City of Mt. Carroll City Council met March 11.

Here are the minutes provided by the council:

Mayor Carl Bates called the meeting to order at 7:30 p.m.

Roll Call: Mayor Carl Bates, present, Alderman Doug Bergren, present, Alderman Jeff Elliott, present, Alderman Paul Kaczmarski, present, Alderman Mike Risko, present, Alderman Jeff Soenksen, present, Jody Wolber, present.

Alderman Paul Kaczmarski led the Pledge of Allegiance.

Jeff Davis gave the Invocation

Alderman Elliott made a motion to approve the minutes from the February 25, 2025 Regular City Council meeting Alderman Risko seconded the motion. Roll Call Vote Alderman Elliott, yes, Alderman Risko, yes, Alderman Bergren, yes, Alderman Wolber, yes, and Alderman Kaczmarski, yes, Alderman Soenksen, yes. Vote: 6 yeses and 0 nos. Motion carried.

Alderman Elliott made a motion to authorize the payments of 22 claims Payables for $44,863.75 and Alderman Kaczmarski seconded. Roll Call Vote: Alderman Elliott, yes, Alderman Kaczmarski, yes, Alderman Risko, yes, Alderman Bergren, yes, Alderman Wolber, yes, Alderman Soenksen, yes. Vote: 6 yeses and 0 nos. Motion carried.

Bank Account Balances: $3,871,406.80

Streets

Superintendent Eric Dauphin reported they have been street sweeping, filling potholes and doing some spring clean-up. Once weather gets warmer, we will start on the tubes that need to be put in. Alderman Risko asked if he has prepared a list of streets that will need to be paved. Dauphin said he did and that he also has a list of sidewalks that need to be replaced also.

Police

Reviewed monthly police report. United Methodist Church request for a Handicap Parking spot in front of the church. Chief Cass will take a look at it and will than have an Ordinance drawn up. The trees that were in the alley behind East Market Street, will be taken out tomorrow by McCormick Nursey.

Davis Community Center

Director Bandemer gave an update on upcoming events for this month. Finance

Recommendation to pay accounts 22 claims for $44,863.75. Mayor Bates informed the Council of the issue roof leaking at the City Hall in the back, dripping water on all levels of the building. Pearl City Gutters gave an estimate of $3,500.00 to replace the gutter and down spout. Alderman Risko would like to a Recommendation to place an ad in the Mirror Democrat and supply refreshments for the upcoming Council Meeting with a presentation from Economic Growth. Alderman Bergren made a motion to approve placing and ad in the paper and providing refreshments not to exceed $400.00 and Alderman Kaczmarski seconded. Roll Call Vote: Alderman Bergren, yes, Alderman Kaczmarski, yes, Alderman Risko, yes, Alderman Elliott, yes, Alderman Wolber, yes, Alderman Soenksen, yes. Vote: 6 yeses and 0 nos. Motion carried. NEW BUSINESS

1. Announcement of Retirement from Street Superintendent Eric Dauphin Effective April 30, 2025. After 38 Years and 11 months Eric Dauphin is going to retire. We will post the job internally and hold interviews.

Public Comment

Sara Burbank from V.E.T.S. gave an update on there plans for the old school building on Main street. Alderman Wolber asked if we could continue with the update of the Ordinance about burning leaves. Mayor Bates said yes we need to hold an License and Ordinance meeting to get the recommendation from them.

Adjournment

Alderman Elliott made the motion to adjourn the meeting 7:42 pm and Alderman Bergren seconded. Roll Call Vote: Alderman Elliott, yes, Alderman Bergren, yes, Alderman Soenksen, yes, Alderman Wolber, yes, Alderman Risko, yes, Alderman Kaczmarski, yes. Vote: 6 yeses and 0 nos. Motion carried.
