the Total Labor and Outside Claims in the amount of $910,620.13 be approved and ordered paid. Seconded by Councilman Considine. Mayor Hughes noted larger expenses. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried

CITY MANAGER REPORT
City Manager Langloss updated the council on economic development team focusing on housing, grants for property redevelopment, gateway developers and lots being sold, Fairfield construction, Tru by Hilton opening, RP Lumber still planning to open, and the Leadership at Sewer Equipment were recognized by the Association of Equipment Manufacturers, had a tour of the facility.
COUNCIL REPORTS
Mayor Hughes – Raynor recognition this coming week, October is Manufacturing Month. Companies are being recognized, very high-quality manufacturers in this community. Scarecrow Fest on October 19th.
Councilman Bishop – None.
Councilman Considine – Milwaukee and Chicago Bull Dog Club of America was at Granny Rose this past weekend, 5th year in a row; 47 Bull Dogs competed. The group loves our community and spirit, have a great deal of regard for our community.
Councilman Oros – Congratulated the Dixon High School Girls and Boys Golf Team for making it to Sectionals. My son participated and is going to State. We have so many great coaches that spend tons of time working with our kids in the community.
Councilman Venier – Recognized article in Saturday’s paper of Tourism in Lee County and Discover Dixon’s combined efforts to make Dixon and Lee County a Tourism hub. The great use of the grant. Great to see other communities having festivals. Congratulations to Discover Dixon and Lee County Tourism for continuing that vision and understanding the importance of being a destination community. Sewer Equipment, what a place, had a great field trip through their business. A small business doing great things in our community. Chamber Mainstreet Ultimate Tailgate did well around 600 people, a great event.

ORD 3413 – ORDINANCE AMENDING THE LIQUOR CODE
IN CONNECTION WITH SONNY’S LLC
Councilman Considine moved to approve the ordinance amending the Liquor Code in connection with Sonny’s LLC. Seconded by Councilman Venier. Mayor Hughes explained the request, discussion ensued. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried
RES 3157-24 – RESOLUTION AMENDING 2024-2025 BUDGET
PUBLIC PROPERTIES
Councilman Venier moved to approve the FY 24/25 budget resolution with respect to the Public Properties. Seconded by Councilman Bishop. Finance Director Leslie explained the request. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried
RES 3158-24 – VETERANS PARK RE-APPOINTMENTS
Councilman Bishop moved to approve the resolution confirming the re-appointment of Charlie Thomas, Keane Hudson, Terry Stephenitch, Michael Mills, Mike McMahon, and Rodney Harrington to the Veterans Memorial Commission for a term ending September 30, 2026, or until their respective successor is duly appointed and qualified. Seconded by Councilman Venier. Mayor Hughes explained the request. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried
APPROVAL OF A LETTER OF SUPPORT OF LEE COUNTY COUNCIL ON AGING GRANT APPLICATION
Councilman Oros moved to approve a letter of support of the Lee County Council on Aging Grant Application. Seconded by Councilman Considine. Mayor Hughes explained the request, discussion ensued. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried
APPROVAL OF ACCEPTANCE OF DONATION OF REAL ESTATE AND IMPROVEMENTS AT 807 SECOND STREET
Councilman Considine moved to authorize the City to accept the donation of the real estate and improvements located at 807 Second Street and authorize the City Manager and City Attorney to take actions as are necessary to complete the transaction. Seconded by Councilman Venier. City Manager Langloss explained the request, discussion ensued. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried
REFER PETITON FROM DIXON LAND GROUP, LLC WITH RESPECT TO THE APPROVAL OF FINAL PLAT OF RE-SUBDIVISION OF 1625 FULFS LANE TO THE PLAN COMMISION
Councilman Venier moved to refer petition from Dixon Land Group, LLC with respect to the approval of Final Plat of re-subdivision of 1625 Fulfs Lane to the Plan Commission. Seconded by Councilman Bishop. Mayor Hughes explained the request. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried
REFER PETITON FOR VARIANCE AT 1212 EUSTACE DRIVE FROM JOSEPH CRISHAM TO THE ZONING BOARD OF APPEALS
Councilman Oros moved to refer petition for Variance at 1212 Eustace Drive from Joseph Chrisham to the Zoning Board of Appeals. Seconded by Councilman Considine. Mayor Hughes explained the request. Voting Yea: Councilman Considine, Oros, Venier, Bishop, and Mayor Hughes. Voting Nay: None. Motion Carried
