2. 25-0602 Staff Reports
a. City Manager Report
Update on the Hwy 35 main project is underway. There should be two to three more weeks to run that main.
Have applied for a local DOT Grant. This is something that we had a window of ten days to get an application in. This was an online application process. We put in for a $6.2 million dollar grant which would be the first phase of a $12.8 million dollar total project to reduce or eliminate the threat of flooding in the city. First phase involves the 3rd Street ditch which would rebuild ditch, walls and take care of the sink holes. Realigning the culvert along the 72-inch pipe. Then we will be able to reverse the course of the storm water. Work on the three culverts in the flats and want to consolidate all three together and run to the ditch.
The 1* Street parking lot had an initial talking with the RR through our attorney for the lease and things like that. No progress report as of yet. Have a plan in place to come to a conclusion that will give us our options for that parking lot.
Oxford Street with easement left to be signed and ready to go. This is the same for Indian Hills for easements.
b. Mayor Report
Would like to thank Joan Sanders, Kathy Accola, Nancy Neumeister, Kathern Kelly and our Public Works Department for taking care of the planters.
Would like to thank Jeff Klein and the American Legion for the great parade that they put on. Want to commend our Public Works Director Tony VanOstrand on rescuing the fawn out of the storm sewer on Hiawatha.

Do you think we can get drinking in the street down at this end. This is related to the Thursday night car show. It should be set up that way for both sides of the street. Was not specified in the special events permit.

We determine if there is any city ordinance that would restrict, prohibit or restrain 18- to 21- year-olds to serve as bartenders. Looked at case law, state law and city code and don't see anything that would adversely impact the ability of an 18- to 21-year-old to be a bartender till closing time. It was initial concern that one of our statues under loitering 3-3-19 might adversely impact that. But there is a specific exemption that applies to them if it is for a lawful purpose with their trade, occupation or profession. We are following state law. Thought it was important to clarify it.
Should we include a letter every year with their licenses. Probably good idea.

Delbert Belken - Wanted to thank the Mayor, City Manager, Alderpersons Robey and Degenhardt on behalf of the American Legion for being in the Memorial Day Parade. Thanked people who came to the JCE CO-OP meeting on Wednesday. Also wanted to thank everyone that he served with on the council. Said it was an honor and privilege.

This is the cost of the concrete for the public sidewalks. Just the concrete amount and support as a TIF expenditure,

Full on façade grant request from our newest business on Sinsinawa. Took out the part for the concrete patio on the back which is not part of the façade. Recommending approval at 50% of the cost.

Enterprise Zone that East Dubuque belongs to. Have not in his time here have a business utilize this program. This is tax incentives at the state level for distressed areas. This doesn't fit all projects.

We are finally here. It seems like it's been a long time getting here. We are ready for the construction and reconstruction of the buildings here. This all falls within the amounts that have been discussed in the past. The bid process will be in middle July, which is a prevailing wage project.

Is the best way of preserving our transportation system and getting the most life out of the streets. These are the low estimates which they are only going to do is 6th Street and Hill Street. Both estimates include both streets. With Tri-State being the lowest.

Indian Hills project that was below estimate for the project. Notice that there is no paper behind it because we are waiting for it from the state. Will allow us to get moving on the projects as soon as documents come in.
When approved before it was just intent. Right, it still needed to go to state.
