Brown called the meeting of the Galena Historic Preservation Commission to order at 6:30 p.m. on Thursday, November 7, 2024.
ROLL CALL
Upon roll call, the following members were present: Larry Wiedenheft, Chuck Horton, Judy Jackson, Craig Brown.
Absent: Matthew Carroll, Jack Dennerlein, Jeremy White.
ESTABLISHMENT OF QUORUM
A quorum was declared.
PUBLIC COMMENTS

APPROVAL OF THE MINUTES OF THE REGULAR MEETING OF SEPTEMBER 5, 2024
Motion: Horton moved, seconded by Jackson, to approve the minutes of the regular meeting of the Historic Preservation Commission of September 5, 2024.
Discussion: None.
Motion carried by voice vote.
APPROVAL OF THE MINUTES OF THE REGULAR MEETING OF OCTOBER 3, 2025
Motion: Jackson moved, seconded by Horton, to approve the minutes of the regular meeting of the Historic Preservation Commission of October 3, 2024.

NEW BUSINESS
DISCUSSION AND POSSIBLE ACTION ON A REQUEST BY SUE SIMMONS TO REPLACE THE WINDOWS IN THE HOME AT 102 N. HIGH ST. WITH ANDERSON 100 SERIES FIBREX COMPOSITE WINDOWS.
Simmons spoke about the mix of wood, aluminum and vinyl windows currently in her home and provided pictures. She said the Anderson 100 Series Fibrex option was about $3,000 less than the Marvin windows.
Brown said the Fibrex option is close to vinyl.
Horton said there are two issues: 1) this is more vinyl than wood; 2) the glass viewing size is not historically acceptable.
Brown agreed there is too much non-glass material.
Motion: Horton moved, seconded by Wiedenheft, to deny the request by Sue Simmons to replace the windows in the home at 102 N. High St. with Anderson 100 Series Fibrex composite windows.
Ayes: Horton, Jackson, Wiedenheft, Brown.
Nays: NONE
Absent: White, Carroll, Dennerlein
The motion carried.
24HPC-068-DISCUSSION AND POSSIBLE ACTION ON A REQUEST BY GALENA BUILDERS, APPLICANT, AND VICTOR TRUJILLO, OWNER, TO REPLACE THE WINDOWS IN THE HOME AT 442 N. HIGH ST. WITH QUAKER VINYL WINDOWS.
Richard Wienen from Galena Builders explained that he didn't realize the home was in the historic district since it is sided with vinyl. The 24 custom windows were ordered and have been delivered. When he spoke with Jonathan Miller, building official, for a building permit, Wienen realized the issue. He wondered if some of the windows could be installed at the back of the house.
Horton and Brown acknowledged the economic issue but expressed concern that if the commission were to allow vinyl windows it would set a precedent. Brown emphasized that it is the commission's responsibility to enforce the standards.
Motion: Horton moved, seconded by Wiedenheft, to deny the request by Galena Builders, applicant, and Victor Trujillo, owner, to replace the windows in the home at 442 N. High St. to Quaker vinyl windows.
Ayes: Jackson, Wiedenheft, Horton, Brown.
Nays: NONE
Absent: White, Carroll, Dennerlein
The motion carried.
