City of Morrison City Council met May 27.

Here are the minutes provided by the council:

CALL TO ORDER

The Morrison City Council met in Regular Session on May 27, 2025, at 6:30 p.m. in the Morrison Community Room, 307 South Madison Street, Morrison, Illinois. The meeting was called to order by Mayor Scott Vandermyde. City Administrator Brian Melton recorded the minutes on behalf of City Clerk Mike Hemmer. Meeting was offered to the public via Zoom and video recording to be available at https://www.youtube.com/@CityofMorrisonIL

ROLL CALL

Alderpersons present on roll call were Kevin Bruckner, Seth Buckwalter, Sidonna Mahaffey, Todd Schlegel, and Matt Tichler. Absent: Vernon Tervelt. Vacancies: Ward 1 and Ward 3. Other city officials present were Interim Police Chief Michael Moon and Recreation Services Director Nathan Jacobs.

PUBLIC COMMENT

Harvey Zuidema spoke regarding the cemetery building project. Mr. Zuidema believed that noting the estimated budget amount was not necessary, not enough details in the specifications, the roof pitch could be 2’/12’, the garage doors should be 12’ high and the council should consider a steel building as well.

REPORT OF CITY OFFICERS, DEPARTMENT HEADS AND/OR COMMITTEES

Interim Police Chief Moon provided a written report in the council packet and informed Council that School Resource Officer Dan Simmons went fishing with the kindergarten class. Rec. Director Jacobs provided an update on upcoming events and recent event turnouts. CA Melton provided a brief tutorial to the Council on the city’s website Community Calendar.

CONSENT AGENDA

Ald Schlegel requested to remove the Parade Permit for Memorial Day. Ald Schlegel moved to approve the Consent Agenda consisting of City Council, Meeting Minutes, May 12, 2025; City Council, Special Meeting Minutes, May 20, 2025; Bills Payable - $47,907.17; Treasurer’s Report for April 2025; Street Closure, Dept. of Fun, Winesday Wednesday June 25, 2025, allowing the possession and consumption of alcohol on public sidewalks during the event; and Budget Transfers for FY26 as presented; seconded by Ald Tichler. Ayes: Bruckner, Buckwalter, Mahaffey, Schlegel, and Tichler. Nays: None. Absent: Tervelt. Motion passed.

ITEMS FOR CONSIDERATION, DISCUSSION AND POSSIBLE ACTION

Ald Schlegel moved to approve the Memorial Day Parade Permit; seconded by Ald Mahaffey. Council discussed. Ayes: Bruckner, Buckwalter, Mahaffey, Schlegel, and Tichler. Nays: None. Absent: Tervelt. Motion passed.

City Administrator Melton provided an update on the Cemetery Building – Design-Build Contract; Municipal Design-Build Authorization Act (65 ILCS 5/11-39.2-15 & 20). The Council was provided a draft of the Request for Proposals (RFP). Due to the new statute that allows municipalities to award one contract for design and build services, the RFP contains less detailed specifications and requires a project budget. The Council can certainly seek proposals for any detailed specifications at its discretion. No action taken.

CA Melton updated the Council on Sidewalk Cafes for Main Street. Alderman Schlegel continues to work with CA Melton on a draft ordinance for the council to consider soon. The current draft ordinance will be shared with the Council. No action taken.

EXECUTIVE SESSION

Ald Schlegel moved to enter Executive Session pursuant to 5 ILCS 120/ 2(c)(1) Appointment, employment and compensation of specific employees; seconded by Ald Mahaffey. Ayes: Bruckner, Buckwalter, Mahaffey, Schlegel, and Tichler. Nays: None. Absent: Tervelt. Motion passed. Executive Session entered at 7:01 pm.

Ald Mahaffey moved to exit Executive Session; seconded by Ald Tichler. Ayes: Bruckner, Buckwalter, Mahaffey, Schlegel, and Tichler. Nays: None. Absent: Tervelt. Motion passed. Executive Session ended at 7:41 pm.

ADJOURNMENT

Ald Schlegel moved to adjourn the meeting; seconded by Ald Mahaffey. The meeting adjourned at approximately 7:42 pm without objection.
