City of Lanark City Council met Nov. 19.

Here are the minutes provided by the council:

MEETING CALLED TO ORDER/ROLL CALL-Lanark City Council met in regular session at the Lanark City Hall at 7 p.m. Roll call taken by Marilyn Heller, City Clerk, showed Alderpersons present were Brad Knutti, Ethan Lartz, and Haley Grim. Alderpersons Justin Rausch and Lynn Collins were absent.

Mayor Mark Macomber was present and presiding.

Others present were: Trevor Knutti, Carsen Heeren, Kathleen Webber, Patricia Hazelbower, Crystal Rekart, Nick Mosca, Clerk Marilyn Heller, Treasurer Deb Throop, Attorney Ed Mitchell and Chief Troy Randall.

PLEDGE OF ALLEGIANCE-was led by Trevor Knutti.

APPROVAL OF MINUTES-MOTION-was made by Alderperson Brad Knutti and seconded by Alderperson Haley Grim to accept the minutes of the Nov. 5, 2024 meeting as presented. Motion carried by 4 aye votes. Aye votes: Alderpersons Brad Knutti, Haley Grim, Ethan Lartz, and Mark Macomber. Alderpersons Justin Rausch and Lynn Collins were absent.

PUBLIC COMMENTS- None

DONATION REQUEST – POSSIBLE ACTION – Kathleen Webber with NIPCO presented a donation request for $2500.00 to spay and neuter the feral cats. After discussing the council tabled for the next meeting to allow time to look into account balances for donations.

CITY AUDIT – POSSIBLE ACTION – Dan Rowe with Lucus Group presented the city audit noting it was a clean audit. A Motion was made by Alderperson Ethan Lartz and seconded by Alderperson Brad Knutti to approve the audit as submitted for FY 2024. Motion carried by 4 aye votes. Aye votes: Alderpersons Ethan Lartz, Brad Knutti, Haley Grim, and Mark Macomber. Alderpersons Justin Rausch and Lynn Collins were absent.

EMPTY LOTS – POSSIBLE ACTION – Alderperson Haley was contacted by an interested party to purchase the lots. She will need to follow up before any further action is taken as they might not still be interested. Attorney Ed handed out information on the three processes the city can follow to sell the lots.

457B ENROLLMENT – POSSIBLE ACTION – Talia Allen with Edward Jones held a meeting to discuss information on the 457B with a repetitive from John Handcock. The clerk went over the three quotes given to the city with John Handcock, Empower and One America. The council would like to have a Personal Committee Meeting to discuss further. Tabled

IPMG RENEWAL – POSSIBLE ACTION – Clerk met with Matt Ripplinger with Broadmoor to discuss the city liability insurance renewal quote with IPMG for $60,682.00. Noting it did increase from last year. A Motion was made by Alderperson Brad Knutti and seconded by Alderperson Ethan Lartz to approve the IPMG renewal. Motion carried by 4 aye votes. Aye votes: Alderpersons Ethan Lartz, Brad Knutti, Haley Grim, and Mark Macomber. Alderpersons Justin Rausch and Lynn Collins were absent.

DELINQUANT UTILITIES – POSSIBLE ACTION – A Motion was made by Alderperson Brad Knutti and seconded by Alderperson Mark Macomber to move forward with shut off on 1 through 13 on Dec. 6, 2024. Motion carried by 4 aye votes. Aye votes: Alderpersons Mark Macomber, Brad Knutti, Haley Grim, and Ethan Lartz. Alderpersons Justin Rausch and Lynn Collins were absent.

PUMP PURCHASE – POSSIBLE ACTION – A Motion was made by Alderperson Mark Macomber and seconded by Alderperson Brad Knutti to approve the quote from Lee Jenson Sales Co. for the hydraulic pump and pack. Motion carried by 4 aye votes. Aye votes: Alderpersons Mark Macomber, Brad Knutti, Haley Grim, and Ethan Lartz. Alderpersons Justin Rausch and Lynn Collins were absent.

WATER RATES ORDINANCE– POSSIBLE ACTION –A Motion was made by Alderperson Ethan Lartz and seconded by Alderperson Brad Knutti to approve Ordinance # 1009 amending sewer, water, garbage, and CIP rates for the City of Lanark. Motion carried by 4 aye votes. Aye votes: Alderpersons Ethan Lartz, Brad Knutti, Haley Grim, and Mark Macomber. Alderpersons Justin Rausch and Lynn Collins were absent.

TIF ORDINANCE – POSSIBLE ACTION – Carson Heeren presented his TIP application for Custom BBQ to purchase and renovate 118 S. Broad St. totaling $146,000.00A Motion was made by Mark Macomber and seconded by Brad Knutti to award Custom BBQ $43,000.00 in TIF. Motion carried by four aye votes. Aye votes: Alderpersons Mark Macomber, Brad Knutti, Haley Grim, and Ethan Lartz. Alderpersons Justin Rausch and Lynn Collins were absent.

A Motion was made by Alderperson Mark Macomber and seconded by Alderperson Haley Grim to approve Ordinance # 1008; approving and authorizing the execution of a tax increment financing district redevelopment agreement with M&W Enterprise Rentals LLC. Motion carried by four aye votes. Aye votes: Alderpersons Mark Macomber, Haley Grim, Brad Knutti, and Ethan Lartz. Alderpersons Justin Rausch and Lynn Collins were absent.

STANDING COMMITTEES AND BOARDS-POSSIBLE ACTION- NONE

REPORTS-EMPLOYEES, ATTORNEY, CLERK, TREASURER, ALDERPERSONS AND MAYOR- Chief Troy Randall – completed the first of two trainings for the body cameras so they will be up and running in December. Officer Zach will be graduating from the academy. Alderperson Haley Grim – received complements about Chief Randall on Halloween. Ethan Lartz – attended the Lions meeting and after discussion he will be working on a Community Betterment Group. Ethan took a tour with Maintenance Manager Jason to all the city water and sewer operations. Alderperson Brad Knutti –Darrin will be attending the next council meeting to discuss outstanding projects. Clerk Marilyn – the cleaning lady came in yesterday to complete employee paperwork to start working next week. A refund was given to the last renter at the Heritage Center due to a broken toilet over flowing and food/garbage on floors and counters. Mayor Mark - stated that a letter will need to be sent to the previous renters (VFW) for the poor conditions they left it in and be charged a cleaning fee the next rental. Next meeting Christmas burnouses and Christmas Party will be discussed.

ADJOURNMENT-MOTION-was made by Alderperson Brad Knutti and seconded by Alderperson Haley Grim to adjourn at 8:12 p.m. Motion carried by 4 voiced aye votes.
