REGULAR COUNCIL MEETING

CALL TO ORDER

The meeting was called to order by Mayor Hughes at 5:30pm.

ROLL CALL

Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes answered roll call. Absent: None

PLEDGE OF ALLEGIANCE/INVOCATION

The Pledge of Allegiance was cited. Invocation was given by Pastor Jon Marx, Faith Assembly.

WORK SESSION

Finance Director Leslie presented a FY24/25 budget wrap-up including General Fund Revenue Review, Revenue Comparison, Expense Review, Expense Comparison, Utility Revenue Review, Water Fund Revenue Comparison, Wastewater Fund Revenue Comparison, Water Expense Review, Water Expense Comparison, Wastewater Expense Review, Wastewater Expense Comparison, Capital Revenue Review, Capital Revenue Comparison, Capital Expense Review, and Capital Expense Comparison. Discussion ensued throughout presentation.

CITY MANAGER REPORT

City Manager Langloss – spending a lot of time on the budget and planned meetings and budget process.

APPROVAL OF MINUTES

Councilman Bishop moved that the minutes of the Regular Session Council Meeting of Tuesday, January 21, 2025; be accepted and placed on file. Seconded by Councilman Considine. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF TOTAL LABOR AND OUTSIDE CLAIMS

Councilman Oros moved that the Total Labor and Outside Claims in the amount of $982,624.93 be approved and ordered paid. Seconded by Councilman Considine. Mayor Hughes noted larger expenses. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

ORD# 3426 – AMENDING ORDINANCE NO. 2984 AND LEE OGLE ENTERPRISE ZONE INTERGOVERNMENTAL AGREEMENT WITH RESPECT TO AMENDMENT 16

Councilman Considine moved to approve the ordinance amending Ordinance No. 2984 and Lee Ogle Enterprise Zone Intergovernmental Agreement with respect to Amendment 16, area Fun on 52, Rural Amboy. Seconded by Councilman Bishop. Andy Shaw, Zone Administrator explained the request, discussion ensued. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

ORD# 3427 – AMENDING ORDINANCE NO. 2984 AND LEE OGLE ENTERPRISE ZONE INTERGOVERNMENTAL AGREEMENT WITH RESPECT TO AMENDMENT 17

Councilman Venier moved to approve the ordinance amending Ordinance No. 2984 and Lee Ogle Enterprise Zone Intergovernmental Agreement with respect to Amendment 17 area, HA International, Rural Oregon. Seconded by Councilman Bishop. Andy Shaw, Zone Administrator explained the request, discussion ensued. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

ORD# 3428 – AMENDING ORDINANCE NO. 2984 AND LEE OGLE ENTERPRISE ZONE INTERGOVERNMENTAL AGREEMENT WITH RESPECT TO AMENDMENT 18

Councilman Bishop moved to approve the ordinance amending Ordinance No. 2984 and Lee Ogle Enterprise Zone Intergovernmental Agreement with respect to Amendment 18 area, Constellation Energy, Rural Byron. Seconded by Councilman Oros. Andy Shaw, Zone Administrator explained the request, discussion ensued with Ryan Tozer from Constellation Energy. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

RES# 3177-25 – RESOLUTION AMENDING 2024-2025 BUDGET – FIRE DEPARTMENT

Councilman Oros moved to approve the budget resolution amending the 2024-2025 budget with respect to the Fire Department Budget. Seconded by Councilman Venier. City Manager Langloss explained the request. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

RES# 3178-25 – RESOLUTION AUTHORIZING A REPRESENTATIVE TO SIGN LOAN DOCUMENTS WITH RESPECT TO WATER POLLUTION CONTROL REVOLVING FUND

Councilman Oros moved to approve the Resolution Authorizing the City Manager to sign loan documents with respect to the Water Pollution Control Revolving Fund. Seconded by Councilman Considine. Wastewater Manager McNitt explained the request, discussion ensued. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

RES# 3179-25 – RESOLUTION REQUESTING TEMPORARY CLOSURE OF PORTIONS OF ILLINOIS RT 2 IN CONNECTION WITH THE REAGAN 5K RUN/WALK

Councilman Considine moved to approve the Resolution requesting Temporary Closure of portions of Illinois Rt 2 in connection with the Reagan 5K Run/Walk. Seconded by Councilman Venier. Mayor Hughes explained the request. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

APPROVAL OF PURCHASE OF KENWORTH DUMP TRUCK

Councilman Venier moved to approve the purchase of new Kenworth Dump Truck with plow and spreader from Bonnell Industries and radio install by Nicholson Communication for the price of $262,346.62. Seconded by Councilman Bishop. Streets & Properties Manager Venier explained the request, discussion ensued. Voting Yea: Councilman Bishop, Considine, Oros, Venier, and Mayor Hughes. Voting Nay: None. Motion Carried

COMMENT

Councilman Bishop requested to get the donation numbers from last year for the non-for-profits for comparison.

ADJOURMENT

Mayor Hughes declared the meeting adjourned.
