City of Polo City Council met Oct. 21.

Here are the minutes provided by the council:

1. Invocation.

2. Pledge of Allegiance.

3. Call to order- Mayor Knapp called the meeting to order.

4. Mayor Knapp called roll call and the following members of the Council answered present: Alderman Keith Chesnut, Alderman Larry Weaver, Alderman Thomas Bardell, and Alderman Joseph Kochsmeier Absent: Alderman Randy Schoon.

5. Motion to approve the Consent Agenda

Motion made by Alderman Bardell and by Alderman Weaver to approve the following items on the Consent Agenda:

A. Minutes from the October 7, 2024 Council Meeting.

B. List of Bills as amended. Alderman Chesnut added a bill for $290.00 for Physicians Immediate Care for the police department, Alderman Kochsmeier added bills for Ramp for $292.41, Susan Waszak for $48.10 , IDES for $7695.83 for the administration department, Alderman Busser added a bill for Martin + Co for $533.12 for MFT Department, and Alderman Schoon added bills for AEP for $256.98 for the water and sewer department.

C. Treasurer’s Report

Motion carried 5-0. Yes- Chesnut, Weaver, Bardell, Kochsmeier, Busser.

6. Mayor Knapp opened Public Comment and the following persons provided comments:

Members of the public are welcome to speak at this time but are limited to only 3 minutes.

Dee Mumford is here on behalf of her parents who live on Union. The catch basin is becoming blocked and flooding their yard.

7. Committee Reports

➢ Alderman Chesnut- Department has been busy and a lot of training. Moving in the right direction.

➢ Alderman Weaver- Working on updating our building codes.

➢ Alderman Bardell- None.

➢ Alderman Kochsmeier- None.

➢ Alderman Busser- None.

➢ Alderman Schoon- None.

➢ Police Chief Matt Coppotelli- Axon will be here in the morning to install all the body cams and dash cams.

➢ City Clerk Bartelt- None.

➢ Public Works Director Kendall Kyker- Leaf Vac going on. We have not received the generator yet for the water plant. The generator that they found did not meet the qualifications. They have found a new generator and making sure it meets all the qualifications. The pool house has been winterized. They are working on shutting down the bathrooms and concession stands at the parks.

8. Items Removed from Consent Agenda

9. Old Business- Discussion/Action Items

A. Consideration & Possible Action on ordinance 24-13, an ordinance abating the tax heretofore levied for the year 2024 to pay debt service on $650,000 General Obligation Bonds (Alternate Revenue Source), Series 2022, of the City of Polo, Ogle County, Illinois. (second reading)

Alderman Busser made a motion to approve ordinance 24-13, seconded by Alderman Bardell. Motion carried 5-0. Yes- Weaver, Bardell, Kochsmeier, Busser, Chesnut.

10. New Business- Discussion/Action Items

A. Consideration & Possible Action request 7 for Contract No. 2 for Sjostrom & Sons, Inc., and Change Order No. 1 and Willett Hofmann & Associates invoices.

Alderman Bardell made a motion to approve request #7 for Contract No. 2 for Sjostrom & Sons, Inc. and Change Order No. 1 and Willett Hofmann & Associates, seconded by Alderman Weaver. Motion carried 5- 0. Yes- Bardell, Kochsmeier, Busser, Chesnut, Weaver.

B. Consideration & Possible Action on a bid award for the former school building asbestos abatement project.

Alderman Chesnut made a motion to award the contract to Husar Abatement, LTD in the amount of $66,900.00, seconded by Alderman Bardell. Motion carried 5-0. Yes- Kochsmeier, Busser, Chesnut, Weaver, Bardell.

C. Consideration & Possible Action on a bid award for the Farmer’s Market asphalt project.

Alderman Weaver made a motion to award the contract to Porter Brothers Construction, Inc. in the amount of $102,488.10, seconded by Alderman Chesnut. Motion carried 4-1. Yes- Busser, Chesnut, Weaver, Bardell. No- Kochsmeier.

D. Consideration & Possible Action on Ordinance 24-15, an ordinance abating the tax heretofore levied for the year 2024 to pay debt service on $1,230,000 General Obligation Bonds (Alternate Revenue Source), Series 2024, of the City of Polo, Ogle County, Illinois. (first reading)

The Polo City Council accepted the first reading of ordinance 24-15.

E. Consideration & Possible Action on approval of a business development district façade grant application.

The business development district committee received two applications. One was from Legacy Prints and the other was from the Polo Family Funeral Home.

Alderman Bardell made a motion to approve the Polo Family Funeral Home BDD application, seconded by Alderman Chesnut. Motion carried 5-0. Yes- Busser, Chesnut, Weaver, Bardell, Kochsmeier. Alderman Chesnut made a motion to approve Legacy Prints BDD application, seconded by Alderman Weaver. Motion carried 5-0. Yes- Chesnut, Weaver, Bardell, Kochsmeier, Busser.

F. Consideration & Possible Action on moving upcoming renewing CDs to different financial institutions.

Alderman Kochsmeier stated that there are 4 CDs coming due at the end of October. First State Bank Shannon Polo and Milledgeville Bank are offering similar CD rates and terms. The consensus of the council was to stick with First State Bank Shannon Polo.

G. Consideration & Possible Action on #01-24 Text Amendment from Ogle County Planning & Zoning Department.

The Polo City Council has no opposition to the text amendment.

H. Consideration & Possible Action on the City's Workman's Compensation, Auto Liability & Comprehensive General Liability, Portable Equipment, and Auto Physical Damage & Property Damage Insurance Coverage.

Alderman Kochsmeier made a motion to approve paying option #1 to receive the 1% discount in the amount of $64,891.07, seconded by Alderman Busser. Motion carried 5-0. Yes- Weaver, Bardell, Kochsmeier, Busser, Chesnut.

11. Other Items for Discussion & Information

Alderman Kochsmeier would like to or have someone to reach out to Husni about his business proposal. He does not want the Ashiku’s to go through creating a business plan that doesn’t suit what the city is looking for.

12. Adjournment

Motion by Alderman Bardell second by Alderman Kochsmeier to adjourn from regular session at 7:52 p.m. Motion carried 5-0.
