City of Mt. Carroll City Council met March 25.

Mayor Carl Bates called the meeting to order at 7:30 p.m.
Roll Call: Mayor Carl Bates, Present, Alderman Doug Bergren, present, Alderman Jeff Elliott, present, Alderman Paul Kaczmarski, present, Alderman Mike Risko, present, Alderman Jeff Soenksen, absent, Jody Wolber, present.
Alderman Bergen led the Pledge of Allegiance.

Alderman Elliott made a motion to approve the minutes from the March 11, 2025 Regular City Council meeting Alderman Risko seconded the motion. Roll Call Vote Alderman Elliott, yes, Alderman Risko, yes, Alderman Bergren, yes, Alderman Wolber, yes, Alderman Kaczmarski, yes and Alderman Soenksen, absent. Vote: 5 yeses and 1 absent and 0 nos. Motion carried.
Alderman Kaczmarski made a motion to authorize the payments of 28 claims Payables for $44,481.55 and Alderman Risko seconded. Roll Call Vote: Alderman Kaczmarski, yes, Alderman Risko, yes, Alderman Elliott, yes, Alderman Bergren, yes, Alderman Wolber, yes, Alderman Soenksen, absent. Vote: 5 yeses, 1 absent and 0 nos. Motion carried.

Water and Sewer
Superintendent Jonathan Armstrong reported Well #3 is back online. VFD’s are all back working, so now all 4 pumps are working. Had 3 water main leaks in the last month. One of leaks is by the Galena street bridge, we need to reroute the main and have and estimates from 4 local contractors and Morgan Excavating was the lowest price. I also priced hydrant bollards that was asked about at the last committee meeting and they are $250.00 a hydrant. Met with the Rotary Club for a matching grant to purchase a fire hydrant. Had our annual inspection and found that our multi- DH probe needs to be replaced, costs around $3,200.00.
Finance
Recommendation to pay accounts 28 payables for a total of $44,481.55. A. Amy Schneider, City Treasure presented budgets for water, sewer, garbage, debt service, capital improvement fund, WWTP, bond reserve, depreciation, general fund administration, police and streets. Recommendation to approve all budgets presented. Roll Call Vote: Alderman Elliott, yes, Alderman Risko, yes, Alderman Kaczmarski, yes, Alderman Bergren, yes, Alderman Wolber, yes, Alderman Soenksen, absent. Vote: 5 yeses, 1 absent and 0 nos. Motion carried.
NEW BUSINESS
1. Update from Economic Growth on Shimer Square and the Daycare Center: Brian Hollenback gave a presentation showing the work being completed on the 51 apartments that will be available in the fall of 2025, Hollenback said that as of today we have 150 people on the waiting list. Daycare center is moving along with the drywall and the siding is going on. With no other weather issues, we hope to be open by fall of 2025.
2. Discussion and Approval for the Daycare Proclamation for the Month of April: Alderman Kaczmarski made a motion to approve the proclamation and Alderman Elliott seconded. Roll Call Vote: Alderman Kaczmarski, yes, Alderman Elliott, yes, Alderman Risko, yes, Alderman Bergren, yes, Alderman Wolber, yes, Alderman Soenksen, absent. Vote: 5 yeses, 1 absent and 0 nos. Motion carried.
3. Discussion and Possible Action on Sponsorship for NWIL Economic Development: Discussion of donating an office once a month at the Davis Community Center and $500.00 will give the City of Mount Carroll a Bronze Membership. Alderman Elliott made the motion to approve and Alderman Kaczmarski seconded. Roll Call Vote: Alderman Kaczmarski, yes, Alderman Elliott, yes, Alderman Risko, yes, Alderman Bergren, yes, Alderman Wolber, yes, Alderman Soenksen, absent. Vote: 5 yeses, 1 absent and 0 nos. Motion carried.
