City of Polo City Council met April 21.
Here are the minutes provided by the council:
1. Invocation.
2. Pledge of Allegiance.
3. Call to order- Mayor Knapp called the meeting to order.
4. Mayor Knapp called roll call and the following members of the Council answered present: Alderman Larry Weaver, Alderman Keith Chesnut, Alderman Thomas Bardell, Alderman Randy Schoon. Absent: Alderman Joseph Kochsmeier and Alderman James Busser
5. Motion to approve the Consent Agenda
Motion made by Alderman Bardell and by Alderman Chesnut prove the following items on the Consent Agenda:
A. Minutes from the April 7, 2025 Council Meeting
B. List of Bills as amended. Alderman Kochsmeier added bills for RAMP for $*** for the administration department and Alderman Schoon added bills for ComEd for $4082.88 and Viking Chemical for $2,359.31.
C. Treasurer’s Report
Motion carried 4-0. Yes- Chesnut, Weaver, Bardell, Schoon.
6. Mayor Knapp opened Public Comment and the following persons provided comments: Members of the public are welcome to speak at this time but are limited to only 3 minutes.
7. Committee Reports
➢Alderman Chesnut- None.
➢Alderman Weaver- 11 building permits were issued in February and March.
➢Alderman Bardell- None.
➢Alderman Kochsmeier- None.
➢Alderman Busser- None.
➢Alderman Schoon- None.
➢Police Chief Matt Coppotelli- None.
➢City Clerk Bartelt- None.
➢Public Works Director Kendall Kyker- Seal Coat project bid opening is next Wednesday at 10AM.

9. Old Business- Discussion/Action Items
A. Consideration & Possible Action on Kurt Cavanaugh’s position as evidence technician. Alderman Chesnut made a motion to pay Kurt Cavanaugh $30 an hour as evidence technician, seconded by Alderman Bardell. Motion carried 3-1. Yes- Chesnut, Weaver, Bardell. No- Schoon.
10. New Business- Discussion/Action Items
A. Consideration & Possible Action on 2024/2025 Write Offs.
Alderman Weaver made a motion to accept the 2024/2025 write-offs in the amount of $710.77, seconded by Alderman Chesnut. Motion carried 4-0. Yes- Weaver, Bardell, Schoon, Chesnut.
B. Consideration & Possible Action on a proclamation for motorcycle awareness month. Alderman Weaver read a proclamation for motorcycle awareness month for the month of May 2025.
C. Consideration & Possible Action on ordinance 25-03, the 2025-2026 working budget. (first reading) The Polo City Council accepted the first reading of ordinance 25-03.
D. Consideration & Possible Action on pay request #3 for Five Star Energy Services.
Alderman Schoon made a motion to approve pay request #3, seconded by Alderman Bardell. Motion carried 4-0. Yes- Schoon, Chesnut, Weaver, Bardell.
E. Consideration & Possible Action on water and sewer rates for Xena.
15 years ago, an agreement was made with Xena to cut down on their water/sewer costs. Alderman Bardell made a motion to seconded by Alderman Schoon. Motion carried 4-0. Yes- Bardell, Schoon, Chesnut, Weaver,

Motion by Alderman Schoon second by Alderman Bardell from regular session at 7:16 p.m. Motion carried 4-0.
