City of East Dubuque Zoning Board met December 2.

City Manager Seitz explained the procedure of what will happen with the Annexation of J & J Aces Storage. Will talk with owner and then let the members and public have a chance to talk, his findings and then recommendation to the City Council.

C. Letter from John Schmitt from J & J Storage

Was here to answer questions if there were any.

Asked about the outside storage that they will be able to do by coming into the city. They will be adding more lighting and cameras for better security.

IV. Staff Report & Recommendations from Zoning Administrator

A. Findings of Fact / City Manager Bob Seitz

Have his findings of the fair cash value is $566,230.00 at the current city tax rate this would increase city revenue by $2,841.00. The agreement would be there would be three years of tax abatement of the city’s taxes. This is what has been commonly done in the last five years in the City of East Dubuque. Only aware of one property that was annexed in that did not receive this abatement which was The Dispensary. City Manager Seitz would recommend this based on this information and what you heard about the protection they are going to have. Will be a significant cost increase to the city which is a win for both sides. 

B. Discussion and Possible Action on Recommendation to City Council

Discussion and Possible Action to Approve A Resolution Granting Request for Voluntary Annexation of Real Property to the City of East Dubuque, Illinois, Owned by J & J Aces Storage, LLC, and Presently Located in Jo Daviess County, Illinois in the City of East Dubuque, Jo Daviess County, Illinois

Motion by Robin Pearson to Approve An Ordinance to Amend Special Use Permit for Adult Use Cannabis Dispensing Organization Approved July 11, 2022 second by Paul Largent ROLL CALL: Ayes – Brad Burgmeier, Jesse Hosch, Paul Largent, Dave Lechnir, Robin Pearson and Justin Taylor Motion carried Absent – Deb Redmon
