Federal prosecutors have concluded their closing arguments in the trial of former Illinois House Speaker Michael Madigan. Assistant U.S. Attorney Diane MacArthur accused Madigan of utilizing Chicago Alderman Danny Solis' influence to gain private benefits, describing this as the "Make Mike Madigan Money Plan." MacArthur alleged that Madigan ignored illegal suggestions from Solis due to his desire for personal gain, involving bribery schemes with Commonwealth Edison and AT&T Illinois. Both companies are said to have hired Madigan allies who performed minimal work, which prosecutors argue were bribes for legislative favors.

MacArthur criticized Madigan's response to Solis' quid pro quo proposal, highlighting his lack of opposition. She told the jury that common sense dictates such actions should be stopped immediately by public officials.

A circuit court previously ruled that this venue limitation violates due-process rights. Illinois Attorney General Kwame Raoul has appealed to the Supreme Court, with Deputy Solicitor General Alex Hemmer arguing for more experienced judges in these counties.
